City of Carmi City Council met Sept. 17.

Here are the minutes provided by the council:

The Carmi City Council met Tuesday, September 17, 2024, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street for the regular City Council Meeting.

Prior to opening the council meeting, Mayor Pollard asked Alderman Hays to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Mark W. Blake, Tracy Nelson, Lacey Bradshaw, Mike Knight, Sheila Headlee and Doug Hays. Absent: Jeremy Courson and Steve Winkleman

The minutes from the September 3, 2024 council meeting were presented. Motion was made by Alderman Hays and seconded by Alderman Blake to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”

The August 2024 Financial Reports for the City of Carmi and Light & Water Departments were presented for approval. Alderman Headlee made a motion to approve the August 2024 Financial Reports for the City of Carmi and Light & Water Departments. The motion was seconded by Alderman Hays. The motion carried on roll call by each Alderman present answering “yes.”

The September 2024 vendor invoices for the City of Carmi and Light & Water Departments were presented for approval. Alderman Hedlee made a motion to approve September 2024 vendor invoices. The motion was seconded by Alderman Hays. The motion carried on roll call by each Alderman present answering “yes.”

For council consideration, discussion, and possible approval

A. Ordinance No. 1631; An ordinance to vacate an alley. Mayor Pollard said when the library was extended, there was an alley way that had not been vacated. This ordinance will vacate the alley. Alderperson Hays made a motion to approve Ordinance No. 1631. Alderperson Blake seconded the motion. The motion carried on roll call by each Alderperson answering “yes.”

B. Ordinance No. 1632; An ordinance regarding tampering with water meters. This is an ordinance that is updating the fees for tampering to cover the cost of equipment. Alderperson Hays made a motion to approve Ordinance No. 1632. The motion was seconded by Alderperson Nelson seconded the motion. The motion carried on roll call by each Alderperson answering “yes.”

C. Ordinance No. 1633; An ordinance regarding tampering with electric meters. This ordinance will also update the fees to cover the cost of equipment. Alderperson Hays made a motion to approve Ordinance No. 1663. The motion was seconded by Alderperson Bradshaw. The motion carried on roll call by each Alderperson answering “yes.”

D. Ordinance No. 1634; An ordinance establishing customer utility deposits for the City of Carmi, IL and Revoking Ordinance No. 1002 and 1253. Alderperson

Hays said the deposit to obtain City utilities had been at $200 for several years. He explained if the customer pays on time for 12 months, they receive the deposit back; however, if the customer moves within the 12 months and does not pay the bill, the deposit is used to cover the cost. This ordinance raises the deposits for residential customers as well as commercial. Alderperson Hays made a motion to approve Ordinance No. 1634 with a second by Alderperson Bradshaw. The motion carried on roll call by each Alderperson present answering “yes.”

E. Ordinance No. 1635; An ordinance imposing penalties for failure to timely pay municipality charges for utilities and revoking Ordinance No. 1530. Alderperson Headlee made a motion to approve Ordinance No. 1635 with a second by Alderperson Hays. The motion carried on roll call by each Alderperson answering “yes.”

F. Moving November 4, 2024 Council Meeting to Monday, November 3, 2024 due to the Presidential Election. Alderperson Headlee made a motion to move the Council Meeting to Monday, November 3, 2024 at 5:30 p.m. The motion was seconded by Alderperson Hays. The motion carried on roll call by each Alderperson answering “yes.”

G. Approval to seek bids for the Carmi Public Library for the replacement of the roof. Discussion was had regarding who will pay for the roof; whether it be the City or the Library. Clerk Attebury explained this has been turned into the insurance company as the library believes the damage to the roof was related to a storm. The library does fall under the City of Carmi in regards to seeking bids for repairs etc. With no further discussion, Alderperson Hays made a motion to approve seeking bids for a new roof at the library. The motion was seconded by Alderperson Bradshaw. The motion carried on roll call by each Alderperson present answering “yes.”

H. Approval of Tim Sneed to the Carmi Public Library Board as a trustee to fill the position previously held by Denton Aud. Mr. Sneed’s term is for three years, ending June 30, 2027. Alderperson Hays made a motion to approve Tim Sneed to the Library Board. Alderperson Nelson seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

I. Pay Request: Moran Economic Development, LLC for $570.00 for the annual TIF Joint Review Board Meeting. Alderperson Headlee made a motion to approve the pay request to Moran Economic Development, LLC. Alderperson Bradshaw seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

Reports and/or updates from Mayor Pollard

Mayor Pollard announced plans are in place for the annual trunk or treat. More details will be available at the next council meeting. City Hall has also received a call from a resident wanting trick or treating to be two nights instead of the regular one night. Mayor Pollard asked the Alderperson’s to let him know their thoughts on this in the next couple of weeks.

At 5:48 p.m. Alderperson Headlee made a motion to adjourn. Motion was seconded by Alderperson Blake. The motion carried on roll call by each Alderperson present answering “yes.”
