Norris City-Omaha-Enfield Community Unit School District #3 Board of Education met April 19.

Here are the minutes provided by the board:

The regular meeting of the Board of Education of the Norris City-Omaha-Enfield Community Unit School District #3 of White, Hamilton, and Gallatin Counties, Illinois, was called to order by Lincoln Hobbs at 7:00 p.m. in the Superintendent's office on Wednesday, April 19, 2023. All members had been previously notified and those answering roll call were: Matt McArthy, Frank Grave, Lincoln Hobbs, Heath Rush, Mike Hite, and Paul Black. Joe Lane was absent. Also attending were Matt Vollman, Brad Wehlermann, Carla Carter, David Reavis, Jessica Jackson, Kathy Sands, Marsha Humphrey, Stephen Humphrey, Rhonda Forston, and students from Hamilton County High School (civics class).

Matt McArthy made the motion to accept the March minutes as presented. Lincoln Hobbs seconded. A unanimous vote followed.

The bills were approved on a motion by Lincoln Hobbs and seconded by Heath Rush. Roll Call Vote: Matt McArthy, Aye; Frank Graves, Aye; Lincoln Hobbs, Aye; Heath Rush, Aye; Mike Hite, Aye; and Paul Black, Aye. Motion Carried.

Mr. Vollman presented the treasurer's report and also a summary of the current investments. The Board discussed putting money into CDs since interest rates are up.

The Booth Trust report was approved on a motion by Lincoln Hobbs and seconded by Heath Rush. The balance is $36,097.69. Roll Call Vote: Matt McArthy, Aye; Frank Graves, Aye; Lincoln Hobbs, Aye; Heath Rush, Aye; Mike Hite, Aye; and Paul Black, Aye. Motion Carried.

Principal Reports:

Brad Wehlermann for NCOE High School: The students will have a spring fling fun day on April 24. The Band and Choir spring concert is April 28th at 6:30 pm. April 29th is the golf scramble. May 2-6 is the Senior Trip. High School graduation is May 12 at 6:00 pm with the afterparty starting at 10:00 pm.

David Reavis for NCOE Elementary: Attendance was 91.9%. Several class trips and field trips are coming up. Kindergarten registration was April 18th and there are 22 students registered. April 22 is the PTO Carnival. On May 9th, the 8th grade class will meet with Mrs. Braden to register for their freshman year. The band concert is May 9th at 6:00 pm. Eight grade graduation is May 16 at 7:00 pm in the high school gym.

Carla Carter for Booth: The PTO bingo raised $1500. The bookfair is next week. On April 28th the students that met their reading goal will be attending a play at Rend Lake College. The PTO will be hosting laser tag for the students on May 11.

Matt McArthy made the motion to amend the May 17 board meeting to May 8th at 7:00 pm. Heath Rush seconded. A unanimous vote followed.

Joe Lane entered the meeting at 7:34 pm.

Lincoln Hobbs made the motion to approve the Consolidated District Plan (grants) and Mike Hite seconded. A unanimous vote followed.

Joe Lane made the motion to approve the April 3, 2023 special board meeting minutes. Mike Hite seconded. A unanimous vote followed.

The Board held the first reading of updated Board Policies 2:110; 4:60; 5:30; 5:125; 5:150; 5:260; 6:135; 6:230; and 8:20.

The board entered executive session at 8:23 p.m. on a motion made by Mike Hite and second by Heath Rush to discuss personnel issues. A unanimous vote followed. The Board returned to open session at 9:09 p.m.

Joe Lane made the motion to accept the resignation of Stephen Humphrey for jr. high baseball coach, jr. high assistant basketball coach, and 6th grade basketball coach. Lincoln Hobbs seconded. A unanimous vote followed.

Joe Lane made the motion to accept the resignation of Cassandra Amberger as speech pathologist. Lincoln Hobbs seconded. A unanimous vote followed.

Joe Lane made the motion to employ Whitney Williams as a personal aide. Matt McArthy seconded. Roll Call Vote: Matt McArthy, Aye; Frank Graves, Aye; Lincoln Hobbs, Aye; Heath Rush, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.

Joe Lane made the motion to employ Richard Ozment as high school athletic director. Matt McArthy seconded. Roll Call Vote: Matt McArthy, Aye; Frank Graves, Aye; Lincoln Hobbs, Aye; Heath Rush, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.

Joe Lane made the motion to employ Richard Ozment as transportation director. Matt McArthy seconded. Roll Call Vote: Matt McArthy, Aye; Frank Graves, Aye; Lincoln Hobbs, Aye; Heath Rush, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.

Matt McArthy made the motion to amend the March 15, 2023 motion and rescind the vote of the non-renewal of Jordan Baumgart as a certified teacher for the 23-24 school year. Mike Hite seconded. Roll Call Vote: Matt McArthy, Aye; Frank Graves, Aye; Lincoln Hobbs, Aye; Heath Rush, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.

The Board thanked Paul Black for his 16 years of service.

The meeting was adjourned at 9:11 p.m. on a motion by Joe Lane and second by Mike Hite. A unanimous vote followed.
