White County Board Building Committee met Sept. 14.

Here are the minutes provided by the committee:

A building committee meeting of the White County Board begun and holden this 14th day of September, 2023 in the Courtroom of the White County Courthouse in the City of Carmi.

Chairman Pigg started the meeting with roll call. Fulkerson, Allen, Webb, and Pigg were all present, with Weiss, Aud, and South counted as absent.

Chairman Pigg stated that the first item on the agenda was discussion and approval of square footage of each office. She stated that Mr. Aud needed 2500 square feet, 3500 square feet for the court, judges’ chambers, 1800 square feet for offices and 900 for mechanical. She stated that whatever is needed for probation and where we want to place them in the building. Judge Webb asked how much footage was left in the Carmi Times Building. Mr. Allen brought up Merle Norman and there was discussion on how much square footage that Merle Norman has in the building. The committee agreed that that issue would need to be discussed at a later date. Judge Webb stated that it would be money ahead to put some offices in the former Carmi Times Building instead of trying to incorporate them into a new building. Chairman Pigg talked about Sheriff Weiss wanting to use the block building in the back as an evidence room. She also asked if we would be able to consolidate some of the stuff at the Drone Building to move it into a new storage area. Judge Webb suggested the possibility of looking into a basement.

Chairman Pigg stated that next topic of discussion was funding for the building. Chairman Pigg asked Mr. Baxley stated that we would need to know a more exact number of the amount that is needed to finance before he can continue. He also stated that when they are ready that can have him attend a meeting to talk to the committee about terms and everything needed.

Mrs. Cannon stated that the next step would be to get a feasibility study. She stated that she received a quote from an architect that built the Egyptian Health Building. She stated that they have built several government buildings. Mrs. Cannon stated that they certainly need to get the feasibility study done to make sure that the parking lot is good to build on. A quote was provided and attached. This company would do the site evaluation and factor in all the needs and space requirements and that it will fit in the designated area. Mrs. Cannon stated that they would go into the Carmi Times Building and look at that space and see what all the offices would fit. The architect offered to come to the next meeting if she needed to. They proposed a flat fee of $8500 to do the feasibility study. Chairman Pigg asked Mrs. Cannon if she talked to any other companies and she stated that she had however, no one has responded yet.

Chairman Pigg stated that the next item was discussion and approval of taking the square footage to take to the County Board. Judge Webb asked how much would allocate to the Carmi Times Building versus to the Courthouse, because that will change the dynamics. Mrs. Cannon stated that was something that this architect would take care of for the County. Chairman Pigg stated that she thought that was they way to go, because they knew more about what is required for buildings. Mr. Allen stated that utilities that run under the parking lot will have to be moved. Chairman Pigg stated that would be taken into consideration in the feasibility study.

Mrs. Fulkerson made a motion to take the feasibility study to the board to get approval, seconded by Judge Webb. Motion carried on a 5-0 roll call vote, with South and Weiss being counted as absent. Aud was late to the meeting.

Chairman Pigg stated that the next building committee meeting to discuss bids for Ambulance and Coroner spaces.
