Galatia Community Unit School District 1 Board of Education met June 25.

Here are the minutes provided by the board:

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Elaine Jackson, B.J. Pigg, Holly Murphy, and Amy Richey. Leslie Ferrell and Bryan McCabe were absent. Five (5) members present and two (2) members absent. Board President, Tim Pribble, called the meeting to order at 7:05 p.m. Also present: Superintendent, Shain Crank, HS Principal, Ashley Launius, and Recording Secretary, Michele Hankins.

President Pribble led the Board and attendees in the Pledge of Allegiance.

VISITORS:

JR Davenport, Nina Valdez, and Chelsea Taylor.

DELETIONS TO AGENDA:

EXECUTIVE SESSION:

1. A motion was made by Pribble and seconded by Pigg to enter Executive Session at 7:08 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity; matters of student discipline or review executive session minutes. Jackson-aye, Murphy-aye, Pribble-aye, Richey-aye, and Pigg-aye. Five (5) ayes, motion carried.

2. A motion was made by Pribble and seconded by Pigg to end Executive Session at 8:15 p.m. Jackson-aye, Pigg-aye, Murphy-aye, Pribble-aye, and Richey-aye. Five (5) ayes, motion carried.

3. A motion was made by Pribble and seconded by Jackson to approve the Executive Session minutes.

JR Davenport, Nina Valdez, and Chelsea Taylor left during the executive session meeting.

Resignations

4. A motion was made by Richey and seconded by Jackson to accept Griffin Groves' resignation as an elementary teacher effective at the end of the 2023/2024 school year. Murphy-aye, Richey-aye, Pigg-aye, Jackson-aye, and Pribble-aye. Five (5) ayes, motion carried.

5. A motion was made by Pribble and seconded by Murphy to accept Melanie Walters's resignation as a junior high special education teacher effective at the end of the 2023/2024 school year. Murphy-aye, Richey-aye, Pigg-aye, Jackson-aye, and Pribble-aye. Five (5) ayes, motion carried.

6. A motion was made by Jackson and seconded by Pigg to accept Tracy Studer's resignation as a junior high teacher effective at the end of the 2023/2024 school year. Richey-aye, Jackson-aye, Pribble-aye Murphy-aye, and Pigg-aye. Five (5) ayes, motion carried.

7. A motion was made by Murphy and seconded by Richey to accept Carrie Rapp's resignation as an elementary teacher effective at the end of the 2023/2024 school year. Richey-aye, Jackson-aye, Pribble- aye Murphy-aye, and Pigg-aye. Five (5) ayes, motion carried.

8. A motion was made by Pribble and seconded by Murphy to accept Scott Lambert's resignation as a high school paraprofessional effective at the end of the 2023/2024 school year. Richey-aye, Jackson-aye, Pribble-aye, Murphy-aye, and Pigg-aye. Five (5) ayes, motion carried.

School Bus Driver

9. A motion was made by Richey and seconded by Pigg to employ Austyn Ohse as a bus driver for the 2024/2025 school year. Richey-aye, Jackson-aye, Pribble-aye Murphy-aye, and Pigg-aye. Five (5) ayes, motion carried.

HS English Teacher

10. A motion was made by Jackson and seconded by Richey to employ Mazie Eubanks as a high school English teacher for the 2024/2025 school year, per salary schedule and pending a background check. Richey-aye, Jackson-aye, Pribble-aye Murphy-aye, and Pigg-aye. Five (5) ayes, motion carried.

Elementary Teacher

11. A motion was made by Pigg and seconded by Pribble to employ Benjie Willsey as an elementary school teacher for the 2024/2025 school year, per salary schedule and pending a background check. Richey-aye, Jackson-aye, Pribble-aye Murphy-aye, and Pigg-aye. Five (5) ayes, motion carried.

Individual Aide

12. A motion was made by Pribble and seconded by Murphy to employ Marsha Hoskins as an individual aide for the 2024/2025 school year. Richey-aye, Jackson-aye, Pribble-aye Murphy-aye, and Pigg-aye. Five (5) ayes, motion carried.

Non-Certified Staff Raises

13. A motion was made by Pribble and seconded by Pigg to approve the non-certified staff raises as presented.

Richey-aye, Jackson-aye, Pribble-aye Murphy-aye, and Pigg-aye. Five (5) ayes, motion carried.

Athletic Assistant Coaches

14. A motion was made by Pribble and seconded by Richey to approve the following athletic assistant coaches for the 2023/2024 school year pending a background check.

Basscats: Bryan McCabe, Ryan Ridgeway, Craig Hogue, Tyler Sloan

Trapcats: Laura McLaughlin

JH Baseball: Tyler Thompson, Michael Jenkins

JH Softball: Lloyd Whittaker

JH Girls Basketball: Mandy Combs, Sessaly Davis

JH & HS Volleyball: Lorrae Fulkerson

HS Boys Basketball: Kendall Hankins, Will Pulliam, Austin Stevens, Brad Karnes

PRINCIPAL REPORT:

Book Study: Over the summer Mrs. Launius has offered a professional development book study for any teacher who wanted to join. There are nine teachers participating. The dialogue coming out of this is great. As long as there is interest this is something we can look at offering every summer.

