City of Carmi City Council met April 2.
Here is the agenda provided by the council:
The Carmi City Council met Tuesday, April 2, 2024, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Lacey Bradshaw, Jeremy Courson, Mike Knight, Sheila Headlee and Doug Hays.
The minutes from the March 19, 2024 council meeting were presented. Motion was made by Alderman Courson and seconded by Alderperson Bradshaw to approve the minutes as presented. The motion carried on roll call by each Alderperson present answering “yes.”
For council consideration, discussion, and possible approval
a) Reappointment of Nancy J. Winter to the Carmi Police Pension Board of Trustees for a 2-year term from May 1, 2024 through April 30, 2026. Alderperson Hays made the motion to approve the reappointment of Nancy J. Winter with a second by Alderperson Blake. The motion carried on roll call by each Alderperson present answering “yes.”
b) Consider bids for Water Tower painting. Alderperson Headlee stated “Due to the City only receiving one bid that was above the engineer’s estimate, I move to reject all bids and re-bid the project.” Alderperson Headlee made the motion to reject all bids and re-bid with a second by Alderperson Nelson. The motion carried on roll call by each Alderperson present answering “yes.”
c) Consider bids for DCEO Water System Improvements Contract A for the pressure reducing station on Burrell Street. Bid tabulations were available to the Council. Two bids were received: Wiggs Excavating was $789,348.00 and Kiefer Brothers was $1,007,577.50. Alderperson Headlee made a motion to accept the Wiggs Excavating bid at $789,348.00 with a second by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”

Mayor Pollard updated the Council and the public on the events for the eclipse at Burrell Park this weekend.

Closed Session to discuss personnel and property issues with action to follow:
At 5:38 p.m., Alderperson Headlee made a motion to go into close session to discuss property and personnel with no action to follow. The motion was seconded by Alderperson Courson. The motion carried on roll call by each Alderperson present answering “yes.”
Adjournment
At 6:10 p.m. Alderperson Headlee made a motion to exit closed session, go back into regular session and adjourn with no action. Alderperson Courson second the motion. The motion carried on roll call by each Alderperson present answering “yes.”
