Galatia Community Unit School District 1 Board of Education met March 23.

Here are the minutes provided by the board:

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Aaron Allen, Joy Richey, Elaine Jackson, Bryan McCabe, B.J. Pigg, and Holly Murphy. Seven (7) members present. Board President, Tim Pribble, called the meeting to order at 7:22 p.m. Also present: Superintendent, Shain Crank, HS Principal, Ashley Launius, and Recording Secretary, Michele Hankins. 

VISITORS: 

There were no visitors. 

EXECUTIVE SESSION: 

1. A motion was made by Pribble and seconded by McCabe to enter Executive Session at 7:25 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity; matters of student discipline or review executive session minutes. McCabe-aye, Jackson-aye, Murphy-aye, Pribble-aye, Richey-aye, Pigg-aye, and Allen-aye. Seven (7) ayes, motion carried. 

2. A motion was made by Pribble and seconded by Allen to end Executive Session at 8:15 p.m. Jackson-aye, Pigg-aye, Murphy-aye, Pribble-aye, Richey-aye, Allen-aye, and McCabe-aye. Seven (7) ayes, motion carried. 

3. A motion was made by Pribble and seconded by Richey to approve the Executive Session minutes. Murphy-aye, Pribble-aye, Pigg-aye, Richey-aye, Allen-aye, McCabe-aye, and Jackson-aye. Seven (7) ayes, motion carried. 

Reading Specialist 

4. A motion was made by Pribble and seconded by McCabe to post a Reading Specialist position. Pribble- aye, Richey-aye, Murphy-aye, McCabe-aye, Jackson-aye, Pigg-aye, and Allen-aye. Seven (7) ayes, motion carried. 

Resignation 

5. A motion was made by Allen and seconded by Jackson to accept the resignation of Heather Lynch, effective at the end of the 2022/2023 school year. Murphy-aye, McCabe-aye, Richey-aye, Pigg-aye, Jackson-aye, Allen-aye, and Pribble-aye. Seven (7) ayes, motion carried. 

Intent to Retire 

6. A motion was made by Pigg and seconded by Richey to accept Greg Cherry's intent to retire, effective on May 31, 2023. McCabe-aye, Murphy-aye, Richey-aye, Pigg-aye, Jackson-aye, Allen-aye, and Pribble- aye. Seven (7) ayes, motion carried. 

Resignation 

7. A motion was made by Jackson and seconded by Murphy to accept the resignation of Mark Motsinger at the end of the 2022/2023 school year. Pribble-aye, Richey-aye, Pigg-aye, Murphy-aye, McCabe-aye, Jackson-aye, and Allen-aye. Seven (7) ayes, motion carried. 

Post Positions 

8. A motion was made by Murphy and seconded by Pigg to post a high school history teacher, high school special education teacher, and custodian positions. Richey-aye, Jackson-aye, Allen-aye, Pribble-aye Murphy-aye, Pigg-aye, and McCabe-aye. Seven (7) ayes, motion carried. 

Honorable Discharge-Resolution of Non-Reemployment of Teacher 

9. A motion was made by Richey and seconded by Allen to approve the resolution of the non-reemployment of Richard Morgan, effective at the end of the 2022/2023 school year. Pigg-aye, Richey-aye, Jackson- aye, Allen-aye, Pribble-aye Murphy-aye, and McCabe-aye. Seven (7) ayes, motion carried. 

HS PE Teacher 

10. A motion was made by Pribble and seconded by Richey to employ Alexis Newcomb as the high school physical education teacher for the 2023/2024 school year. Pribble-aye, Pigg-aye, Richey-aye, Murphy- aye, McCabe-aye, Jackson-aye, and Allen-aye. Seven (7) ayes, motion carried. 

Dean of Students 

11. A motion was made by Pribble and seconded by Richey to re-employ Stephanie Plumlee as the Dean of Students for a one-year contract for the 2023/2024 school year. Pribble-aye, Richey-aye, Murphy-aye, McCabe-aye, Jackson-aye, Allen-aye, and Pigg-aye. Seven (7) ayes, motion carried. 

PRINCIPAL REPORT: 

State Testing: State testing has started for the Elementary and Jr. High Schools. High School testing will be held on April 12th 

JH Athletic Announcer-Garrett Arnold: Garrett Arnold has been a student announcer for most of the JH basketball and volleyball games. He did an excellent job and was a hit with the crowd. Great job Garrett! 

Mrs. Ashley Launius left the meeting at 8:27 p.m. 

SUPERINTENDENT REPORT: 

Bus Barn: The bus barn is quickly going up. The completion date is expected in April. 

E-Rate: There are two different quotes for E-rate. The first quote is for Futiva internet service. Our internet service cost will decrease by approximately $300 a month, and it will be a faster service. We will receive 90% of our cost back at the end of the fiscal year. The second quote from QNS is for hardware and software updates to our IT infrastructure at both schools. The cost for the elementary will be $20,220.12, and the high school cost will be $12,326.22, for a total cost of $32,546.34. We receive 80% of the cost back from that quote. Jill Dare from ADJ Consulting Services will receive 10% of what we get back from the projects. 

School Bus: Central States Bus Service quoted a price of $149,350 for a 2024 Blue Bird, 66-passenger bus with a handicapped accessible lift. 

Energy Transition Community Energy Grant: Mr. Crank will work on getting quotes for the projects discussed during the public hearing held tonight at 7:00 p.m. 

