City of Harrisburg City Council met Oct. 3.

Here are the minutes provided by the council:

The Harrisburg City Council met on October 03, 2024 at 8:00 a.m. at the City Hall located at 110 E. Locust Street, Harrisburg, IL.

Mayor John McPeek called the meeting to order.  Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, and Jonathan Brown answering roll call.  Commissioner Rupert Johnson was absent.

Pastor Jerry Wells from the Dorrisville Social Brethen Church led the group in prayer and the Pledge of Allegiance.

Commissioner Raymond Gunning made the motion to approve the consent agenda.

Brown & Roberts, Inc. - $182.00 - #2023-130 – Veterans TIF

Seconded by Commissioner Roger Angelly.   A roll call vote was taken with all present voting yes.  Motion carried.

There was a public hearing held at 7:45 a.m. prior to this meeting regarding vacating an alley located at Beggs Place and Robert Street.  There were no public comments.  Commissioner Raymond Gunning made the motion to approve Ordinance 1891 to vacate the alley between Beggs Place and Roberts Street. Seconded by Commissioner Roger Angelly.  A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek stated the council will go into executive session to discuss potential litigation.

Mayor John McPeek discussed the mobile home application for Charles Lukancic.  The inspection has been completed on the mobile home installation at 1314 S. Ledford Street.  They are eligible to receive their deposit. Commissioner Raymond Gunning made the motion to release the mobile home deposit to Charles Lukancic. Seconded by Commissioner Roger Angelly.  A roll call vote was taken with all present voting yes.  Motion carried.

Mayor John McPeek stated a petition to vacate an alley located between W. Dorris Street and ending at Robinson Street.  An open discussion was held regarding any utilities in that area. This petition has been reviewed and approved by the superintendent of Street/Alley and Water/Sewer.  Commissioner Roger Angelly made the motion to authorize the city clerk to advertise a public hearing regarding vacating this alley. Seconded by Commissioner Raymond Gunning.  A roll call vote was taken with all present voting yes.  Motion carried.

Mayor John McPeek discussed several properties located on Elm Street.  These homes are beyond repair and need to be demolished. The council held a discussion regarding back taxes being held with a trustee.  The city cannot fine, invoice or file liens when the property is being held by a trustee.  The property still needs to be mowed, but it will be at the city’s expense.  Commissioner Roger Angelly made the motion to authorize Attorney Kolby Smithpeters to begin the legal process for demolition of these properties. Seconded by Commissioner Raymond Gunning.  A roll call vote was taken with all present voting yes.  Motion carried.

Commissioner Roger Angelly thanked the water/sewer department for their hard work last Friday. There was a sewer main issue and a water break. He also thanked Commissioner Rupert Johnson for allowing the transfer of an employee. This transfer save the city money by not hiring a new employee.

Mayor John McPeek reminded citizens of the 4th Annual Sasquatch Festival on October 05, 2024.

Mayor John McPeek announced the city was notified by the State of Illinois for the approval of the roundabout on Small St. and Veterans Drive. Mike Roberts from Brown and Roberts, Inc. stated the process will start sometime in 2025 and should be completed by 2026.  When the project starts, there will be temporary signals and staging so there will always be access to this area.

Mayor John McPeek stated there is a new development coming along Route 45 and 145. Someone has purchased the buildings between Kroger and TSC.  The developer is going to remodel the property and has potential businesses lined up.  He also stated there are people interested in the buildings between Rural King and the movie theater.  The City of Harrisburg is working hard on cleaning up the city and working with new developers.

Mayor John McPeek stated Commercial Street is being repaved which will make a huge difference.

Mayor John McPeek thanked Papa D’s for decorating the uptown area.  It looks great.

Commissioner Raymond Gunning made the motion to go into executive session to discuss potential litigation.  Seconded by Commissioner Roger Angelly.  A roll call vote was taken with all present voting yes.  Motion carried.
