Norris City Omaha Enfield Community Unit School District 3 Board of Education met Nov. 15.

The regular meeting of the Board of Education of Norris City-Omaha-Enfield Community Unit School District No. 3 was held on Wednesday, November 15, 2023, at the District Office. The meeting was called to order by Vice President Matt McArthy at 7:00 p.m.

Roll Call: Present - Matt McArthy, Frank Graves, Kyle Hoskins, Mike Hite. Absent - Rhonda Forston, Heath Rush, Joe Lane.

Others in Attendance - Matt Vollman, Superintendent; David Reavis, Principal; Brad Wehlermann, Principal; Carla Carter, Principal; Jessica Jackson, Treasurer; Kathy Sands; Shelby Carter.

Motion to approve the Minutes for October 18, 2023 Regular Board Meeting and Executive Session by Matt McArthy. Second by Mike Hite. Unanimous vote. Motion Carried.

Heath Rush entered the meeting at 7:03 pm.

Rhonda Forston entered the meeting at 7:04 pm.

Motion to approve the Bills by Frank Graves. Second by Heath Rush. Roll Call Vote - Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Superintendent Report:

Matt Vollman -

- Regarding the 2 new buses purchased, one is delivered and the second bus will be delivered on Monday.

- First installment of White County Property taxes has been received.

- The Absher Foundation is funding the new sound system and lighting in the high school auditorium. This is approximately $50,000. The Board and District are very appreciative of this donation to the arts programs.

Motion to approve the Booth Trust monthly report with a balance of $40,976.84 by Matt McArthy. Second by Mike Hite. Roll Call Vote - Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Principal Reports:

NCOE Elementary/PreK/Mrs. Carter -

- Pre K attendance was 89%.

- Mandated trainings and drills are completed in the building.

- PTO hosted an ice cream bar and the Jingle Bell shop will be coming up.

- PreK -1st Christmas Program is December 13 at 6:00 pm.

- 2nd - 4th grades Christmas Program is December 18 at 6:00 pm.

NCOE Elementary/Mr. Reavis:

- Attendance is 93.8%.

- Dental Safari is visiting the school this week.

- Jr. High basketball is going well and the Wayne City Tournament is November 28 -December 2.

High School/Mr. Wehlermann -

- Attendance is 91.3%.

- Red and White dinner is Friday at 4:30 with the game at 6:00. The dance follows from 8:00 - 10:30.

- High school basketball will be participating in the Fox's Invitational on November 27.

- Chili supper and concert is December 17 from 2:00 -7:00.

- Congratulations to Mrs. Braden for earning a gold level resulting from the FAFSA participation level.

First reading of updated Board Policies Release # 113. No action.

Motion to move the December Board meeting date to December 19th at 7:00 pm by Mike Hite. Second by Frank Graves. Unanimous vote. Motion Carried.

Motion to hold a Truth and Taxation Hearing before the December Board meeting by Matt McArthy. Second by Joe Lane, Roll Call Vote - Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Motion to approve the FY 2024 School Project Maintenance Grant by Mike Hite. Second by Heath Rush. Roll Call Vote - Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Motion to amend the previous motion moving the December Board meeting and to set it on December 18 at 7:30 pm by Matt McArthy. Second by Mike Hite. Unanimous vote. Motion Carried.
