City of Carmi City Council met March 21.

The Carmi City Council met Tuesday, March 21, 2023, at 5:15 p.m. in the Council Room of the Municipal Building, 225 East Main Street for a public hearing regarding the 2023 budget and appropriations which was conducted by City CPA Keith Botsch. Mr. Botsch went over all the departments and appropriations for each department. With no questions, the public hearing was closed out at 5:25 p.m. At 5:30 p.m., the regular City council meeting was called to order.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Mike Knight, Sheila Headlee and Doug Hays.
The minutes from the March 7, 2023 council meeting were presented. Motion was made by Alderman Hays and seconded by Alderman Totten to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”
The minutes from the March 13, 2023 Special Council Meeting were presented. A motion was made by Alderman Courson and seconded by Alderman Totten. The motion carried on roll call by each Alderman present answering “yes.”
The February 2023 Financial Reports for the City of Carmi and Light & Water Departments were presented for approval. Alderman Headlee made a motion to approve the February 2023 Financial Reports for the City of Carmi and Light & Water Departments. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”
The March 2023 vendor invoices for the City of Carmi and Light & Water Departments were presented for approval. Alderman Winkleman made a motion to approve the vendor invoices. The motion was seconded by Alderman Blake. The motion carried on roll call by each Alderman present answering “yes.”
For council consideration, discussion, and possible approval
a) Ordinance #1600; An ordinance for the annual appropriations for the City of Carmi, IL for the fiscal year beginning January 1, 2023 and ending December 31, 2023 were presented by City CPA, Keith Botsch. Mr. Botsch had discussed all the appropriation amounts in the public hearing held prior to the meeting. With no further questions, a motion was made by Alderman Headlee to approve Ordinance #1600; An ordinance for the annual appropriations for the City of Carmi, IL for the fiscal year beginning January 1,2023 and ending December 31, 2023. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”
b) Possible approval to move the April 4, 2023 City Council meeting due to the Consolidated Election. Mayor Pollard stated with the April 4th being the Consolidated Election, we should consider moving the meeting to possibly Monday, April 3, 2023. Alderman Hays made a motion to move the regularly scheduled meeting to Monday, April 3, 2023, at 5:30 p.m. The motion was seconded by Alderman Headlee. The motion carried on roll call by each Alderman present answering “yes.”
c) Review of the bids and Notice of Award contingent on IDOT approval for the Route 1 Sanitary Sewer and Water Replacement to low bidder, Wiggs Excavating, Inc. Alderman Totten made a motion to approve the Notice of Award contingent on IDOT approval for the Route 1 Sanitary Sewer and Water Replacement to the low bidder, Wiggs excavating, Inc. The motion was seconded by Alderman Knight. The motion carried on roll call by each Alderman present answering “yes.”
d) Review and award bid for the Fairground Reconductor Project. Mayor Pollard stated, “Two bids were received; one from BH Electric LLC, in the amount of $33,143.40; the other from Asplundh Construction in the amount of $25,863.38.” Mayor Pollard said both companies have done work for the City of Carmi in the past. Alderman Hays made a motion to accept the low bid from Asplundh Construction for $25,863.38. The motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard reminded the public of the Electronics Recycling Day which will be Saturday, March 25, 2023, from 9 a.m. until 12:00 noon at the Newton Wire and Cable Building located on 3rd Street.
