City of Harrisburg City Council met Dec. 5.

Here are the minutes provided by the council:

The Harrisburg City Council met on December 05, 2024 at 8:00 a.m. at the City Hall located at 110 E. Locust Street, Harrisburg, IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Roger Angelly, Rupert Johnson, and Jonathan Brown answering the roll call. Commissioner Raymond Gunning was absent.

Pastor Jerry Wells, Dorrisville Social Brethren Church led the group in prayer and the Pledge of Allegiance.

Commissioner Roger Angelly made the motion to approve the consent agenda.

Seconded by Commissioner Jonathan Brown. A roll call vote was taken with all present voting yes. Motion carried.

Matt Tosh from Brown and Roberts, Inc. discussed the tank painting project located at St. Mary’s Drive. These documents are for the IEPA loan application. The documents consist of certification of engineering, an environmental checklist, funding nomination form for public water supply loan program and an existing user charge certification sheet. Commissioner Roger Angelly made the motion to authorize Mayor John McPeek to sign the tank painting project documents. Seconded by Commissioner Jonathan Brown. A roll call vote was taken with all present voting yes. Motion carried.

Fire Chief John Gunning did the final mobile home inspection at 1340 W. Robinson Street. They can receive their deposit. Commissioner Roger Angelly made the motion to approve the mobile home deposit refund at 1340 W. Robinson Street. Seconded by Commissioner Jonathan Brown. A roll call vote was taken with all present voting yes. Motion carried.

There was a public hearing held at 7:45 a.m. prior to the regular meeting to discuss vacating two alleys at the request of the Harrisburg Township Park District. There were no citizen comments, questions, or concerns during the public hearing. Commissioner Roger Angelly made the motion to approve Ordinance 1904 vacating a portion of Felton Street alley. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Roger Angelly made the motion to approve Ordinance 1905 vacating the alley between 214 W. National Street and 218 W. National Street. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

The redevelopment agreement presented is because of the demolition project being done by Scott Stout at 20 S. Main Street. Commissioner Roger Angelly made the motion to authorize Mayor John McPeek to sign the redevelopment agreement with Stout House. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

The resolution agreement is for the use of special allocation funds for the demolition of an existing building and redevelopment of 20 S Main Street. Commissioner Roger Angelly made the motion to approve Resolution 24-1205. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Police Chief Nathan Moore presented the following officers with the Life Saving Awards. He made the following speech:

Today I will be awarding life saver awards for incidents involving department personnel over the past 18 months. One of the reasons I would like to highlight these events is that most people are concerned about what cops are or are not doing, whether they are writing enough tickets or not, arresting enough people or not and generally just get caught up in the number. But most people don’t realize how often officers are sent to medical calls. Or how much their presence at these calls is life changing for some people. All five of the events I am getting ready to tell you about are examples of families getting a little or a lot more time with loved ones, because these guys are good at what they do. For the patrol guys who are already out in the car, patrolling the city they will generally have a much quicker response time than EMS because they are already on the street. So, they are often dispatched to serious medical calls and are often the first ones to arrive and begin lifesaving efforts. In those incidents they will provide initial medical care until paramedics arrive and either take over patient care or direct officers on how to continue. Today I will be highlighting five events and awarding eleven medals:

April 19, 2023: Officer Brent Davis and Sergeant Ross Bergman responded to a one car mva where they found the driver slumped over the wheel, he was unresponsive and not breathing. They removed the male from the vehicle and Performed CPR in the roadway until FD arrived and took over. The victim had suffered a heart attack. He survived and was later discharged from the hospital.

June 29, 2023: Sergeant Ross Bergman, Officer Ashton Stanley and Fire Chief John Gunning, performed CPR on a fan at Jay Thompson Field, who after suffering a heart attack was unresponsive and not breathing. FD/paramedics arrived, and they continued CPR while paramedics worked on the victim. The victim was transported to HMC and survived.

March 2, 2024: Sergeant Ross Bergman and Officer Ashton Stanley responded to a report of a suicidal male at an apartment complex. The information reported was that the resident was trying to hang himself but did not include an apartment number, only what floor the apartment was on. Through the process of elimination, they were able to identify the correct apartment, out of ten apartments on the floor, and locate the victim who had in fact hung himself. They found him to be unresponsive and not breathing. They lowered the male to the floor and performed CPR until paramedics arrived. The Victim was transported to HMC and survived.

March 9, 2024: Sergeant Matthew Forrester and Officer Micheal Stover were dispatched to a residence for a male unresponsive and not breathing. After arriving they found a male heart attack victim, they initiated and performed CPR until paramedics arrived and took over care. The victim was transported to HMC and survived.

November 18, 2024: Sergeant Ross Bergman, Officer Michael Stover, and Officer Jacob Barriger responded to a 911 open line at an apartment complex. Upon arriving they found the target apartment and found the front door standing open. After getting no response they entered and found the victim in the back bedroom, unresponsive and not breathing. They began CPR and continued after paramedics arrived. Approximately 12 minutes after officers’ arrival, the victim became responsive and developed a heart rhythm. The victim was transported to HMC and survived.

Commissioner Roger Angelly announced the passing of David Owens. He asked everyone to keep the Owen’s family in their thoughts and prayers. He thanked the mayor for allowing the employees to attend the funeral services. He also thanked those employees who attended the visitation and funeral service. David was a great worker and will be missed.

Mayor John McPeek stated he would like to cancel the January 02, 2025 council meeting due to the holidays falling prior to it. Commissioner Rupert Johnson made the motion to cancel the January 02, 2025 council meeting. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek reminded the citizens of tonight’s Christmas in the Courtyard. Santa Claus will be here. Free carriage rides, hot chocolate, activities, music, and a canned good drive. The lights parade is December 12 at 6:00 p.m.

Commissioner Roger Angelly made the motion to adjourn. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.
