Norris City Omaha Enfield Community Unit School District 3 Board of Education met March 20.

Here are the minutes provided by the board:

The regular meeting of the Board of Education of Norris City-Omaha-Enfield Community Unit School District No. 3 was held on Wednesday, March 20, 2024, at the District Office. The meeting was called to order by Joe Lane at 7:00 p.m.

Roll Call: Present- Matt McArthy, Frank Graves, Rhonda Forston, Joe Lane, Kyle Hoskins, Mike Hite. Absent- Heath Rush.

Others in Attendance- Matt Vollman, Superintendent; David Reavis, Principal; Carla Carter, Principal; Brad Wehlermann, Principal; Jessica Jackson, Treasurer; Tiffany Reavis; Leann Miller.

Motion to approve the Minutes for February 21, 2024 Regular Board Meeting and Executive Session by Matt McArthy. Second by Kyle Hoskins. Unanimous vote. Motion Carried.

Motion to approve the Bills by Mike Hite. Second by Joe Lane. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Heath Rush entered the meeting at 7:20 pm.

Superintendent Report/Matt Vollman-

-New SRO, JD Murphy starting this week.

-Senior Trip is May 7-11. 22 students are signed up to go.

-May 15 is Baccalaureate and May 17 is High School Graduation.

-May 21 is 8th Grade Graduation at the high school.

Principal Reports:

High School/Mr. Wehlermann-

-Attendance was 89.6%.

-Baseball and Softball have begun.

-Spring musical was a hit and the new sound and lighting were used.

-The presentation by Damon West was well received. 11 schools and 1700 students were in attendance.

-SAT testing is next week.

-March 28 is the spring fling.

NCOE Elementary/Mr. Reavis:

-Attendance is 92%.

-Jr High Volleyball won the Regional and will play Saturday at State in West Frankfort.

-IAR Testing is underway.

-Annual Spring Dance is April 19 from 6:00-9:00 pm. It is for jr high and only NCOE students.

NCOE Elementary/PreK/Mrs. Carter-

-Spring book fair is this week.

-Spring pictures were today.

-The school leadership team has met 5 times and are focusing on the educational gap for special education students by exposing them to more grade level content.

-Standard based report cards are being discussed for elementary students. This type of report card would align with the IL standards and report if standards are being met instead of just a letter grade. Mrs. Carter didn't know if this would happen next school year or if they would try it with a few grade levels or possibly just a few courses. It is something that they are looking at moving towards.

-PreK screenings had 10 students participate. 19 students are transferring to kindergarten next year and they were aware of 5 more students. Fall screenings will be held the end of August for Prek.

Motion to approve the Booth Trust monthly report with a balance of $42,915.57 by Joe Lane. Second by Matt McArthy. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Motion to approve the Collective Bargaining Agreement between Norris City-Omaha-Enfield Educational Association and Board of Education of the Norris City-Omaha-Enfield CUSD #3 by Matt McArthy. Second by Mike Hite. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Motion to accept the lowest mowing bid from Andy Downen for the NCOE Elementary/Jr. High; NCOE High School; and Booth Elementary by Matt McArthy. Second by Joe Lane. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Motion to approve the 2024-2025 school calendar by Joe Lane. Second by Heath Rush. Unanimous Vote. Motion Carried.

Motion to renew the IHSA Membership by Joe Lane. Second by Mike Hite. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Motion to approve the 10 year Health Life Safety Survey by Joe Lane. Second by Frank Graves. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Motion to amend the June board meeting date to June 17, 2024 by Rhonda Forston. Second by Joe Lane. Unanimous Vote. Motion Carried.

Public Input:

-Tiffany Reavis, union president, thanked the Board for a very generous contract and for a smooth negotiation process.

Motion to move into Executive Session at 8:17 p.m. by Matt McArthy. Second by Mike Hite. Unanimous Vote. Motion Carried.

Return to Regular Session at 8:33 p.m.

Motion to accept the resignation from Lisa Cincotta, cook, by Mike Hite. Second by Heath Rush. Unanimous Vote. Motion Carried.

Motion to accept the verbal resignation of Brenda Moore, cook, by Joe Lane. Second by Matt McArthy. Unanimous Vote. Motion Carried.

Motion to hire Angelena Downen, cook, by Joe Lane. Second by Matt McArthy. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Motion to rehire all non-tenured teachers for the 2024-2025 school year by Joe Lane. Second by Matt McArthy. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Motion to rehire all administrators pending contracts by Joe Lane. Second by Matt McArthy. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.
