City of Mount Carmel City Council met Dec. 23.

Mayor Judge brought the City Council meeting to order.
Present on Roll Call: Mayor Joe Judge Commissioners – Tom Meeks, Eric Ikemire, Tyson Meador, Susan Zimmerman
Also Present: City Administrative Assistant Ryan Turner
APPROVAL OF MINUTES
Mayor Judge requested a motion to approve the December 9, 2024 council meeting minutes.
Commissioner Ikemire motioned, and Commissioner Meador seconded, to approve the meeting minutes held on December 9, 2024. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

MAYOR’S COMMENTS
Mayor Judge stated that about 23 new laws will come into effect in Illinois next year. He talked briefly about new laws regarding catalytic converters and outdoor lighting control.
Mayor Judge stated that the Shop with a Cop/Fireman/EMS event was a huge success. He expressed his appreciation to all sponsors, organizers, and volunteers.
COMMISSIONER REPORTS:
COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES AND PARKS
Commissioner Meador reported that the street department assisted the brush department on leaf routes. The tennis court demolition is almost complete. They made some repairs to the leaf truck and have begun moving things from the swimming pool. They have also been cleaning storm intakes.
COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS
Commissioner Ikemire reported $511,122.79 in receipts and $349,644.81 in expenditures. We have started to see some of the liquor license revenue. The accounts appear close to the budget, leaving the city in good financial shape.
COMMISSIONER TOM MEEKS – WATER AND SEWER
Commissioner Meeks reported that the sewer department is running normal daily operations. They have used a sewer camera on a couple of projects, assisted with meter reads, fixed a water line, and filled a sinkhole.
Commissioner Meeks stated that the new water plant experienced a few small problems, but final samples have been sent to the IEPA, and we are awaiting results to get our operating permit.
COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE
Commissioner Zimmerman reported the Shop with a Cop/Fireman/EMS event was a great success. She mentioned that the Night of Lights Committee exceeded their goal of $3,000.00 to donate to the event.
Commissioner Zimmerman reported that the fire department had 15 incidents, bringing the annual total to 284.
Commissioner Zimmerman stated that garbage was running as usual.
CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER
In his business report, City Administrative Assistant Ryan Turner asked for separate motions to waive the second reading and approve ordinances 2118, 2119, 2120, and 2121.
CITY ATTORNEY – DEREK MCCULLOUGH
City Attorney McCullough reported progress on the river lot sales, which should be completed in the next couple of weeks.
AIRPORT MANAGER – LUIS GARCIA
Airport Manager Garica thanked the street department and city for their assistance in fixing the snow plow and getting it ready for use.
POLICE CHIEF – MIKE MCWILLIAMS
Police Chief McWilliams reported School District 348 has agreed with us on the SRO program. Seargent Price is the SRO, and his duties there start in January.
Police Chief McWilliams stated that 102 children were impacted by the Shop with a Cop/Fireman/EMS this year.
FIRE CHIEF – FRANCIS SPETH
Fire Chief Speth reported that the ladder testing took place this month, and the fire department will work on 3 small items to fix in January.
PUBLIC WORKS DIRECTOR – MIKE GIDCUMB
Public Works Director Gidcumb thanked Mt. Carmel Public Utility for their assistance in removing some utility poles at the tennis courts.
Public Works Director Gidcumb stated that the State of Illinois requires us to update our building codes, and those changes will be coming soon.
WABASH COUNTY E.M.A.
Wabash County E.M.A. is absent.
BUSINESS MOTIONS
Commissioner Meeks motioned, and Commissioner Ikemire seconded on Ordinance 2118 to authorize the sale of Old Ferry Lots (river lots). The auction is to be conducted by Mobley & Grant Auction Company. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
Commissioner Meador motioned, and Commissioner Ikemire seconded, on Ordinance 2119 to authorize the sale of the Old Ferry lots to certain bidders. The auction was conducted by Mobley & Grant Auction Company. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
Commissioner Ikemire motioned, and Commissioner Zimmerman seconded on Ordinance 2120 to authorize the sale of 615 N. Cherry Street. The property was surplus property owned by the City of Mt. Carmel. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
Commissioner Meeks motioned, and Commissioner Meador seconded, on Ordinance 2021 to authorize the sale of 615 N. Cherry Street to John Rhine for $8,000.00. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
Commissioner Ikemire motioned, and Commissioner Zimmerman seconded, to approve the consent agenda. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
Commissioner Zimmerman motioned, and Commissioner Meador seconded, to adjourn today's meeting. All present voted Aye by voice vote.
