Galatia Community Unit School District 1 Board of Education met Sept. 19.

Here are the minutes provided by the board:

BUDGET HEARING AND REGUALAR BOARD MEETING MINUTES

The budget hearing and the regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Bryan McCabe, Holly Murphy, and Amy Richey. Elaine Jackson, B.J. Pigg, and Leslie Ferrell were absent. Four (4) members present and three (3) members absent. Board President, Tim Pribble, called the meeting to order at 7:00 p.m. Also present: Superintendent, Shain Crank and Recording Secretary, Michele Hankins.

President Pribble led the Board and attendees in the Pledge of Allegiance.

VISITORS:

Brooklyn Bartley, Kendra Wright, and Isabel Quartana.

The visitors in attendance represented the Galatia Class of 2025. They were seeking approval for the senior class to go to Panama City, Florida on their senior trip. The girls were well prepared and handed out a presentation on the cost of the trip, house and beach rules, and behavioral expectations for the trip. The board discussed the trip and decided to let the sponsors make the final decision.

The visitors left the meeting at 7:15 p.m.

ADDITIONS/DELETIONS TO AGENDA:

Delete 6.3-approve JH Assistant Basketball coaches.

BUDGET HEARING:

Mrs. Michele Hankins, treasurer, presented the FY 2024/2025 budget. Our state funding went up $94,069.49 but we lost approximately $42,000 in CPPRT and $15,000 in transportation funds. The district equalized assessed value for property type-industrial went down 9.5 million which lowered our tax levy $324,000. Even with the loss of funds the district will not be required to file a deficit budget plan. The budget will be voted on in the regular meeting, on this date, September 19, 2024.

ADJOURNMENT:

A motion was made by Pribble and seconded by Richey to adjourn at 7:35 p.m. Murphy-aye, Pribble-aye, Richey- aye, and McCabe-aye. Four (4) ayes, motion carried.

REGULAR MEETING:

Roll call was taken, and those present were Tim Pribble, Bryan McCabe, Holly Murphy, and Amy Richey. Elaine Jackson, B.J. Pigg, and Leslie Ferrell were absent. Four (4) members present and three (3) members absent. Board President, Tim Pribble, called the meeting to order at 7:40 p.m. Also present: Superintendent, Shain Crank and Recording Secretary, Michele Hankins.

EXECUTIVE SESSION: There was no executive session.

Pre-K Aide

1. A motion was made by McCabe and seconded by Richey to employ Diane Puckett as a Pre-K aide for the 2024/2025 school year, effective September 20, 2024. Murphy-aye, McCabe-aye, Richey-aye, and Pribble-aye. Four (4) ayes, motion carried.

PRINCIPAL REPORT:

CNA Class: The class is going well. In November the students will host a blood drive.

Intro to Education Class: We have four students who are in the grade school observing and helping four days a week.

Special Education Determination of Meets Requirements: Our special education percentage remained the same from 2022 to 2023. The work that we did last year helped us maintain our numbers and not increase. The state is starting back up a Cyclical Monitoring process for Special Education. Galatia is set to begin this cycle in the 2028-2029 school year.

SICU Day: Mrs. Douglass will take a group of juniors to Carbondale for the SIU-C Day. This is the first year we will be attending this event. Students will be allowed to break up into divisions so that they can explore the college majors they are interested in.

Fundraisers: In October the sophomore class will have a Haunted House. The senior class will have a junior high dance and car show.

SUPERINTENDENT REPORT:

Tax Levy: Mrs. Michele Hankins mentioned at the budget hearing that we have lost approximately $324,000 in real estate tax money. The Saline County Assessor's office has not been able to tell us how much the FS plant will be assessed, nor do we have any idea about solar farms. There is a possibility that we will have to have a truth in taxation hearing about the startup of the FS plant and solar fields.

Communications Disorder Classroom: We currently have several students going to a communications disorder classroom and there are more in Pre-K that will need the service. In the next month or two we will do a cost analysis to see if it would be feasible for Galatia to have their own classroom, possibly in the Annex building.

Building Projects: The concrete driveway, ball fields, batting cage, and the athletic building are all completed. We have a company coming to hook up the downspouts on the awning at the high school. There will also be some dirt work and seeding around the new building.

COMMITTEE REPORTS:

TRANSPORTATION: Bus #9 is still in need of repair.

ATHLETICS:

JH Baseball and Softball: 8th grade recognition night was held September 16th. Regionals start September 20th through the 26th.

HS Volleyball: The first home game was held on September 5th. Senior night will be October 10th.

Cross Country: There are three girls and eight boys running this year.

JH Basketball: Official practices will begin following the postseasons for baseball and softball. The girl's first game will be October 14th and the boys will start on October 19th.

OLD BUSINESS:

There was no old business.

APPROVAL OF CONSENT AGENDA:

2. A motion was made by Richey and seconded by McCabe to approve the regular meeting minutes of August 27, 2024. Murphy-aye, Pribble-aye, Richey-aye, and McCabe-aye. Four (4) ayes, motion carried.

3. A motion was made by Pribble and seconded by Richey to approve the bills and payroll as presented. Murphy-aye, Pribble-aye, McCabe-aye, and Richey-aye. Four (4) ayes, motion carried.

4. A motion was made by Pribble and seconded by Murphy to approve the treasurer's report and co-mingled account as presented. McCabe-aye, Murphy-aye, Pribble-aye, and Richey-aye. Four (4) ayes, motion carried.

NEW BUSINESS:

FY 2024/2025 Adopted Budget

5. A motion was made by Pribble and seconded by McCabe to adopt the FY2024/2025 budget as presented at the budget hearing, Murphy-aye, McCabe-aye, Richey-aye, and Pribble-aye. Four (4) ayes, motion carried.

Electronic Signs

6. A motion was made by Pribble and seconded by McCabe to accept the Liberty Graphics & Signs estimate for one sided elementary sign ($23,455) and two sided high school sign ($43,540) pending electrical estimate. McCabe-aye, Murphy-aye, Richey-aye, and Pribble-aye. Four (4) ayes, motion carried.

Power Wash

7. A motion was made by McCabe and seconded by Murphy to accept the Murphy's Exterior Cleaning estimate ($1,155) for exterior cleaning at high school. Pribble-aye, Richey-aye, Murphy-aye, and McCabe-aye. Four (4) ayes, motion carried.

Telehealth

8. A motion was made by Pribble and seconded by McCabe to proceed with Dr. Redi telehealth clinic pending contract review by the district attorney. Murphy-aye, McCabe-aye, Richey-aye, and Pribble-aye. Four (4) ayes, motion carried.

ADJOURNMENT:

9. A motion was made by Richey and seconded by Murphy to adjourn at 8:35 p.m. Murphy-aye, Pribble-aye, Richey-aye, and McCabe-aye. Four (4) ayes, motion carried.
