The Harrisburg City Council met on September 07, 2023 at 6:00 p.m. at the Harris-Pruett Building located at 107 E. Church Street, Harrisburg, IL.
Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson and Cynthia Potter answering roll call.
Pastor Jerry Wells from the Dorrisville Social Brethren Church led the group in prayer and the Pledge of Allegiance.
Commissioner Roger Angelly made the motion to approve the consent agenda.

Commissioner Cynthia Potter made the motion to accept the bid from Wasted Disposal for 119 W. Park Street in the amount of $6500.00. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
Mayor John McPeek opened the only sealed bid for the sale of property at 435 Poplar Street. This bid is from US Vocational School, LLC in the amount of $20,000.00 plus closing cost. This organization will use this property as a solar and trade school. They will work with the Department of Corrections to provide vocational training opportunities as well.
Commissioner Rupert Johnson made the motion to accept the bid from US Vocational School in the amount of $20,000.00 plus closing cost. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
Matt Tosh from Brown and Roberts, Inc. spoke about a possible grant for the lead service line inventory project being required for the EPA. The grant could be award up to $40,000 and must be submitted by October 10, 2023. The inventory list must be submitted by April 2024. There are old waterlines within the city and the city must identify these service lines. This will be quite a process.
Commissioner Roger Angelly made the motion to authorize Brown & Roberts, Inc. to apply for the Lead Service Line Inventory Grant. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
Matt Tosh from Brown and Roberts, Inc. discussed Nutrient Assessment and Reduction Plan with council. This is a project by Greater Egypt Regional Planning and Development Commission. The plan is to assess and reduce the phosphorus input in wastewater treatment plants.
Commissioner Roger Angelly made the motion to authorize Mayor John McPeek to sign the letter of support for the 2023 strategic planning program for NARP. Seconded by Commissioner Cynthia Potter. A roll call vote was taken with all present voting yes. Motion carried.
Attorney Kolby Smithpeters discussed the issues with the house at 317 W. Raymond Street. The owner currently lives in the state of Washington or Oregon. He cannot get a response from her. Commissioner Raymond Gunning stated that she sent him a message stating the city could do whatever they felt they needed to do with this house. Attorney Kolby Smithpeters stated there are several liens, back taxes and a mortgage against the property. The best option is to use the expedited legal process where he files the necessary paperwork, place a legal notice in the newspaper and tag the property.
Commissioner Roger Angelly made the motion to authorize Attorney Kolby Smithpeters to begin the legal process with 317 W. Raymond Street. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.
Attorney Kolby Smithpeters informed council that the burned building at 122 S. Granger Street is one parcel which means it is on the same lot as the house. There are a couple of options. The owner can give permission for the city to tear the building down which is the old bait shop. The owner can deed it over to the city, but the city would need to have a survey conducted in order to separate the property, or start the expedited legal process to get the building demolished.
Commissioner Roger Angelly made the motion to authorize Attorney Kolby Smithpeters to begin the legal process with 122 S. Granger Street. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
Commissioner Raymond Gunning made the motion to pass Resolution 23-0807 for the DORA for the Sasquatch Festival. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Cynthia Potter made the motion to contract the owners about acquisition of the following properties per the Strong Communities Grant guidelines: 415 Vine Street, 519 W. Elm Street, 442 W. Church Street, 122 S. Granger Street, and 1006 S. Feazel Street. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
Commissioner Raymond Gunning reminded the citizens that September 11, 2023 is National Prayer Day. Citizens are welcome to attend from 11:00 a.m. to 1:00 p.m. around the courthouse.
Commissioner Roger Angelly stated he will be discussing a water project after executive session.
Commissioner Rupert Johnson made the motion to approve Ordinance 1860 regarding vacating the alley as requested by the Harrisburg Park District. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
