City of Mount Carmel City Council met Feb. 3.

Here are the minutes provided by the council:

Mayor Judge brought the City Council meeting to order.

Present on Roll Call: Mayor Joe Judge Commissioners – Eric Ikemire, Tyson Meador, Susan Zimmerman

APPROVAL OF MINUTES

Mayor Judge requested a motion to approve the January 21, 2025, council meeting minutes.

Commissioner Ikemire motioned, and Commissioner Meador seconded, to approve the meeting minutes held on January 21, 2025. All present voted by roll call. Commissioner Meeks is absent. Commissioners Ikemire, Meador, and Zimmerman voted aye.

Mayor Judge requested a motion to approve the January, 21, 2025 executive council meeting minutes.

Commissioner Ikemire motioned, and Commissioner Zimmerman seconded, to approve the meeting minutes held on January 21, 2025. All present voted by roll call. Commissioner Meeks is absent. Commissioners Ikemire, Meador, and Zimmerman voted aye.

VISITORS

Mayor Judge presented visitors with a merchant’s gift check for winning the snowman building contest.

MAYOR’S COMMENTS

Mayor Judge reported there has been a few water main breaks over the weekend that crews have been working to repair.

Mayor Judge stated that Commissioner Meeks wanted him to mention that there will be a ribbon cutting coming up in March for the new water plant.

Mayor Judge reported that even though it is still months away, preparations for the 4th of July are in progress. Whiskey Throttle will be the band that is performing on July 5th.

Mayor Judge stated that they are patching some places on 9th Street. He reported that the sidewalk project should begin in April. This is a state project. Once the sidewalks are finished, the road work will begin.

Mayor Judge said the pool project is moving forward slowly.

COMMISSIONER REPORTS:

COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES AND PARKS

Commissioner Meador reported that crews have assisted with the water main breaks, been cleaning storm intakes, performing regular maintenance on vehicles and the property, and also assisted with the Bainum Street fire.

COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS

Commissioner Ikemire stated that in the last two weeks we had $215,079.86 in receipts and $50,952.01 in expenditures.

COMMISSIONER TOM MEEKS – WATER AND SEWER

Commissioner Meeks is absent.

COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Zimmerman reported that the fire department had received 11 calls in the last two weeks. She thanked all departments for their efforts and assistance with the Bainum Street fire. Commissioner Zimmerman reported that the fire department had the pleasure of escorting the Jr Lady Aces basketball team after their 3rd place win at state. She congratulated the team on a successful season.

Commissioner Zimmerman reported that leaf pick-up is complete and will not be running anymore this season. She reminds the city that if you have leaves, you can bag them up and set them at the curb as the brush truck will pick them up.

CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER

City Administrative Assistant Ryan Turner is absent. Public Works Director, Mike Gidcumb is filling in for him.

Mr. Gidcumb asked the council for a motion to move the February 18 meeting to February 14 at noon.

Mr. Gidcumb briefly discussed phase 2 of the new water plant and asked the council to authorize Mayor Judge or City Administrative Assistant, Ryan Turner, to sign for this.

CITY ATTORNEY – DEREK MCCULLOUGH

City Attorney McCullough is absent.

AIRPORT MANAGER – LUIS GARCIA

Airport Manager Garica reported that he has been working on cleaning up the runways at the airport.

POLICE CHIEF – MIKE MCWILLIAMS

Police Chief McWilliams – no report.

FIRE CHIEF – FRANCIS SPETH

Fire Chief Speth thanked the public works departments as well as all mutual aid departments that assisted with the structure fire. He also reminds the public that there are burn ordinances. If you burn against these ordinances, you will be ticketed. If you would like to view an ordinance, those can be found on the city website.

PUBLIC WORKS DIRECTOR – MIKE GIDCUMB

Public Works Director Gidcumb reports that they are getting ready and making preparations for summer road maintenance.

WABASH COUNTY E.M.A.

Wabash County E.M.A. is absent.

BUSINESS MOTIONS

Commissioner Ikemire motioned, and Commissioner Meador seconded, to move the February 18, 2025 council meeting to Friday, February 14, 2025, at 12:00pm. All present voted by roll call. Commissioner Meeks is absent. Commissioners Ikemire, Meador, and Zimmerman voted aye.

Commissioner Ikemire motioned, and Commissioner Meador seconded, to go into an engineering agreement for phase 2 of the water plant with Donohue, granting Mayor or City Clerk authority. All present voted by roll call. Commissioner Meeks is absent. Commissioners Ikemire, Meador, and Zimmerman voted aye.

Commissioner Meador motioned, and Commissioner Zimmerman seconded, to approve the consent agenda. All present voted by roll call. Commissioner Meeks is absent. Commissioners Ikemire, Meador, and Zimmerman voted aye.

Commissioner Ikemire motioned, and Commissioner Zimmerman seconded, to adjourn today's meeting. All present voted Aye by voice vote.

The meeting adjourned at 4:10 pm.
