City of Carmi City Council met June 6.

Here are the minutes provided by the council:

The Carmi City Council met Tuesday, June 6, 2023, at 5:15 p.m. in the Council Room of the Municipal Building, 225 East Main Street for the public hearing of a mobile home permit at 200 Rice Street. Mayor Pollard called the public hearing to order at 5:15 p.m. Clerk Attebury told the Alderperson’s all the information had been put in their packet regarding the mobile home permit. Fire Chief Daniel Ballard has already been notified and approved the location for the mobile home. Applicant Amy Pollard was asked where the home was located at now and who would be moving it. She stated a professional company will be moving and setting everything up. With no further questions or discussions, the public hearing was closed out at 5:20 p.m.

Prior to opening the regular council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Alderperson’s present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Lacey Bradshaw, Jeremy Courson, Sheila Headlee, Mike Knight and Doug Hays.

The minutes from the May 16, 2023 council meeting were presented. Motion was made by Alderperson Couson and seconded by Alderperson Headlee to approve the minutes as presented. The motion carried on roll call by each Alderperson present answering “yes.”

For council consideration, discussion, and possible approval

a. Possible approval of the mobile home permit for 200 Rice Street was presented. Mayor Pollard asked if there were any questions or discussions. With no further discussion, Alderperson Winkleman made a motion to approve the mobile home permit for 200 Rice Street. The motion was seconded by Alderperson Blake. The motion carried on roll call by each Alderperson answering “yes.”

b. Pay request: Brown & Roberts, Inc. Job #21-121 Burrell’s Woods Park Roadway Design Engineering Bill #4 for $26,129.11. Alderperson Headlee made a motion to approve the pay request for Brown & Roberts as stated above. The motion was seconded by Alderperson Hays. The motion carried on roll call by each Alderperson present answering “yes.”

c. Approve change order to adjust quantities for the 6th Street Sanitary Sewer Replacement. Mayor Pollard explained the reduction in pricing is due to the quantities changing. The price will go from $239,755.00 down to $229,902.22 which is a reduction of $9,852.78. Alderperson Hays made a motion to approve the change order as noted above. The motion was seconded by Alderperson Courson. The motion carried on roll call by each Alderperson present answering “yes.”

d. Pay request: Kiefer Brothers Construction for $210,021.57 for the 6th Street Sanitary Sewer Replacement. Alderperson Hays made the motion to approve the pay request to Kiefer Brothers Construction as stated above. The motion was seconded by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”

Reports and/or updates from Mayor Pollard

Mayor Pollard stated Wal-Mart will be holding a bucket brigade to raise money for Riley Children’s Hospital on June 17th from 8 a.m. to 12:00 noon at the intersection by Wal-Mart.

In the coming weeks, the entrance to the Council Room facing the courthouse will be blocked off as there is a leak. The front of the building and the glass will be replaced along with the sidewalk.

Reports from Standing Committees

Alderperson Winkleman inquired as to how the College Boulevard project would be laid out. Mayor Pollard explained how there would be angled parking as you turn into College Boulevard with a wide sidewalk running down the middle of it. On the other side of the island, the parking will remain the same along the street.

Business or Comments from Visitors

None.

Closed Session to discuss personnel and property with no action to follow:

At 5:47 p.m., Alderperson Headlee made a motion to enter into closed session. The motion was seconded by Alderperson Courson. The motion carried on roll call be each Alderperson present answering “yes.”

Adjournment

At 6:06 p.m. Alderperson Headlee made a motion to exit closed session, re-enter regular session, and adjourn with no action. Motion was seconded by Alderperson Courson. The motion carried on roll call by each Alderperson present answering “yes.”
