City of Mount Carmel City Council met Nov. 12.

Here are the minutes provided by the council:

Mayor Judge brought the City Council meeting to order.

Present on Roll Call: Mayor Joe Judge; Commissioners – Eric Ikemire, Tyson Meador Susan Zimmerman, Absent Tom Meeks

Also Present: City Administrative Assistant Ryan Turner

APPROVAL OF MINUTES

Mayor Judge requested a motion to approve the October 28, 2024 council meeting minutes.

Commissioner Ikemire motioned, and Commissioner Meador seconded, to approve the meeting minutes held on October 28, 2024. All present voted by roll call. Commissioners Ikemire, Meador, and Zimmerman voted aye.

VISITORS

City Clerk Turner advised that Leslie Hipsher from the Chamber of Commerce was supposed to address the council, but due to a chamber event, she was unable to attend. City Clerk Turner reported Hipsher completed a special event application asking for permission to hold the annual Chamber’s Christmas Parade on December 7, 2024, at 5:15 p.m. The council had no questions and approved the request.

MAYOR’S COMMENTS

Mayor Judge welcomed those in attendance and reminded those who placed election signs in yards to please have them removed as the election is over. Mayor Judge advised that the river camp sales brought in $140,000. He would like to use $100,000 of those funds to construct the new municipal pool. Commissioners in attendance approved the mayor’s request.

Mayor Judge reminded those in attendance that November 23rd was recycling day in Mt. Carmel. He stated that there is a minimal fee for those wanting to get rid of their electronics. He stated that this event would be held in the old Shopko parking lot.

Mayor Judge announced that he and his family will once again hand out Disney books for free. This will take place on November 30, 2024, at Merchant Park. He noted that the hours will be from 9:00 a.m. until noon.

COMMISSIONER REPORTS:

COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES AND PARKS

Commissioner Meador reported that the street department. Meador reported that the street department was finishing the Oak Street sidewalks and preparing for the leaf season. Meador reported everything was running well as expected.

COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS

Commissioner Ikemire reported $332,633.27 in receipts and $291,208.49 in expenditures. The accounts appear close to the budget, leaving the city in good financial shape. Ikemire stated this is due to the higher-than-usual sales tax collected.

COMMISSIONER TOM MEEKS – WATER AND SEWER

Commissioner Meeks is absent.

COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Zimmerman reported that the fire department has responded to 7 calls of service and participated in Hazmat training. She reminded those in attendance that trash is picked up on most holidays and to put the trash cans out the night before to ensure the trash is collected.

CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER

City Administrative Assistant Ryan Turner reported that he received information that a few individuals had inquired about the 615 N. Cherry Property that failed to receive bids during the recent auction held by Mobley Grant. Turner was permitted to put the property up for bid with a stipulation allowing the council to reject a bid should it be deemed non-beneficial to the City.

CITY ATTORNEY – DEREK MCCULLOUGH

City Attorney McCullough: No report.

AIRPORT MANAGER – LUIS GARCIA

Airport Manager Garica reported operations at the airport were running smoothly. Garcia reported he had been busy performing maintenance on the airport equipment.

POLICE CHIEF – MIKE MCWILLIAMS

Police Chief McWilliams: No report

FIRE CHIEF – FRANCIS SPETH

Fire Chief Speth is absent.

PUBLIC WORKS DIRECTOR – MIKE GIDCUMB

Public Works Director Gidcumb reported the brush crew is conducting trial runs with the leaf collection. He stated the Oak Street sidewalk project was finalized and turned out well.

WABASH COUNTY E.M.A.

Wabash County E.M.A. Representative Tyler Kruse was present. Kruse reported that Mark Majors resigned as the E.M.A. director. The new director is Mark Seaton. Kruse stated Seaton was out of town on vacation, or Seaton would have attended today’s meeting.

BUSINESS MOTIONS

Commissioner Ikemire motioned, and Commissioner Meador seconded, to move $100,000.00 from the sale of the river camps to the new pool fund. All present voted by roll call. Commissioners Ikemire, Meador, and Zimmerman voted aye.

Commissioner Ikemire motioned, and Commissioner Zimmerman seconded, to approve the consent agenda. All present voted by roll call. Commissioners Ikemire, Meador, and Zimmerman voted aye.

Commissioner Meador motioned, and Commissioner Zimmerman seconded, to adjourn today's meeting. All present voted Aye by voice vote.

The meeting adjourned at 4:21 pm.
