City of Mount Carmel City Council met Dec. 27.

Here are the minutes provided by the council:

Mayor Judge brought the City Council meeting to order.

Present on Roll Call: Mayor Joe Judge Commissioners – Tom Meeks, Eric Ikemire, Susan Zimmerman

Also, Present: City Administrative Assistant Ryan Turner, City Attorney Derek McCullough

APPROVAL OF MINUTES

Mayor Judge requested a motion to approve the minutes of the last council meeting.

Commissioner Ikemire motioned and Commissioner Zimmerman seconded to approve the minutes of the meeting held on December 18, 2023. All present voted by roll vote. Commissioner Meeks, Ikemire and Zimmerman voted Aye.

MAYOR’S COMMENTS

Mayor Judge wished everyone a Happy New Year and to be safe.

Mayor Judge stated the property at 500 N. Market Street was put out for bid until December 13th and one bid was received. Mayor Judge opened and read the bid has follows: Andrew Rish - $2000.00. The bid was presented to the council for approval.

Mayor Judge reported on January 4th at 1:00 pm, a kick-off meeting will be held with 120Water regarding the lead service lines.

COMMISSIONER REPORTS:

COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES AND PARKS

Commissioner Meador absent.

COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS

Statement of Receipts and Expenditures – See attached agenda with financials.

Commissioner Ikemire reported, over the last two weeks, receipts totaled $144,631.00 and expenditures were $139,926.00 with the majority of revenue coming from utility tax, income tax and state use tax.

COMMISSIONER TOM MEEKS – WATER AND SEWER

Commissioner Meeks stated the water/sewer maintenance department performed repairs; poured concrete at the maintenance barn; took the jet truck for a safety lane inspection; cleaned up vehicles; and repaired a water main line.

Commissioner Meeks reported the water treatment plant performed routine duties.

Commissioner Meeks stated the waste water plant installed an electrical panel and grinder pump at the Ficklin Lift Station along with performing the normal day to day maintenance.

COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Zimmerman reported, over the past two weeks, the fire department responded to fourteen runs with several of the calls being for “controlled” burns that got out of control due to conditions still being dry and reminded citizens to please be cautious while burning. Commissioner Zimmerman stated the rescue truck will be in service soon.

Commissioner Zimmerman stated the trash service will be delayed a day next week due to the New Year Holiday; trash will be picked up on Tuesday, January 2nd and the city’s recycling center/brush harbor will be closed Monday, January 1st, as well.

CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER

City Administrative Assistant Turner no report.

CITY ATTORNEY – DEREK MCCULLOUGH

City Attorney McCullough reminded individuals to be sure to purchase their electric bicycle renewal tags for the 2024 year to avoid paying a fine.

AIRPORT MANAGER – LUIS GARCIA

Airport Manager Garica absent.

POLICE CHIEF – MIKE MCWILLIAMS

Police Chief McWilliams no report.

FIRE CHIEF – FRANCIS SPETH

Fire Chief Speth absent.

PUBLIC WORKS DIRECTOR – MIKE GIDCUMB

Public Works Director Gidcumb absent.

Assistant Public Works Director Dave Easter reported the public works department went through flagger training, which is required by the State of Illinois and prepared the snow trucks in the event of inclement weather.

WABASH COUNTY E.M.A.

Wabash County E.M.A. Representative Rhonda Banks absent.

NEW BUSINESS

City Administrative Assistant Turner stated this meeting constitutes the second reading of Ordinance 2101 – the Illinois Paid Leave for All Workers Act; which allows part time employees to receive paid time off for every forty hours worked.

BUSINESS MOTIONS

Commissioner Meeks motioned and Commissioner Ikemire seconded to accept the bid for 500 N. Market Street. Bid price accepted is $2000.00. All present voted Aye by roll call vote. Commissioners Meeks, Ikemire and Zimmerman voted Aye.

Commissioner Ikemire motioned and Commissioner Zimmerman seconded to accept Ordinance 2101 – regarding the Illinois Paid Leave for All Workers Act for the city. All present voted by roll call vote. Commissioners Meeks, Ikemire and Zimmerman voted Aye.

Commissioner Zimmerman motioned and Commissioner Meeks seconded to approve the Consent Agenda. The consent agenda contained approval of the paying of all bills bearing the proper signatures. All present voted by roll call vote. Commissioners Meeks, Ikemire and Zimmerman voted Aye.

Regular session of the council meeting ended for Liquor Control Commission at 4:12 pm.

Commissioner Ikemire motioned and Commissioner Zimmerman seconded to adjourn the meeting. All present voted Aye by voice vote.

Meeting adjourned at 4:13 pm
