City of Carmi City Council met Nov. 7.

Here are the minutes provided by the council:

The Carmi City Council met Tuesday, October 7, 2023, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street for the regularly scheduled meeting.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Alderperson’s present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Lacey Bradshaw, Jeremy Courson, Sheila Headlee, Mike Knight and Doug Hays.

The minutes from the October 17, 2023, council meeting were presented for approval. Motion was made by Alderperson Hays and seconded by Alderperson Blake to approve the minutes as presented. The motion carried on roll call by each Alderperson present answering “yes”.”

For council consideration, discussion, and possible approval

a. Pay Request: Kieffer Brothers Construction for $15,126.54 6th Street Sanitary Sewer Replacement (Paid from NEU Funds). Alderperson Hays made a motion to approve the pay request to Kieffer Brothers for $15,126.54. The motion was seconded by Alderperson Blake. The motion carried on roll call by each Alderperson answering “yes.”

b. Change Order #22-074-02; Water System Improvements – 2020 IEPA Portion, Kieffer Bros. Construction, decrease of $549.00. Alderperson Headlee made a motion to approve the above change order. The motion was seconded by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”

c. Pay Request: Kieffer Brothers Construction for $189,453.60 Water System Improvements (Paid from IEPA loan). Alderperson Blake made a motion to approve the pay request to Kieffer Brothers for $189,453.60. The motion was seconded by Alderperson Hays. The motion carried on roll call by each Alderperson present answering “yes.”

d. Pay Request: Brown & Roberts, Inc. for $9,126.05 IEPA Portion Water Systems Improvement C&O (Paid from IEPA Loan). Alderperson Blake made a motion to approve the pay request to Brown & Roberts for $9,126.05. Alderperson Courson seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

e. Pay Request: Wiggs Excavating, Inc. Rt 1 Sanitary Sewer & Watermain Replacement for $5,000.00. Alderperson Blake made a motion to approve the above pay request to Wiggs Excavating, Inc. for $5,000.00. The motion was seconded by Alderperson Courson. The motion carried on roll call by each Alderperson present answering “yes.”

f. Change Order #23-072; Rt 1 Sanitary Sewer & Watermain Replacement, Wiggs Excavating, $18,530.00 (IDOT will pay). Alderperson Blake made a motion to approve the change order as stated above. Alderperson Hays seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

g. Pay Request: Wiggs Excavating, Inc. Rt 1 Sanitary Sewer & Watermain Replacement for $18,530.00 (IDOT will pay). Alderperson Blake made a motion to approve the pay request for Wiggs Excavating, Inc. in the amount of $18,530.00. The motion was seconded by Alderperson Bradshaw. The motion carried on roll call by each Alderperson present answering “yes.”

h. IDOT Request for Approval of Change of Plans for deduction to final field measured quantities – Sierra Bravo Contractors, LLC. Alderperson Headlee approved the IDOT Request for the Change of Plans. The motion was seconded by Alderperson Courson. The motion carried on roll call by each Alderperson present answering “yes.”

i. IDOT Engineers Payment Estimate, Sierra Bravo Contractor’s, LLC. for $55,570.40 (Paid from MFT). Alderperson Headlee made a motion to approve the above pay estimate to Sierra Bravo Contractor’s LLC for $55,570.40. The motion was seconded by Alderperson Courson. The motion carried on roll call by each Alderperson present answering “yes.”

j. Pay Request: Brown & Roberts, Inc. for $2,419.02 Burrell’s Woods Park Roadway Construction – Invoice #5 Billing Period 09/28/2023 to 10/31/2023. Alderperson Winkleman made a motion to approve the above pay request. The motion was seconded by Alderperson Courson. The motion carried on roll call by each Alderperson present answering “yes.”

k. Possible approval for Holcomb Foundation Engineering – Soil Borings and Water Main Design West Sycamore Street $2,218.50. Alderperson Headlee made a motion to approve the Holcomb Foundation Engineering soil borings and water main design. The motion was seconded by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”

l. Mayor Pollard asked the council for authorization to seek sealed bids for the sale of excess property/equipment: Domatex Flo Trend Sludge Mate Trailer 15 Cubic Yard, VIN#: 1D9PD19265H443207 – SOLD AS IS. NO WARRANTY. Minimum bid will be $20,000.00. Bid information will be picked up at the City of Carmi starting Wednesday, November 8, 2023 at 8 a.m. Mayor Pollard stated this had been purchased by the City of Carmi in 2011 and has been utilized very little; therefore, a request is being made for the sale of excess equipment. Alderperson Blake made a motion to authorize seeking sealed bids for the sale of the Domatex Flo Trend Sludge Mate Trailer. The motion was seconded by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”

m. Christmas bonuses for the City employees and Light & Water employees (previously given $50.00 plus $5.00 per year of longevity for full-time employees and a flat $60.00 for part-time employees and firemen). Alderperson Bradshaw stated, “This has been the same amount back when I worked in the Light and Water Office. I believe we need to reevaluate this amount as I personally do not feel this is enough for the employees.” After a brief discussion between the Alderperson’s, Alderperson Bradshaw made a motion to table the Christmas bonus amount until the November 21, 2023 meeting. The motion was seconded by Alderperson Nelson. The motion carried on roll call by each Alderperson present answering “yes.”

Reports and/or updates from Mayor Pollard

Mayor Pollard stated this Saturday, November 11th is the Christmas Pageant at the CWCHS High School Auditorium at 1:30 p.m. and 5:30 p.m.

Trash service the week of Thanksgiving will be as follows:

Normal schedule Tuesday the 21st and Wednesday the 22nd.

Thursday’s trash route will be picked up on Friday November 24th along with Friday’s regular route. Remember to have your trash out by 4 a.m.

The Mayor wished the Girl’s Volleyball Team good luck at this weekend’s State Tournament.

Reports from Standing Committees

Alderperson Winkleman stated the Library had been re-landscaped and looked really nice. He also questioned when the Archery Team could begin work at Burrell Woods Park. Mayor Pollard said we are waiting to have the culvert installed.

Alderperson Nelson asked for an update on the drain on Creb’s Avenue. Mayor Pollard said it was on the list to be replaced.

None.

Closed Session to discuss personnel and property with no action to follow:

At 5:50 p.m., Alderperson Headlee made a motion to exit regular session and enter into closed session to discuss personnel issues with no action to follow. Alderperson Courson seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

Adjournment

At 6:20 p.m. Alderperson Headlee made a motion to exit closed session, enter back into regular session, and adjourn. Alderperson Courson seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”
