Village of Smithton Board of Trustees met Oct. 17.

Here are the minutes provided by the board:

Mayor Mike Smallwood called the meeting to order at 7:30 pm. Everyone recited the Pledge of Allegiance. Trustees Jason Becherer, Charlie Rogers, Jim Elbe, Jim Mourey, Tim Hopkins, and Todd Reyling answered roll call. Also present were Administrator Kari Speir, Clerk Annette Parker, Chief Jason Neff, Supervisor Dean Klein, and Attorney Terry Bruckert. In attendance in the audience were Ray and Alberta Spradling.

CLERK’S REPORT – A motion was made by Trustee Becherer which was seconded by Trustee Rogers to approve the minutes from the Board Meeting held on October 3, 2023. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Mourey, yes; Trustee Hopkins, yes; and Trustee Reyling, yes. The motion was carried.

TREASURER’S REPORT – The Board has received a copy.

GOOD OF THE VILLAGE – A motion was made by Trustee Elbe which was seconded by Trustee Mourey to set Trick or Treating hours from 6-9 pm on Halloween. Roll call was taken: Trustee Elbe, yes; Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Hopkins, yes; and Trustee Reyling, yes. The motion was carried.

A motion was made by Trustee Mourey which was seconded by Trustee Rogers to allow CJ’s Pub & Grill to play outside music on the dates requested. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Hopkins, yes; and Trustee Reyling, yes. The motion was carried.

Alberta Spradling spoke in concern for the children riding bikes and playing on the streets in the Manors of Fieldstone subdivision. She suggested signs be posted.

POLICE CHIEF’S REPORT – Chief Neff reported that the new police car that is at Datatronics is not finished being equipped. This has delayed the in-car camera installation until November.

VILLAGE ADMINISTRATOR’S REPORT –

BUILDING PERMITS CONTRACTED – We are waiting for information from St. Clair County. ISSUED BUILDING PERMITS – There were 3 building permits issued since the last meeting.

1 N. MAIN – Village Administrator Speir and Attorney Bruckert are working on a letter to Mr. Brennan regarding inspections and any issues with the property.

MAINTENANCE WORK ON WATER TOWER – The water tower is mostly full. One sample was taken to be tested and another test will be done tomorrow. If the tests come back negative, we will be back in service hopefully by Friday.

WASTE MANAGEMENT CONTRACT –The RFPs are due back on November 6.

ENGINEERING SERVICES –

General Services Agreement – Gonzalez - A motion was made by Trustee Reyling which was seconded by Trustee Elbe to allow Mayor Smallwood to sign a General Services Agreement with Gonzalez. Roll call was taken: Trustee Reyling, yes; Trustee Elbe, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. The motion was carried.

159 Turn Lane STU Application – We are still working on getting updates on Phase 1 for the CMAQ grant and phase 2 for the TIP grant.

Douglas Sanitary Sewer Study – No update.

FIRE HYDRANT FLOW TEST AGREEMENT – We are working with Hecker Fire Department regarding changes to the Agreement.

MEETING COMPENSATION – We are working on the wording for the ordinance.

SAFETY COMMITTEE – There will be a Safety Committee Meeting on November 2, 2023, at 10:00am if needed.

ZONING BOARD REPORT –

HYDAC PROPERTY – 1/5/24 (Fence)

A zoning hearing has been scheduled for November 8 for a billboard replacement.

SUPERVISORS REPORT –

304 EUGENIA PIPE REPLACEMENT – We are waiting on the property that has to have a fence removed. We are getting estimates from fence companies to see what the cost would be to move the fence.

Klein stated that they have been reseeding along the walking trail, the Park benches are being reinstalled, and trees have been trimmed.

Ertlinger will be here Friday to work on one of the mixers at the wastewater treatment facility.

Klein said that we received a bid from Moore Asphalt for repairing the asphalt area that was damaged by the contractor doing the maintenance work on the water tower. The contractor will be responsible for payment for repairs to the damaged asphalt.

Trustee Elbe stated that the Smithton Commercial Club thanks Supervisor Klein and his crew for all their help with the Haunted Trail at the Park.

ATTORNEY’S REPORT – Attorney Bruckert stated he will be attending 2 hearings on Thursday in front of the ordinance violation court. One for a repeat dog offender and the other for property clean up.

Trustee Becherer made a motion which was seconded by Trustee Rogers to accept the Officer’s reports. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Mourey, yes; Trustee Hopkins, yes; and Trustee Reyling, yes. The motion was carried.