Solar Project: The attorney is reviewing the contract. 

Archery: Mr. Crank spoke with the Saline County Superintendents about an archery team. All of them believed that they would have students who would participate, but none of them had any names of adults who may help. If this is something that we are interested in, we are going to need to find someone to get it off the ground once we have an agreement with the union. 

Illinois State Board of Education (ISBE) Audit: The district received word this week that our audit has been completed with ISBE, and the documents will go to Springfield for peer review. The final report could take up to sixty days to complete. Last month, Mr. Crank reported that we would owe $2,000 from a bus trade-in on the ESSER II grant but since then, after the auditing of the Transportation report, the auditor removed the finding. The trade-in was classified not as a discount on the purchase of the bus but as a separate transaction. There were only two findings that she is reporting. The Early Childhood Block Grant had incorrectly expensed the janitor's insurance on the expenditure report, and the Title I funding was not allocated proportionately between the elementary and junior high attendance centers. 

COMMITTEE REPORTS: TRANSPORTATION: 

School Bus 

12. A motion was made by Pribble and seconded by Pigg to purchase a 2024 Blue Bird 66 Passenger Diesel Bus with a conventional lift from Central States Bus Company for $149,350.00. Jackson-aye, Allen-aye, Murphy-aye, Pigg-aye, McCabe-aye, Richey-aye, and Pribble-aye. Seven (7) ayes, motion carried. 

BUILDING & GROUNDS REPORT: 

ATHLETICS: 

Dismiss FY23 Coaches and Post Coaches for FY24 

13. A motion was made by Allen and seconded by Murphy to not retain district coaches at the end of the 2022/2023 school year and to post advertisement for 2023/2024 school year coaches. Murphy-aye, McCabe-aye, Richey-aye, Jackson-aye, Pigg-aye, Allen-aye, and Pribble-aye. Seven (7) ayes, motion carried. 

Renew IHSA Membership for FY24 

14. A motion was made by Allen and seconded by Richey to approve the IHSA Membership for 2023/2024 school year. McCabe-aye, Murphy-aye, Richey-aye, Pigg-aye, Jackson-aye, Allen-aye, and Pribble-aye. Seven (7) ayes, motion carried. 

APPROVAL OF CONSENT AGENDA: 

15. A motion was made by Richey and seconded by Jackson to approve the regular meeting minutes of February 23, 2023. Jackson-aye, Murphy-aye, Pribble-aye, Richey-aye, Pigg-aye, Allen-aye, and McCabe-aye. Seven (7) ayes, motion carried. 

16. A motion was made by Allen and seconded by McCabe to approve the bills with the additional invoice for Teacherease of $9,015.99 and payroll as presented. Pigg-aye, Murphy-aye, Pribble-aye, Jackson-aye, Allen-aye, McCabe-aye, and Richey-aye. Seven (7) ayes, motion carried. 

17. A motion was made by Allen and seconded by McCabe to approve the treasurer's report and co-mingled account as presented. Allen-aye, McCabe-aye, Jackson-aye, Murphy-aye, Pigg-aye, Pribble-aye, and Richey-aye. Seven (7) ayes, motion carried. 

NEW BUSINESS: 

E-rate 

18. A motion was made by Pribble and seconded by Richey to approve the E-rate quotes for Futiva fiber internet and QNS for IT infrastructure upgrade from Jill Dare, AJD Consulting Services. E-rate will pay 90% of the Futiva internet service and 80% for the QNS quote of $32,546.34. Jill Dare will receive 10% of the E-rate amount we receive back. Murphy-aye, McCabe-aye, Richey-aye, Jackson-aye, Pigg-aye, Allen-aye, and Pribble-aye. Seven (7) ayes, motion carried. 

Field Trips: 

19. A motion was made by Pribble and seconded by Jackson to approve the following out-of-state trips: 

Pre-K to the St. Louis Zoo, St. Louis, MO. on May 12, 2023. To be paid with Pre-K Grant funds. K-1st grade to the Children's Museum in Evansville, IN. on May 16, 2023 

3rd grade to the Discovery Park of America at Union City, TN. on April 14, 2023 

5th grade to the City Museum in St. Louis, MO. on April 13, 2023 

8th grade to Holiday World at Santa Claus, IN. on May 24, 2023 

FFA to Murray State University Field Day at Murray, KY. on April 19, 2023

Premier Fire and Safety 

The proposed quote from Premier Fire and Safety will finish up the security system upgrade and will take care of some small issues from the health life safety inspection. 

20. A motion was made by McCabe and seconded by Pigg to approve the proposed quote from Premier Fire & Safety for $12,850 to be paid with the Health/Life/Safety Fund. Pribble-aye, Pigg-aye, Richey-aye, Murphy-aye, McCabe-aye, Jackson-aye, and Allen-aye. Seven (7) ayes, motion carried. 

Superintendent Conferences/Meetings 

21. A motion was made by Pribble and seconded by Murphy to approve attendance for future IASA (Illinois Association of School Administrators) conferences when they become available. Pigg-aye, McCabe-aye, Murphy-aye, Richey-aye, Jackson-aye, Allen-aye, and Pribble-aye. Seven (7) ayes, motion carried.

22. A motion was made by Allen and seconded by Murphy to adjourn at 8:56 p.m. Jackson-aye, Murphy-aye, Pribble-aye, Richey-aye, Allen-aye, Pigg-aye, and McCabe-aye. Seven (7) ayes, motion carried.
