City of Mount Carmel City Council met Aug. 5.

Here is the agenda provided by the council:

Mayor Judge brought the City Council meeting to order.

Present on Roll Call: Commissioners – Eric Ikemire Tom Meeks, Tyson Meador, Susan Zimmerman

Also, Present: City Administrative Assistant Ryan Turner

APPROVAL OF MINUTES

Mayor Judge requested a motion to approve the minutes of the last council meeting.

Commissioner Zimmerman motioned, and Commissioner Meeks seconded, to approve the meeting minutes held on July 22, 2024. All present voted by roll call. Commissioners Ikemire, Meeks, Meador, and Zimmerman voted aye.

MAYOR’S COMMENTS

Mayor Judge is absent as he is attending the Edgar Fellows Conference. Commissioner Eric Ikemire is conducting the meeting in his absence.

COMMISSIONER REPORTS:

COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES AND PARKS

Commissioner Meador reported that over the last two weeks, the street department continued work on Division Street, did quite a bit of mowing, helped with Ag Days and helped with the fog seal of the chip and sealed roads.

COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS

Commissioner Ikemire reported as there was no report given due to his absence at the last meeting, the last four weeks show our receipts are $698,337.88 and our expenditures are $2,858,115.87. Overall we are looking good on the budget.

COMMISSIONER TOM MEEKS – WATER AND SEWER

Commissioner Meeks reported the wastewater treatment plant has been busy with maintenance and repairs.

Commissioner Meeks reported the water sewer maintenance crew located a watermain for the sidewalk project, met with MCPU gas crew and took care of repairs and normal maintenance.

COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Zimmerman reported that the fire department has 17 events over the last couple of weeks. These were both PR and fire related. The department also helped with Ag Days and a back - to - school bash that was provided by the health department.

Commissioner Zimmerman stated that the fall cleanup week for trash will be announced in the near future.

CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER

City Administrative Assistant Ryan Turner reported that he and Mayor Judge met with Morton Solar and it was determined that there is enough space and they have presented the council with a true representation of the project and how everything will work. The council will be discussing further and making a decision on whether to pursue this in the future.

City Administrative Assistant Ryan Turner discussed Ordinance 2108, an ordinance providing for and requiring the submission of a proposition of issuing not to exceed $3,500,000 general obligation bond to the City of Mt. Carmel, Wabash County, Illinois, at the General Election to be held on the 5th Day of November, 2024. A special council meeting has been set for Friday, August 9, at 12:00 pm for the second reading of this ordinance.

City Administrative Assistant Ryan Turner reminded the city that the Dog Swim will be on September 2.

City Administrative Assistant Ryan Turner stated that the trash dumpsters at the city park and swimming pool are not for personal use.

City Administrative Assistant Ryan Turner stated that concrete and construction materials are not permitted in your blue trash totes. Republic Services will not pick up those items.

CITY ATTORNEY – DEREK MCCULLOUGH

City Attorney McCullough reported that the farm lease the city has expires at the end of the year. The council has decided to put the lease up for bid. A letter will be going out to the farmer who currently holds the lease to inform them.

AIRPORT MANAGER – LUIS GARCIA

Airport Manager Garica reported that they are mowing and keeping up the general maintenance at the airport.

POLICE CHIEF – MIKE MCWILLIAMS

Police Chief McWilliams reported that there were no significant issues at Ag Days this year. Other than the heat things went pretty well.

Police Chief McWilliams stated there will be a department promotion announced at the next council meeting.

FIRE CHIEF – FRANCIS SPETH

Fire Chief Speth is absent.

PUBLIC WORKS DIRECTOR – MIKE GIDCUMB

Public Works Director Gidcumb stated there are added roads to the chip and seal. The tentative date for these roads is August 22. He will give the new additions at the next council meeting.

WABASH COUNTY E.M.A.

Wabash County E.M.A. Representative Rhonda Banks stated a fund is being set up for Wabash County Water Rescue.

BUSINESS MOTIONS

Commissioner Meador motioned, and Commissioner Zimmerman seconded, to approve the consent agenda. All present voted by roll call. Commissioners Meeks, Meador, and Zimmerman voted aye.

Commissioner Meeks motioned to move to executive session at 4:17 pm, and Commissioner Zimmerman seconded. All present voted by roll vote. Commissioners Ikemire, Meador, and Zimmerman voted aye.

Commissioner Meeks motioned to move out of executive session at 4:49 pm, and Commissioner Meador seconded. All present voted by roll vote. Commissioners Ikemire, Meador, and Zimmerman voted aye.

Commissioner Zimmerman motioned, and Commissioner Meador seconded to adjourn the meeting. All present voted Aye by voice vote.

The meeting adjourned at 4:50 pm
