Budget Hearing
The Board of Education of Wabash Community Unit School District #348, Wabash County, met in Special Session on Monday, September 18, 2023 in the Cafetorium of Mt. Carmel Grade School.
President Schuler called the meeting to order at 6:45 p.m.
Secretary Theresa Hocking called the roll. In addition to the secretary, those present were Tim Schuler, Jamie McCorkle, Susan Wood, Gregg Wilcox, Kyle Peach, and Janice Alka via phone.
Also present were Superintendent Dr. Chuck Bleyer, MCJSH Principal Andy Shelby, MCGS Principal Brianne Foster, MCES Principal Jake Newkirk, MCJSH COO Steve Holt, Director of Transportation Sharon Thombleson, Kevin Madden –WSJD, Dawn Drone –WCEA, Shelly Harris –Parent, Rob Kennard –Parent, and District Secretary Kim Zimmer.
Dr. Bleyer presented the 2023-2024 Budget to the Board.

Regular Meeting

A motion to approve the consent agenda was made by McCorkle and seconded by Hocking. A roll call vote was taken and all present voted AYE. Motion Carried.
Reports –Jake Newkirk
Mr. Newkirk explained the new drop off/pick up procedures at the elementary school.
Superintendent’s Comments
Dr. Bleyer said that Phase 2 was in the finishing stages for the stadium project. He also mentioned that the test scores for science assessment were in and our students scored above state average.
Public Comments
Shelly Harris addressed the board regarding parking passes. She wanted to know if any decision had been made regarding the process of giving out passes based on a student’s GPA. She also said her student had been on a list to get tutoring help and she still hadn’t heard anything. Ms. Harris said she would like to start a PTA program at the high school.
Rob Kennard spoke to the board regarding the athletic road signs. He wants them displayed but couldn’t seem to get any answers on how the district was going to handle this issue.
Executive Session pursuant to Section 2 (C)(1) of the Open Meetings Act: “The appointment, employment, compensation, discipline, performance, or dismissal of specific employees”.
At 7:14 p.m. a motion to go into closed session was made by Hocking and seconded by Peach. All present voted AYE. Motion Carried.
At 7:35 p.m., a motion to return to open session was made by Peach and seconded by Hocking. All present voted AYE. Motion Carried.
A motion to approve the minutes as read in closed session was made by Hocking and seconded by Wood. All present voted AYE. Motion Carried.
New Business
2023-2024 Proposed Budget
A motion to approve the 2023-2024 proposed budget as presented was made by Hocking and seconded by Wilcox. A roll call vote was taken and all present voted AYE. Motion Carried.
Pay to Play
A motion to eliminate Pay to Play for the 2023-2024 school year was made by Peach and seconded by Alka. A roll call vote was taken and all present voted AYE. Motion Carried.
Gator Purchase
Dr. Bleyer explained the need for a new Gator. The Finance Committee recommended purchasing the Gator. A motion to accept the recommendation was made by McCorkle and seconded by Peach. A roll call vote was taken and all present voted AYE. Motion Carried.
Employment of Personnel
A motion to approve the following employment recommendations was made by Wood and seconded by McCorkle:
