The regular meeting of the Board of Education of Norris City-Omaha-Enfield Community Unit School District No. 3 was held on Wednesday, October 16, 2024, at the District Office. The meeting was called to order by President Joe Lane at 7:00 p.m. Matt McArthy appointed Acting Secretary.
Roll Call: Present- Frank Graves, Rhonda Forston, Joe Lane, and Matt McArthy. Absent- Kyle Hoskins, Mike Hite, and Heath Rush.
Others in Attendance: Matt Vollman, Superintendent; Carla Carter, Principal; David Reavis, Principal; Brad Wehlermann, Principal; Jessica Jackson, Treasurer; Samantha Brinkley.
Motion to approve Minutes for September 2024 Regular by Joe Lane. Second by Matt McArthy. Unanimous vote. Motion Carried.
Motion to approve the Bills by Joe Lane. Second by Frank Graves. Roll Call Vote- Frank Graves, yes; Rhonda Forston, yes; Joe Lane, yes; Matt McArthy, yes. Motion Carried.
Superintendent Report:
Matt Vollman-
-Update on the tennis court project. Striping and fencing next week. Slight delay due to the rain.
-Baysinger Architects provided scopes of work for various projects at the high school including floor replacements and asbestos abatement; concrete, sidewalks and stairs replacements; science lab updates; home economics room updates; interior door replacements; locker room updates. The Board will look to going to bid for some of these projects. There is possibly some grant money available also.
-The Absher Foundation will be providing a vision clinic for the students in February and will be helping students that need glasses.
-The Stronger Connections grant was approved for $206,000. This grant will be used to provide additional social and mental health services to students as well as safety and security upgrades to the buildings.
Principal Reports:
NCOE Elementary/Mrs. Carter:
-Teachers have time set aside to collaborate and work on state standards.
-Conference in September about improving student engagement in the classroom.
-Conference on October 11 that was very good and offered many different sessions for the teachers.
NCOE Elementary/Mr. Reavis:
-Jr High baseball placed 4th at state.
-Jr High cross country boys and girls team will be competing in state.
-Smiles Group gave a dental presentation to the elementary students.
-Discipline so far has been less of an issue in the building.
-94.2% attendance.
High School/Mr. Wehlermann-
-92.2% attendance.
-Cross Country regional is the 26th and NCOE is hosting the volleyball regionals the week of the 28th.
-October 25 will be a pep rally for Cross Country and Volleyball and a health fair covering topics such as art therapy; comfort dogs; yoga and nutrition. October 25 and 26 is the drama clubs dinner theater and tickets are on sale. October 28 is a band and choir concert.
Motion to approve the Booth Trust monthly report with a balance of $48,071.43 by Matt McArthy. Second by Frank Graves. Roll Call Vote- Frank Graves, yes; Rhonda Forston, yes; Joe Lane, yes; Matt McArthy, yes. Motion Carried.
First reading of PRESS Policy Update #116: 2:260, 5:100, 7:20, 7:185; Draft update Re-written: 2:265. No Action Required.
Motion to approve the White County Hazardous Mitigation Plan by Matt McArthy. Second by Rhonda Forston. Roll Call Vote- Frank Graves, yes; Rhonda Forston, yes; Joe Lane, yes; Matt McArthy, yes. Motion Carried.
FY24 Audit report was presented and reviewed. No audit recommendations were noted and all funds were in good standing. No Action Required.
Motion to Approve Winter Walkers in the high school gym from 6:00 am - 7:30 am by Rhonda Forston. Second by Frank Graves. Unanimous Vote. Motion Carried.

Motion to accept the resignation from Samantha Brinkley as high school assistant softball coach by Joe Lane. Second by Matt McArthy. Unanimous vote. Motion Carried.