New Employees: Mrs. Launius has met with Amy Weaver and Matt Hall to get them started planning this summer. Both are excited about working here. Blaire Mayberry is currently doing classes for special education.

WOVSED is offering a mentoring program for special education teachers this coming year. Mrs. Launius has encouraged all our special education teachers to participate in this.

SUPERINTENDENT REPORT:

Summary of Projects:

Athletic building is being painted this week. After that is completed, they will install fixtures, finish electrical, finish floors, etc. We will move the weight room over when completed.

Field lights have been installed, we will need to supply power to them.

Ameren has completed all the LED lighting upgrades.

Elementary walls: Larry McCuan and Joe Carter are making progress on sheet rocking and painting some of the interior walls.

Our electrician has the material ordered for the high school stage lighting/electrical.

High school gym goals and mats are installed.

High school flooring is completed where there once was carpet.

There is still lots of cleaning to be done at the schools.

High school memorial brick path is in the works. We are waiting on the mason and concrete contractor for an estimate.

The athletic building water line is our responsibility.

HVAC in the computer rooms at the elementary and high school are in need of replacing. They have both been looked at twice by different repairmen and they could not find the freon leak. There is one more repairman coming to look at it.

AFLAC: Mr. Crank recommended we move our secondary insurance to AFLAC with Clemon's Insurance out of Marion. Employees can keep their American Fidelity insurance but will have to pay for it on their own, it will no longer be a deduction from payroll.

TRANSPORTATION:

Austyn Ohse has passed her test and is licensed. She will be our fourth route driver for the 2024/2025 school year.

ATHLETICS:

High School Baseball: Eli Hankins was named to the All GEC team and Hunter Gaither was named honorable mention ALL GEC.

Summer Sports: High school boys' basketball has hosted and played in several "summer shootout" scrimmages. Junior high boys competed in a summer league on Wednesdays at Galatia. Junior high and high school cheer have held tryouts and having open gyms.

APPROVAL OF CONSENT AGENDA:

15. A motion was made by Richey and seconded by Jackson to approve the regular meeting minutes of May 21, 2024. Jackson-aye, Murphy-aye, Pribble-aye, Richey-aye, and Pigg-aye. Five (5) ayes, motion carried.

16. A motion was made by Murphy and seconded by Richey to approve the bills and payroll as presented.

17. A motion was made by Pribble and seconded by Murphy to approve the treasurer's report and co-mingled account as presented. Jackson-aye, Murphy-aye, Pigg-aye, Pribble-aye, and Richey-aye. Five (5) ayes, motion carried.

OLD BUSINESS:

Solar Project

Our attorney reviewed the contract with IEC on installing solar panels and made changes to the contract. IEC complied with the changes. There was discussion about the solar panels installation.

18. A motion was made by Pribble and seconded by Pigg to approve the contract with IEC for the solar project. Pigg-aye, Pribble-aye, Richey-nay, Jackson-nay, and Murphy-nay. Two (2) ayes and three (3) nays, motion failed.

NEW BUSINESS:

FY24 Amended Budget

19. A motion was made by Jackson and seconded by Pribble to approve the FY24 amended budget as presented at the budget hearing meeting June 25, 2024. Murphy-aye, Richey-aye, Jackson-aye, Pigg-aye, and Pribble-aye. Five (5) ayes, motion carried.

Secondary Insurance

20. A motion was made by Pribble and seconded by Pigg to approve terminating American Fidelity, Guardian, and Dearborn insurance for the district and have Aflac provide all secondary insurance for the district. Murphy-aye, Richey-aye, Pigg-aye, Jackson-aye, and Pribble-aye. Five (5) ayes, motion carried.

21. A motion was made by Richey and seconded by Pigg to approve the property/liability, workman's compensation, school board liability, and student accident coverage insurance from Yewell Insurance/Illinois School District Agency for the 2024/2025 school year. Pribble-aye, Pigg-aye, Richey- aye, Murphy-aye, and Jackson-aye. Five (5) ayes, motion carried.

22. Building Projects

23. A motion was made by Pribble and seconded by Pigg to approve the following projects under a construction management contract.

High school fire proof doors and hardware (furnished and installed) $32,200 to be paid from the Tort Fund.

High school and elementary bathroom partitions (furnished and installed) $22,115.

Elementary portable building roof, remove and replace 320 sq ft of decking replacement. 20 year labor and material warranty from Versico, $25,675.

Elementary school new 4" vinyl cove base (furnish and install) $3,500.00.

Registration Fees

24. A motion was made by Pribble and seconded by Murphy to waive school registration fees until further notice. Richey-aye, Pigg-aye, Jackson-aye, Pribble-aye, and Murphy-aye. Five (5) ayes, motion carried.

Energy Transition Community Grant #2

25. A motion was made by Pribble and seconded by Pigg to approve the elementary school asphalt parking lot estimated cost $130,396. $117,000 to be paid from the Energy Transition Community Grant #2, and the remainder paid from the sales tax fund. Pribble-aye, Richey-aye, Murphy-aye, Pigg-aye, and Jackson- aye. Five (5) ayes, motion carried.
