Hamilton County Community Unit School District 10 Board of Education met May 21.

Here are the minutes provided by the board:

The Board of Education of Hamilton County Community Unit District No. 10 met in regular session on the evening of May 21, 2024 at 7:00 p.m., in the Administrative Center.

The meeting was called to order by Board President Dennis Lynch. Roll Call was as follows: Present – Steve Becker, Bob Gray, Jeff Lueke, Tim Millenbine, Clint Ragan, Justin Woodrow, and Dennis Lynch.

Motion by Lueke, second by Becker to approve the following items under the Consent Agenda: The minutes from the April 16, 2024 Regular Board Meeting, Treasurer’s Report, Budget reports, District bill listing, and the destruction of Executive Session Audio Recordings older than 18 months per Code. First Reading: Policies: 2:40, 2:50, 2:60, 4:20, 5:10, 5:20, 5:35, 5:40, 6:40, 7:10, 7:20, 2:140, 2:260, 2:265, 2:270, 4:110, 4:190, 5:100, 5:300, 6:185, 7:180, 7:10-E, 2:140-E. Out of State Trip: Tammy Rose, end-of-year reward trip to Walther’s Golf and Fun in Evansville, IN on May 14, 2024. Roll Call Vote – Voting Yes – Woodrow, Ragan, Lueke, Millenbine, Becker, and Lynch. Motion carried.

SUPERINTENDENT’S REPORT – Status

Mr. McCollum updated the Board on the following: Curriculum updates; Reminder the board that the district luncheon will be held on May 22, 2024.

Motion by Woodrow, second by Gray for authorization to seek bids for Cafeteria Supplies/Bread/Dairy Products for the 2024-2025 school year. Roll Call Vote – Voting Yes – Woodrow, Gray, Ragan, Becker, Millenbine, Lueke, and Lynch. Motion carried.

Motion by Lueke, second by Ragan for authorization to seek fuel bids for the 2024-2025 school year. Roll Call Vote – Voting Yes – Lueke, Ragan, Becker, Millenbine, Woodrow, Gray, and Lynch. Motion carried.

Motion by Becker, second by Ragan to approve the student fees for the 2024-2025 school year. Roll Call Vote – Voting Yes – Becker, Ragan, Lueke, Gray, Woodrow, Millenbine, and Lynch. Motion carried.

Motion by Gray, second by Becker to approve Gerlock & Associates with Nationwide Life Insurance Company (no cost) as the carrier of voluntary student accident insurance for the 2024- 2025 school year. Roll Call Vote – Voting Yes – Gray, Becker, Ragan, Millenbine, Woodrow, Lueke, and Lynch. Motion carried.

Motion by Ragan, second by Woodrow to approve the renewal of Egyptian Trust as the district health insurance provider for the 2024-2025 school year. Roll Call Vote – Voting Yes – Ragan, Woodrow, Millenbine, Gray, Lueke, Becker, and Lynch. Motion carried.

Motion by Becker, second by Ragan to approve the bid from Midwest Track Builders to resurface the track. Roll Call Vote – Voting Yes – Becker, Ragan, Millenbine, Woodrow, Lueke, Gray, and Lynch. Motion carried.

Motion by Becker, second by Gray to approve the purchase of bleachers for the Senior High Gym. Roll Call Vote – Voting Yes – Becker, Gray, Millenbine, Woodrow, Ragan, Lueke, and Lynch. Motion carried.

Motion by Lueke, second by Ragan to approve partnering with AmeriCorps to allow two Rend Lake students to serve at East Side and Dahlgren as tutors for the 2024-2025 school year. Roll Call Vote – Voting Yes – Lueke, Ragan, Millenbine, Woodrow, Gray, Becker, and Lynch. Motion carried.

Motion by Lueke, second by Ragan to convene in executive session at 7:22 p.m. to discuss appointment, employment, compensation, discipline, performance or dismissal of a specific employee(s) or office of the public body, pending litigation, and to conduct a parent hearing pursuant to board policy 8:30. Roll Call Vote – Voting Yes – Lueke, Ragan, Woodrow, Becker, Gray, Millenbine, and Lynch. Motion carried.