COMMITTEE AS A WHOLE – Mayor Smallwood reported on the Committee As a Whole meeting from October 10. The items will be discussed further under Committee Reports. Trustee Becherer made a motion which was seconded by Trustee Rogers to approve the minutes from the Committee As a Whole meeting on October 10. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Mourey, yes; Trustee Hopkins, yes; and Trustee Reyling, yes. The motion was carried.

FINANCE & INSURANCE COMMITTEE – TRUSTEE BECHERER –

CDs - Trustee Becherer made a motion which was seconded by Trustee Rogers to purchase 2 CDs with the best rate from 1st National Bank of Waterloo. The rate is 5.05% for 7 months and an APY of 5.15%. The first CD is for the Road and Bridge Fund for $300,000 and the second CD is for the Cemetery Fund for $25,000. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Mourey, yes; Trustee Hopkins, yes; and Trustee Reyling, yes. The motion was carried.

RISK MANAGEMENT INSURANCE – Trustee Becherer made a motion which was seconded by Trustee Elbe to pay our annual Risk Management Insurance, option #1 for an amount of $105,085.34. Roll call was taken: Trustee Becherer, yes; Trustee Elbe, yes; Trustee Rogers, yes; Trustee Mourey, yes; Trustee Hopkins, yes; and Trustee Reyling, yes. The motion was carried.

STREET & UTILITY COMMITTEE – TRUSTEE ROGERS –

STOP SIGNS AT CASS & HIGH STREETS – Trustee Rogers made a motion which was seconded by Trustee Hopkins to have a stop sign placed at Cass and High Street. Roll call was taken: Trustee Rogers, yes; Trustee Hopkins, yes; Trustee Becherer, no; Trustee Elbe, no; Trustee Mourey, no; and Trustee Reyling, no. The motion did not carry.

POLICE COMMITTEE – TRUSTEE ELBE

POLICE PERSONNEL - Trustee Elbe made a motion which was seconded by Trustee Mourey to hire Sean Drown as a full-time police officer effective January 6, 2024. Roll call was taken: Trustee Elbe, yes; Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Hopkins, yes; and Trustee Reyling, yes. The motion was carried.

TORNADO ALARM SYSTEM – No update.

PARK & CEMETERY COMMITTEE – TRUSTEE MOUREY

SMITHTON LIBRARY STORY WALK IMPLEMENTATION PLAN – The spots for each part of the story walk will be marked Thursday at the Park.

TRAIL PHASE 1 – PARK TRAIL UPGRADES – No update.

TRAIL PHASE 2 – Discussion is still ongoing for feasible routes.

YARD WASTE DUMP CAMERAS – Trustee Mourey made a motion which was seconded by Trustee Rogers to enter into contract with Barcom for 4 cameras to be installed at the Yard Waste Dump area not to exceed $13,000 over 20 months. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Hopkins, yes; and Trustee Reyling, yes. The motion was carried.

BALLFIELD LIGHTS INSPECTION – Trustee Mourey made a motion which was seconded by Trustee Rogers to have Team Inc. perform inspections on possible poles for a fee not to exceed $1150. These poles will potentially to be used for ballfield lights. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Hopkins, yes; and Trustee Reyling, yes. The motion was carried.

FENCING ALONG TRAIL FROM PARK TO SAND ROCK RD. – We have received a quote for fencing replacement. This will be discussed further at the next Committee meeting.

PARK LIGHTING – Trimming some branches along the trail may help with the lighting along the trail at the Park.

ORDINANCE COMMITTEE – TRUSTEE HOPKINS – No report.

ANNEXATION & BUILDING COMMITTEE – TRUSTEE REYLING

BRIA BUILDING & PROPERTY – No update.

ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM (ITEP) FUNDING AND PLANNING – No update.

VILLAGE HALL WALL REPAIR – We’ve received more bids, and they will be discussed at the next Committee meeting.

MULTI USE TRAIL & MAIN STREET COMMITTEE – TRUSTEE ROGERS

PROPOSED TRAIL ROUTES – No update.

MAIN STREET IMPROVEMENTS – No update.

BILLS AND PAYROLL - Trustee Becherer made a motion which was seconded by Trustee Rogers to authorize Clerk Parker to pay the payroll from September 16 through September 29. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Mourey, yes; Trustee Hopkins, yes; and Trustee Reyling, yes. The motion was carried.

COMMUNICATIONS – The next Southwestern Illinois Council of Mayors meeting will be held on October 26.

UNFINISHED BUSINESS – Nothing to report.

NEW BUSINESS – Nothing to report.

EXECUTIVE SESSION – None.

Trustee Rogers made a motion which was seconded by Trustee Elbe to adjourn the meeting. All Trustees were in favor. The motion was granted to adjourn at 8:15 pm.
