Village of Smithton Board of Trustees met March 21

Village of Smithton Board of Trustees met March 21.

Here are the minutes provided by the board:

Mayor Mike Smallwood called the meeting to order at 7:30 pm. Everyone recited the Pledge of Allegiance. Trustees Jason Becherer, Charlie Rogers, Jim Elbe, Jim Hildreth, and Jim Mourey answered roll call. Trustee Tim Hopkins was absent. Also present were Clerk Annette Parker, Engineer Scott Saeger, Attorney Durso, Chief Jason Neff, and Supervisor Dean Klein. Mr. Bill Hagene was present in the audience.

CLERK’S REPORT – A motion was made by Trustee Becherer which was seconded by Trustee Rogers to approve the minutes from the Board Meeting held on March 7, 2023. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hildreth, yes; and Trustee Mourey, yes. The motion was carried.

TREASURER’S REPORT – The Board received a copy.

GOOD OF THE VILLAGE – Mr. Bill Hagene was in attendance to address the Board regarding the irrigation meter program.

POLICE CHIEF’S REPORT – No report.

ENGINEER’S REPORT -

ISSUED BUILDING PERMITS – There were 2 building permits issued since the last meeting.

WATER TOWER CROSS TIE – Engineer Saeger reported that this was completed by Haier Plumbing.

159 TURN LANE STU APPLICATION – Grant application is still in review.

ENGINEERING ASSISTANT – No update.

NORCOM 2000 – Maguire Iron, who will be doing the water tower maintenance stated that the Norcom towers on the water tower will need to come off the tower to put the containment system on the curtain that will hold the sandblasting material in. Engineer Saeger stated that he will reach out to Norcom to tell them they need to temporarily relocate their antennas.

1 N. MAIN – Engineer Saeger has reached out to the property owner to let him know that the Board had questions for him about his property. Trustee Mourey spoke with him, and he understands where we’re coming from, and he has currently listed his property with a realty company.

TAC CONTRACT – A motion was made by Trustee Mourey which was seconded by Trustee Rogers to sign the 3-year TAC contract for our wastewater treatment plant. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; and Trustee Hildreth, yes. The motion was carried.

DUMPSTER SCREENING – Engineer Saeger has written some proposed language for screening dumpsters in Smithton. This will be discussed further at the next Committee as a Whole meeting.

SAFETY COMMITTEE – There will be a Safety Committee Meeting April 6, 2023, at 10:00am if needed.

ZONING BOARD REPORT – No report.

SUPERVISORS REPORT – Supervisor Klein reported that they have been working at the park on the trail upgrades. They have had to take down some trees, grinded the stumps, and removed benches along the trail.

304 EUGENIA PIPE REPLACEMENT – This is on hold until the park trail widening is complete.

ATTORNEY’S REPORT – No report.

Trustee Becherer made a motion which was seconded by Trustee Rogers to accept the Officer’s reports. All were in favor. The motion was carried.

COMMITTEE AS A WHOLE – Mayor Smallwood reported on the Committee As a Whole meeting from March 14. The items will be discussed further under Committee Reports. Trustee Becherer made a motion which was seconded by Trustee Rogers to approve the minutes from the Committee As a Whole meeting on March 14. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hildreth, yes; and Trustee Mourey, yes. The motion was carried.

FINANCE & INSURANCE COMMITTEE – TRUSTEE BECHERER

BUDGET – This item will be discussed further at the next Committee as a Whole meeting.

EMPLOYEE COMPENSATION PACKAGE – This item will be discussed further at the next Committee as a Whole meeting.

STREET & UTILITY COMMITTEE – TRUSTEE ROGERS

SOUTH MAIN PROPERTIES – No update.

POLICE COMMITTEE – TRUSTEE ELBE

HY-DAC PROPERTY – No update.

TORNADO ALARM SYSTEM – No update.

PARK & CEMETERY COMMITTEE – TRUSTEE HILDRETH

PARK RETAINING WALL – Public Works Department will be working on this project along with the widening of the park trail.

BATTING CAGE LIGHTS – This has been completed.

TRAIL PHASE 1 – PARK TRAIL UPGRADES – Our Public Works Department is continuing work to widen the existing trail at the park.

FENCE REPAIR – This has been completed.

ORDINANCE COMMITTEE – TRUSTEE MOUREY –

ORD. NO. 1011 – Ch. 12 Part Time Summer Help

Trustee Mourey made a motion which was seconded by Trustee Rogersto have Ordinance 1011 read by title only. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; and Trustee Hildreth, yes. The motion was carried.

Trustee Mourey made a motion which was seconded by Trustee Rogers to adopt Ordinance 1011. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; and Trustee Hildreth, yes. The motion was carried.

ORD. NO. 1012 – Ch. 38 Fire Hydrants - This ordinance has been tabled for now.

ORD. NO. 1013 – Ch. 40 Pre-Annexation and Annexation

Trustee Mourey made a motion which was seconded by Trustee Rogers to have Ordinance 1013 read by title only. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; and Trustee Hildreth, yes. The motion was carried.

Trustee Mourey made a motion which was seconded by Trustee Rogers to adopt Ordinance 1013. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; and Trustee Hildreth, yes. The motion was carried.

ORD. NO. 1014 – Ch. 38 Water Rates

Trustee Mourey made a motion which was seconded by Trustee Rogers to have Ordinance 1014 read by title only. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; and Trustee Hildreth, yes. The motion was carried.

Trustee Mourey made a motion which was seconded by Trustee Rogers to adopt Ordinance 1014. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; and Trustee Hildreth, yes. The motion was carried.

The water rate changes will be in effect with the May 2023 billing.

ORD. NO. 1015 – Ch. 38 Sewer Rates

Trustee Mourey made a motion which was seconded by Trustee Rogers to have Ordinance 1015 read by title only. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; and Trustee Hildreth, yes. The motion was carried.

Trustee Mourey made a motion which was seconded by Trustee Rogers to adopt Ordinance 1015. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; and Trustee Hildreth, yes. The motion was carried.

The sewer rate changes will be in effect with the May 2023 billing.

ANNEXATION & BUILDING COMMITTEE – TRUSTEE HOPKINS

VILLAGE HALL SIGN – No update.

VILLAGE HALL GENERATOR – This is complete and can be removed from the agenda.

BILLS AND PAYROLL - Trustee Becherer made a motion which was seconded by Trustee Rogers to authorize Clerk Parker to pay the payroll from February 18, 2023 through March 3, 2023. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hildreth, yes; and Trustee Mourey, yes. The motion was carried.

COMMUNICATIONS – The Smithton Commercial Club will be holding their Annual awards Banquet on Sunday, May 7.

The Smithton Commercial Club is requesting donations for the Summer Social event to be held on June 10. Trustee Rogers made a motion which was seconded by Trustee Mourey to donate at the Business participant level of $100 for the Smithton Commercial Club Summer Social. Roll call was taken: Trustee Rogers, yes; Trustee Mourey, yes; Trustee Becherer, yes; Trustee Elbe, yes; and Trustee Hildreth, yes. The motion was carried.

UNFINISHED BUSINESS – None.

NEW BUSINESS – None.

EXECUTIVE SESSION – None.

Trustee Rogers made a motion which was seconded by Trustee Elbe to adjourn. All Trustees were in favor. The motion was granted to adjourn at 8:16 pm.