Motion by Woodrow, second by Ragan to come out of executive session at 9:47 p.m. Roll Call Vote – Voting Yes – Woodrow, Ragan, Gray, Lueke, Becker, Millenbine, and Lynch. Motion carried.

Motion by Lueke, second by Millenbine to approve the minutes from executive session. Vote was taken by voice and motion carried.

Motion by Becker, second by Gray to accept a letter of resignation from Jessica Partain, Freshman Volleyball Coach, effective May 1, 2024. Roll Call Vote – Voting Yes – Becker, Gray, Ragan, Lueke, Woodrow, Millenbine, and Lynch. Motion carried.

Motion by Becker, second by Gray to accept a letter of resignation from Josh Hamson, High School Vocational Teacher, effective at the end of the 2023-2024 school year. Roll Call Vote – Voting Yes – Becker, Gray, Ragan, Lueke, Woodrow, Millenbine, and Lynch. Motion carried.

Motion by Becker, second by Gray to accept a letter of resignation from Hanah Clark, High School Language Arts Teacher, effective at the end of the 2023-2024 school year. Roll Call Vote – Voting Yes – Becker, Gray, Ragan, Lueke, Woodrow, Millenbine, and Lynch. Motion carried.

Motion by Becker, second by Gray to accept a letter of resignation from Julie Moore, Special Education Teacher, effective at the end of the 2023-2024 school year. Roll Call Vote – Voting Yes – Becker, Gray, Ragan, Lueke, Woodrow, Millenbine, and Lynch. Motion carried.

Motion by Becker, second by Gray to amend the letter of retirement from Lori Howton, Teacher Aide, from the end of the 2024-2025 school year to August 7, 2024. Roll Call Vote – Voting Yes – Becker, Gray, Ragan, Lueke, Woodrow, Millenbine, and Lynch. Motion carried.

Motion by Gray, second by Woodrow to approve family medical leave for a certified employee beginning August 8, 2024 for approximately 6-8 weeks. Roll Call Vote – Voting Yes – Gray, Woodrow, Ragan, Becker, Lueke, Millenbine, and Lynch. Motion carried.

Motion by Gray, second by Woodrow to approve family medical leave for a non-certified employee beginning April 24, 2024 through the remainder of the 2023-2024 school year. Roll Call Vote – Voting Yes – Gray, Woodrow, Ragan, Becker, Lueke, Millenbine, and Lynch. Motion carried.

Motion by Woodrow, second by Becker to not accept the work release provided by Ferrell Hospital for a non-certified employee and to honorably dismiss the employee due to a non-work related medical condition, effective April 29, 2024. Roll Call Vote – Voting Yes – Woodrow, Becker, Ragan, Gray, Lueke, and Lynch. Voting No – Millenbine. Motion carried.

Motion by Becker, second by Gray to approve increasing the teacher sub pay to $110 ($15.71/hour) per day or $55 for a half a day, effective with the start of the 2024-2025 school year. Roll Call Vote – Voting Yes – Becker, Gray, Woodrow, Ragan, Lueke, Millenbine, and Lynch. Motion carried.

Motion by Becker, second by Gray to approve increasing non-certified sub pay to stay current with minimum wage, effective January 1, 2025. Roll Call Vote – Voting Yes – Becker, Gray, Ragan, Lueke, Woodrow, Millenbine, and Lynch. Motion carried.

Motion by Becker, second by Gray to approve an additional 60 employment days (400 hours minimum) outside normal school hours for Ben Newbury, Ag Teacher, and Alicia Kabat, Ag Teacher, with funding provided by a 50/50 matching 3 Circles Ag Grant, if approved, for the 2024-2025 school year. Roll Call Vote – Voting Yes – Becker, Gray, Lueke, Woodrow, Ragan, Millenbine, and Lynch. Motion Carried.

Motion by Ragan, second by Lueke to approve the voluntary reassignment of Melinda Ashcraft from a Cook to a Building Secretary, assigned to Dahlgren Elementary School, effective with the start of the 2024-2025 school year. Roll Call Vote – Voting Yes – Ragan, Lueke, Woodrow, Becker, Gray, Millenbine, and Lynch. Motion carried.

