Village of Smithton Board of Trustees met July 18.
Here are the minutes provided by the board:
Mayor Mike Smallwood called the meeting to order at 7:30 pm. Everyone recited the Pledge of Allegiance. Trustees Jason Becherer, Jim Elbe, Jim Mourey, Tim Hopkins and Todd Reyling answered roll call. Also present were Clerk Annette Parker, Chief Jason Neff, Supervisor Dean Klein, and Attorney Durso. Trustee Charlie Rogers was absent. Ray Klein was in attendance in the audience.
CLERK’S REPORT – A motion was made by Trustee Becherer which was seconded by Trustee Hopkins to approve the minutes from the Board Meeting held on July 5, 2023. Roll call was taken: Trustee Becherer, yes; Trustee Elbe, yes; Trustee Mourey, yes; Trustee Hopkins, yes; and Trustee Reyling, yes. The motion was carried.
TREASURER’S REPORT – The Board has received a copy.
GOOD OF THE VILLAGE –A motion was made by Trustee Elbe which was seconded by Trustee Hopkins to allow CJ’s Pub and Grill to play outside music on the dates requested. Roll call was taken: Trustee Elbe, yes; Trustee Hopkins, yes; Trustee Becherer, yes; Trustee Mourey, yes; and Trustee Reyling, yes. The motion was carried.
POLICE CHIEF’S REPORT – Chief Neff reported that they have picked up the new police car and it is at Datatronics.
ENGINEER’S REPORT – ENGINEER SCOTT SAEGER
ISSUED BUILDING PERMITS – There has been 1 building permit issued since the last meeting.
159 TURN LANE STU APPLICATION – Engineer Saeger reported that we have been recommended for approval for this Grant and it is out for public comments. August 30 East West Gateway Board is scheduled to vote to approve our Grant.
NORCOM 2000 EQUIPMENT ON THE WATER TOWER– Engineer Saeger stated that he has requested Mr. Norton remove the antenna pod mount assembly by August 31. A registered return receipt letter has been sent to Mr. Norton. Trustee Mourey stated that he will try to get the letter to Mr. Norton also.
1 N. MAIN – October 3 is the date the property owner will be back to update the Board.
DOUGLAS SANITARY SEWER STUDY – Engineer Saeger reported that he is working with Tim Pruett and he needs to know the exact language. Attorney Durso will be getting the language.
3774 STATE RTE 159 (Kunevich entrance and sewer) – Engineer Saeger has talked with both property owners and they are both in agreement that they would like 25 feet. The east half of Mill Street would go to the Yocks/Smiths and the west 25 feet would go to the Kunevichs. A request has been sent back to Volkert for a revision to reflect this and this will be forwarded to Attorney Durso.
Engineer Saeger stated that Metro East Park and Recreation District is accepting Grant applications now. There’s 1.5 million dollars remaining.
SAFETY COMMITTEE – There will be a Safety Committee Meeting August 3, 2023, at 10:00am if needed.
ZONING BOARD REPORT –
402 S. JULIA - Engineer Saeger has sent a letter to Hy-Dac explaining the motion that was made at the last meeting.
10 N. SMITH – Engineer Saeger reported that letters have been sent out to the adjacent property owners asking if they had comments about the proposed shed.
SUPERVISORS REPORT – Supervisor Klein reported that work is continuing on the new park trail. Rock has been put down to prepare for the asphalting, which is set for August 1.
The curb and sidewalk are being worked on at 2 S. Main.
The concrete pad for the new Village Hall sign will be poured tomorrow.
712 LUNCH ROAD DITCH – Supervisor Klein reported that this has been taken care of on the East side of the ditch but on the West side some work needs to be done.
304 EUGENIA PIPE REPLACEMENT – This is on hold until the park trail widening is complete.
FIRE HYDRANT FLOW TEST AGREEMENT – We are still waiting for the Smithton Fire Department’s attorney to review the contract.
ATTORNEY’S REPORT – No update.

COMMITTEE AS A WHOLE – Mayor Smallwood reported on the Committee As a Whole meeting from July 11. The items will be discussed further under Committee Reports. Trustee Becherer made a motion which was seconded by Trustee Elbe to approve the minutes from the Committee As a Whole meeting on July 11. Roll call was taken: Trustee Becherer, yes; Trustee Elbe, yes; Trustee Mourey, yes; Trustee Hopkins, yes and Trustee Reyling, yes. The motion was carried.
FINANCE & INSURANCE COMMITTEE – TRUSTEE BECHERER - No report.
STREET & UTILITY COMMITTEE – TRUSTEE ROGERS
2 SOUTH MAIN SIDEWALK – Work will be starting soon on the sidewalk.
POLICE COMMITTEE – TRUSTEE ELBE
TORNADO ALARM SYSTEM – We received an update that they are waiting on radio transmitters from Motorola. They have installed 30 new sirens throughout the county.
PARK & CEMETERY COMMITTEE – TRUSTEE MOUREY
SMITHTON LIBRARY STORY WALK IMPLEMENTATION PLAN – Trustee Mourey reported that the Library has ordered the stands for the story walk.
TRAIL PHASE 1 – PARK TRAIL UPGRADES – On August 1 asphalt will be put down for the new trail. TRAIL PHASE 2 – We are working on options for Phase 2.
SMITHTON BALL FIELDS 3 AND 4 LIGHTS – We will be testing some poles that we currently have to see if they will work for installing lights.
ORDINANCE COMMITTEE – TRUSTEE HOPKINS – No report.
ANNEXATION & BUILDING COMMITTEE – TRUSTEE REYLING
VILLAGE HALL SIGN – The concrete pad will be poured tomorrow.
BRIA BUILDING & PROPERTY – We are waiting to hear back from the Bria representative.
ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM (ITEP) FUNDING AND PLANNING – This will be discussed further at a Committee as a Whole meeting.
VILLAGE HALL WALL REPAIR – We are waiting for another bid.
VILLAGE HALL FOUNTAINS – The Public Works Department will be removing the fountains. MULTI USE TRAIL & MAIN STREET COMMITTEE – TRUSTEE ROGERS - No report.
BILLS AND PAYROLL - Trustee Becherer made a motion which was seconded by Trustee Elbe to authorize Clerk Parker to pay the bills and payroll from June 24 through July 7, 2023. Roll call was taken: Trustee Becherer, yes; Trustee Elbe, yes; Trustee Mourey, yes; Trustee Hopkins, yes; and Trustee Reyling, yes. The motion was carried.
COMMUNICATIONS – Southwestern Illinois Council of Mayors meeting will be held on Thursday, July 27.
UNFINISHED BUSINESS – Engineer Scott Saeger was presented a plaque for his years of service and dedication to the Village of Smithton as the Village Engineer and Zoning Administrator.
NEW BUSINESS – Trustee Becherer made a motion which was seconded by Trustee Elbe to award the oil and chip to Don Anderson for $47,925 for the oil, Wolfmeier Trucking for $5,452.60 for spreading and Beelman for supplying slag, CA6 and CA7 for $22,656.40. Roll call was taken: Trustee Becherer, yes; Trustee Elbe, yes; Trustee Mourey, yes; Trustee Hopkins, yes; and Trustee Reyling, yes. The motion was carried.
EXECUTIVE SESSION – None.
Trustee Elbe made a motion which was seconded by Trustee Hopkins to adjourn the meeting. All Trustees were in favor. The motion was granted to adjourn at 8:08 pm.
