City of Carmi City Council met Sept. 5.

Here are the minutes provided by the council:

The Carmi City Council met Tuesday, September 5, 2023, at 5:20 p.m. in the Council Room of the Municipal Building, 225 East Main Street for a public hearing regarding a mobile home permit for 205-207 Fifth Street. Clerk Attebury reported the intentions of what the property was going to be used for. The plan is to put in a new 2023 single-wide mobile home on a block foundation, adding decks and landscaping as well. Clerk Attebury read a letter that was submitted by Karen Little, which stated it was not a personal matter against anyone, she does not know who might be considering the mobile home. Her preference is to not have a mobile home on that lot and she hopes it turns out best for everyone involved. Mr. and Mrs. Bill Bailey were present at the hearing and stated they had moved here in 2022 and purchased the house on the corner by the lot. They were opposed to the mobile home because of the possibility of devaluing their home. Mr. and Mrs. Kemp, owners of the lot, were present and stated when they purchased the lot, there was a dilapidated home which they had torn down. Their intent was to build a home there but their plans have changed and that is why the lot is for sale. Mr. Kemp also said if you go within a block in any direction, you will see homes that are in very poor condition as well. At 5:35 p.m. the public hearing was closed out and the regularly scheduled meeting was opened.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Alderperson’s present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Lacey Bradshaw, Jeremy Courson, Sheila Headlee, Mike Knight and Doug Hays.

The minutes from the August 15, 2023, council meeting were presented. Motion was made by Alderperson Hays and seconded by Alderperson Bradshaw to approve the minutes as presented. The motion carried on roll call by each Alderperson present answering “yes” except Alderperson Courson who was absent at the August 15, 2023 meeting.

For council consideration, discussion, and possible approval

a. The proposal for the second School Resource Officer for Carmi Community Unit School District #5 was presented. Alderperson Hays stated Chief Jason Carter had negotiated with the School Board for the reimbursement of the 2nd SRO. With no further discussion, Alderman Hays made a motion to approve the agreement for the 2nd SRO for Carmi Community Unit School District #5. The motion was seconded by Alderperson Blake. The motion carried on roll call by each Alderperson answering “yes.”

b. Review of sealed bids and possibly accept bid for a 1992 Ford F700 Bucket Truck SOLD AS IS. There was only one bid received which was in the amount of $4,100.00 from Adam Sexton. Alderperson Hays made a motion to accept the bid of $4,100.00. The motion was seconded by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”

c. Pay Request: Pay estimate #3 Burrell’s Woods Park to Sierra Bravo Contractors, LLC in the amount of $112,133.20 (Paid from MFT Funds). Alderperson Headlee made a motion to approve the pay request to Sierra Bravo Contractors, LLC in the amount of $112,133.20. The motion was seconded by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”

d. Pay Request: Brown & Roberts, Inc. Burrell’s Woods Park Roadway Construction Engineering Invoice #3 for $ for $22,577.50 (Paid from MFT Funds). Alderperson Winkleman made a motion to approve the pay request for Brown & Roberts, Inc. in the amount of $22,577.50. The motion was seconded by Alderperson Knight. The motion carried on roll call by each Alderperson present answering “yes.”

e. Change Order #22-073-01 Wiggs Excavating, Inc. originally $802,236.00 decreased to $798,943.50 (decrease of $3,292.50). Alderperson Courson made a motion to approve the change order #22-073-01 for Wiggs Excavating, Inc. The motion was seconded by Alderperson Hays. The motion carried on roll call by each Alderperson present answering “yes”.

f. Pay Request: Wiggs Excavating, Inc. DCEO PI Portion Job #23-073 in the amount of $160,339.81 (paid by DCEO grant). Alderperson Courson made a motion to approve the pay request for Wiggs Excavating, Inc. for $160,339.81. The motion was seconded by Alderperson Headlee. The motion carried on roll call by each Alderperson present answering “yes.”

g. Pay Request: Brown and Roberts, Inc. Job #2023-073 DCEO PI Portion Water Systems Improvement C&O in the amount of $15,948.48 (paid by IEPA loan). The motion was seconded by Alderperson Headlee. The motion carried on roll call by each Alderperson present answering “yes.”

h. IEPA Loan Disbursement #L17-5832 in the amount of $15,948.48. Alderperson Courson made a motion to approve the above loan disbursement with a second by Alderperson Headlee. The motion carried on roll call by each Alderperson present answering “yes.”

i. Possible approval of the mobile home permit for 205-207 Fifth Street. Mrs. Bailey stated she had not had time to speak with the Assessor’s office to see if indeed a mobile home would devalue you their home and would like the council to consider tabling the matter until the next meeting so she could obtain information. Alderperson Hays made a motion to table the mobile home permit approval until the September 19th Council Meeting. The motion was seconded by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”

At 5:55 p.m. Alderperson Courson made a motion to adjourn. The motion was seconded by Alderperson Headlee. The motion carried on roll call by each Alderperson present answering “yes.”