Motion by Ragan, second by Lueke to approve the voluntary reassignment of Greg Anselment from a Custodian to a District Custodian/Maintenance Support Staff employee, effective May 23, 2024. Roll Call Vote – Voting Yes – Ragan, Lueke, Woodrow, Becker, Gray, Millenbine, and Lynch. Motion carried.

Motion by Gray, second by Lueke to approve to employ Jay Vineyard as a Bus Driver, contingent upon successful completion of a background check and completion of necessary paperwork, effective with the start of the 2024-2025 school year. Roll Call Vote – Voting Yes – Gray, Lueke, Ragan, Woodrow, Becker, Millenbine, and Lynch. Motion carried.

Motion by Gray, second by Lueke to approve to employ Lily Rawls as a part-time, hourly Summer Computer Tech Support Employee, effective May 24, 2024. Roll Call Vote – Voting Yes – Gray, Lueke, Ragan, Woodrow, Becker, Millenbine, and Lynch. Motion carried.

Motion by Gray, second by Lueke to approve to employ Travis Kovach as a High School Vocational Teacher, contingent upon obtaining proper Illinois Teaching Certificate by September 1, 2024, and successful completion of a background check and completion of necessary paperwork, effective with the start of the 2024-2025 school year. Roll Call Vote – Voting Yes – Gray, Lueke, Ragan, Woodrow, Becker, Millenbine, and Lynch. Motion carried.

Motion by Gray, second by Lueke to approve to employ Tyler Bourland as a Jr. High English Language Arts Teacher, contingent upon successful completion of a background check and completion of necessary paperwork, effective with the start of the 2024-2025 school year. Roll Call Vote – Voting Yes – Gray, Lueke, Ragan, Woodrow, Becker, Millenbine, and Lynch. Motion carried.

Motion by Gray, second by Lueke to approve to employ Dustin Holder as a Custodian, assigned to the Jr./Sr. High School, contingent upon successful completion of a background check and completion of necessary paperwork, effective May 23, 2024. Roll Call Vote – Voting Yes – Gray, Lueke, Ragan, Woodrow, Becker, Millenbine, and Lynch. Motion carried.

Motion by Gray, second by Lueke to approve to employ Christian Ziehm as a Custodian, assigned to East Side School, contingent upon successful completion of a background check and completion of necessary paperwork, effective May 23, 2024. Roll Call Vote – Voting Yes – Gray, Lueke, Ragan, Woodrow, Becker, Millenbine, and Lynch. Motion carried.

Motion by Becker, second by Gray to employ Drew Imhoff as the Assistant Track Coach for the 2024-2025 season. Roll Call Vote – Voting Yes – Becker, Gray, Ragan, Millenbine, Lueke, Woodrow, and Lynch. Motion Carried.

Motion by Becker, second by Gray to re-employ Robert Crow as the Jr. High 8th Grade Girls Basketball Coach for the 2024-2025 season. Roll Call Vote – Voting Yes – Becker, Gray, Ragan, Millenbine, Lueke, Woodrow, and Lynch. Motion Carried.

Motion by Becker, second by Gray to re-employ Sam Wilson as the High School Boys/Girls Cross Country Coach for the 2024-2025 season. Roll Call Vote – Voting Yes – Becker, Gray, Ragan, Millenbine, Lueke, Woodrow, and Lynch. Motion Carried.

Motion by Woodrow, second by Gray to post for a Preschool For All Teacher’s Aide. Vote was taken by voice and motion carried.

Motion by Woodrow, second by Gray to post for a Senior High Language Arts Teacher. Vote was taken by voice and motion carried.

Motion by Woodrow, second by Gray to post for a 5.5 Hour Cook. Vote was taken by voice and motion carried.

Motion by Lueke, second by Gray to bar a parent for a maximum of 180 days for gross misconduct that interfered with, disrupted, and/or adversely affected the school function, which violates Board Policy 8:30. The parent will be barred from all athletic events until October 20, 2024. Roll Call Vote – Voting Yes – Lueke, Gray, Becker, Woodrow, Ragan, Millenbine, and Lynch. Motion carried.

Motion by Ragan, second by Gray to adjourn. Vote was taken by voice, motion carried and the meeting adjourned at 10:00 p.m.
