City of Mount Carmel City Council met Oct. 28.

Here are the minutes provided by the council:

Mayor Judge brought the City Council meeting to order.

Present on Roll Call: Mayor Joe Judge Commissioners – Tom Meeks, Eric Ikemire, Tyson Meador, Susan Zimmerman

Also Present: City Administrative Assistant Ryan Turner

APPROVAL OF MINUTES

Mayor Judge requested a motion to approve the council meeting minutes held on October 14, 2024.

Commissioner Ikemire motioned, and Commissioner Meador seconded, to approve the meeting minutes held on October 14, 2024. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Mayor Judge requested a motion to approve the executive council meeting minutes held on October 14, 2024.

Commissioner Zimmerman motioned, and Commissioner Meeks seconded, to approve the executive meeting minutes held on October 14, 2024. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

MAYOR’S COMMENTS

Mayor Judge addressed Mr. James with Mt. Carmel Public Utility about the Riverview Ramble Half Marathon, which was held this past weekend. Mr. James stated that it was a great event with around 996 runners. He appreciates all the help from different organizations that make this an excellent event each year.

Mayor Judge reminded the council that trick-or-treating will occur on October 30 and October 31 from 5 to 7. If you wish not to participate, please leave your porch lights off. Mayor Judge briefly described what different colored jack-o-lantern buckets mean for children. Teal buckets indicate a food allergy; blue buckets indicate autism and purple buckets indicate epilepsy.

Mayor Judge stated that Election Day is next Tuesday and encourages everyone to get out and vote.

COMMISSIONER REPORTS:

COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES AND PARKS

Commissioner Meador reported that the street department is continuing regular city maintenance. They have been working on alleyways and sidewalk projects and cutting down a few trees.

COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS

Commissioner Ikemire reported that we had $37,864.74 in receipts and $40,677.99 in expenditures.

COMMISSIONER TOM MEEKS – WATER AND SEWER

Commissioner Meeks reported that the wastewater plant is running its normal daily operations. They have assisted the street department with pouring concrete and inspected several fire hydrants.

Commissioner Meeks reported that the water department is preparing to transition to the new water plant.

COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Zimmerman reported the fire department is finishing up fire safety week.

Commissioner Zimmerman reported that the fire department has had 17 runs over the last two weeks, including a large fire on West 3rd Street. They have also attended a few public relations events.

Commissioner Zimmerman reminded us that as the time changes this weekend, it is a good idea to check the batteries in our smoke detectors.

Commissioner Zimmerman reported that the city will host an electronics recycling event. It was decided at the meeting that this would occur on November 23rd.

CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER

City Administrative Assistant Ryan Turner reported on the Mt. Carmel Fire Fighters Union. He asked for a motion to accept the contract.

CITY ATTORNEY – DEREK MCCULLOUGH

City Attorney McCullough – no report.

AIRPORT MANAGER – LUIS GARCIA

Airport Manager Garica reported he has changed the battery in the backup generator at the airport and has been working to service and maintain the vehicles.

POLICE CHIEF – MIKE MCWILLIAMS

Police Chief McWilliams reported that the police and sheriff departments attended an event at the public library and a Girl Scouts event.

FIRE CHIEF – FRANCIS SPETH

Fire Chief Speth is absent.

PUBLIC WORKS DIRECTOR – MIKE GIDCUMB

Public Works Director Gidcumb stated that the leaf pickup will probably occur closer to Thanksgiving as the trees are still full.

WABASH COUNTY E.M.A.

Wabash County E.M.A. Representative Rhonda Banks is absent.

BUSINESS MOTIONS

Commissioner Meeks motioned, and Commissioner Ikemire seconded, to accept the contract between the City of Mt. Carmel and the Mt. Carmel Fire Fighters Union Local 4301. The contract runs from 9-01-2024 through 8-30-2027. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Meador motioned, and Commissioner Zimmerman seconded, to approve the consent agenda. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Ikemire motioned, and Commissioner Zimmerman seconded, to adjourn today's meeting. All present voted Aye by voice vote.

The meeting adjourned at 4:21 pm.
