City of Carmi City Council met Dec. 19.
Here are the minutes provided by the council:
The Carmi City Council met Tuesday, December 19, 2023, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street for the regularly scheduled Carmi City Council Meeting.
Prior to opening of the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Alderperson’s present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Lacey Bradshaw, Doug Hays, Jeremy Courson, and Sheila Headlee. Absent: Mike Knight
The minutes from the December 5, 2023 council meeting were presented. Motion was made by Alderperson Nelson and seconded by Alderperson Winkleman to approve the minutes as presented. The motion carried on roll call by each Alderperson present answering “yes” except Alderperson’s Courson and Hays who abstained.
The November 2023 Financial Reports for the City of Carmi and Light & Water Departments were presented for approval. Alderperson Headlee made a motion to approve the November 2023 Financial Reports for the City of Carmi and Light & Water Departments. The motion was seconded by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”
The December 2023 vendor invoices for the City of Carmi and Light & Water Departments were presented for approval. Alderperson Winkleman made a motion to approve the December 2023 vendor invoices. The motion was seconded by Alderperson Headlee. The motion carried on roll call by each Alderperson present answering “yes.”
For council consideration, discussion, and possible approval
a. Resolution 121923; A resolution to execute agreement with Brown & Roberts, Inc. County Road 1000 East Watermain. Alderperson Winkleman made a motion to approve the above noted resolution. The motion was seconded by Alderperson Blake. The motion carried on roll call by each Alderperson’s present answering “yes.”
b. Resolution 122023; A resolution to execute agreement with Brown & Roberts, Inc. Radio Read Water Meters. Alderperson Winkleman made a motion to approve the above resolution. The motion was seconded by Alderperson Blake. The motion carried on roll call by each Alderperson’s present answering “yes.”
c. Resolution 122123; A resolution to execute agreement with Brown & Roberts, Inc. Sycamore Street Watermain. Alderperson Headlee made a motion to approve the above resolution. The motion was seconded by Alderperson Courson. The motion carried on roll call by each Alderperson’s present answering “yes.”
d. Resolution 122223; A resolution to execute agreement with Brown & Roberts, Inc. Construction of 200,000-gallon ground storage tank and two groundwater wells. Alderperson Courson made a motion to approve the above resolution. The motion was seconded by Alderperson Bradshaw. The motion carried on roll call by each Alderperson’s present answering “yes.”
e. Pay Request: Brown & Roberts, Inc. IEPA Portion Water System Improvements C&O for $9,146.85. Alderperson Headlee made a motion to approve the pay request to Brown & Roberts, Inc. The motion was seconded by Alderperson Courson. The motion carried on roll call by each Alderperson’s present answering “yes.”
f. Brown & Roberts, Inc. Contractors Partial Payment Estimate Water System Improvements 2020 IEPA Portion for $79,627.04. Alderperson Headlee made a motion to approve the Brown & Roberts Contractors Partial Payment Estimate Water System Improvement 2020 IEPA Portion for $79,627.04. Alderperson Courson seconded the motion. The motion carried on roll call by each Alderperson’s present answering “yes.”
g. 2024 Council Meeting Dates. All of the Carmi City Council Meeting dates were presented to the Council for approval. Alderperson Winkleman made a motion to approve the 2024 Council Meeting dates. The motion was seconded by Alderperson Courson. The motion carried on roll call by each Alderperson’s present answering “yes.”
h. Resolution 122323; Supplemental resolution to 07.21.21; A resolution for improvement under the Illinois Highway Code (IDOT Burrells Wood Park Extension and Existing Roadways). Alderperson Headlee made a motion to approve the above resolution. Alderperson Bradshaw seconded the motion. The motion carried on roll call by each Alderperson’s present answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard stated “As announced last week, our entertainment for the Carmi Fest on April 6, 2024, for the weekend of the eclipse will be headliner Eddie Montgomery of Montgomery Gentry, The Frontmen which is comprised of 3 former lead singers; Larry Stewart of Restless Heart, Richie McDonald of Lonestar, and Tim Rushlow of Little Texas as well as Drew Baldridge and always a tristate favorite, Tailgate Revival.” Tickets are now on sale and can be purchased through www.carmifest.com Mayor Pollard announced in the next few weeks he will be reaching out to different entities for sponsorships. The sponsorship packages range from $500 to $15,000 dollars. The Mayor stated” This will be a perfect opportunity for great exposure while helping your community with a major event for our town; drawing thousands of people to our area.”
As a reminder, all City of Carmi Departments will be closed Friday, December 22nd and Monday, Christmas Day as well as Friday, December 29th and Monday, January1, 2024, in observance of the holidays.” The City Dump will also be closed on December 23rd and 30th. Trash pickup will run on their normal schedule.

Business or Comments from Visitors
Citizen Melody Hosick was present to discuss a dilapidated house located at 648 Elm Street which is near her residence. Mrs. Hosick said the occupants had moved out of the location which is a rental house. She has spoke to the owner of the property who has plans on renting both the house as well as a structure behind it. Mrs. Hosick stated the house is in terrible shape with windows knocked out, mattresses in the yard as well as a very strong odor from the home itself. She was inquiring about ways to get the house condemned or if there were any other measures that could be taken. Mayor Pollard said he knew Holly Healy had been trying to see what could be done with this location. After a brief discussion, Clerk Attebury told Mrs. Hosick to call the City Office and Mrs. Healy along with Mrs. Attebury would try to assist in the matter.
