Lawmakers in Springfield convened to discuss new permanent rules for the state's "assault weapons" ban proposed by the Illinois State Police (ISP). The bipartisan and bicameral Joint Committee on Administrative Rules (JCAR) met to address concerns regarding the existing emergency rules and propose changes, additions, and clarifications.
Critics have expressed concerns about the ambiguity of both the emergency and permanent rules, fearing that they may cause confusion among gun owners. The lack of clarity could leave individuals unsure about which firearms, parts, and attachments are considered illegal or require registration.
In response to these concerns, Republican members of JCAR attempted to prevent the implementation of the new permanent rules. However, their motion was unsuccessful on a party-line vote. Nevertheless, the Republican JCAR members did manage to file a motion objecting to the rules on the same grounds.
The Illinois State Police must now provide a written response to the Committee's objection before they can proceed with filing the regulations with the Secretary of State's Office for adoption.
It remains to be seen how the ISP will address the concerns raised by the Committee and whether any further modifications will be made to the proposed rules.
