The Board of Education of Allendale School District #17, Wabash County, Illinois, met in regular session on Wednesday, September 20, 2023. The meeting was held at the Allendale School, 101 N. Third Street, Allendale, IL. The meeting was called to order at 6:01 PM.
The following members were present:

Absent was Gary Buchanan. Also present was Supt./Principal Bob Bowser, Assistant Principal Cindy Brogan, Administrative Assistant Sarah Courter, Debbie Hipsher, District Treasurer.
APPROVE CONSENT AGENDA
Tia Morgan made the motion to approve the Consent Agenda as follows: Minutes of the Regular Meeting held Wednesday, August 16, 2023; Closed Meeting held Wednesday, August 16, 2023; Financial Reports – Treasurer’s Report, Activity Fund, Imprest Fund; Gross Payrolls, and Bills exclusive of Payroll. Upon said motion being seconded by Eric Haines, Vice-President Beth Etzkorn put the question and the roll being called, the following members voted:

Superintendent Bob Bowser gave updates on the following: Financial Update - 1% Sales Tax $8,098.70 payable in October for June 2023 with the FY23 total of $93,099.69; Expenditures for the month in the Education $81,222, Building $11,178, & Transportation $3,187 Funds with the 3-Fund Total of $95,587 ; Facility Update - Waiting on parts for the HVAC systems in Special Education and 3rd grade classrooms; Transportation - Bus #3 has an engine warning light on - will get checked out on Friday with JR’s Repair (Bus is still under warranty); Sports - Baseball had their Regional on Monday vs. New Hope, lost game/had big crowd/will be only losing one 8th grader for next year’s team; XC had their first home meet last night; will host XC Regionals on October 4; Other - None.

2023-2024 BUDGET HEARING
Richard Gochenour moved to temporarily suspend the Allendale Community Consolidated School District #17 Board of Education meeting at 6:09 PM in order to conduct a Budget Hearing on the 2023-2024 School District Budget. Upon said motion being seconded by Tia Morgan, the President put the question and the roll being called, the following members voted:

No testimony or questions concerning the Budget by community members. Board Members discussed general budget questions concerning breakdown of each category.

ADOPTION OF 2023-2024 BUDGET
Ryan Andrews moved to adopt the 2023-2024 Budget as presented. Upon said motion being seconded by Eric Haines, the President put the question and the roll being called, the following members voted:

REVIEW OF SERIOUS SAFETY HAZARD AREAS
Richard Gochenour moved to approve the following Serious Safety Hazard Findings B-10-04-01; B-10-04-02; B-10-04-03; and B-10-04-04 and our official minutes reflect that the school district believes a serious safety hazard still exists. Upon said motion being seconded by Eric Haines, the voice vote was taken and the motion carried.
APPROVE 2023-2024 TEXTBOOK LIST
Richard Gochenour moved to approve the 2023-2024 textbook list as presented. Upon said motion being seconded by Miles Marcotte, the President put the question and the voice vote was taken and the motion carried.
AUTHORIZE SCHOOL ADMINISTRATION AS DESIGNEE OF ANNUAL EMERGENCY AND CRISIS RESPONSE PLAN MEETING
Tia Morgan made the motion to authorize Superintendent Bowser as designee of the School Board for the Annual Emergency and Crisis Response Plan Meeting to be held at Allendale School. Upon said motion being seconded by Ryan Andrews, the voice vote was taken and the motion carried.
APPROVE 3-YEAR CONTRACT FOR ANNUAL FINANCIAL REPORT
Eric Haines made the motion to approve Kemper CPA Group to complete the FY23 Financial Statement Audit, preparation of ISBE Annual Financial Report, and the Illinois GATA Reporting not to exceed $20,000. For FY24 and FY25, Kemper CPA Group would perform the same audit with a 5-7% increase with consideration of changes in the Consumer Price Index. Upon said motion being seconded by Ryan Andrews, the President put the question and the roll being called, the following members voted:
