City of Mount Carmel City Council met March 3.

Here are the minutes provided by the council:

Mayor Judge brought the City Council meeting to order.

Present on Roll Call: Mayor Joe Judge Commissioners – Tom Meeks, Eric Ikemire, Tyson Meador, Susan Zimmerman

Also Present: City Administrative Assistant Ryan Turner

APPROVAL OF MINUTES

Mayor Judge requested a motion to approve the February 14, 2025, council meeting minutes.

Commissioner Ikemire motioned, and Commissioner Meador seconded, to approve the February 14, 2025, meeting minutes. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Mayor Judge requested a motion to approve the February 14, 2025, executive council meeting minutes.

Commissioner Meador motioned, and Commissioner Meeks seconded, to approve the February 14, 2025, executive meeting minutes. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye

Mayor Judge requested a motion to approve the February 18, 2025, council meeting minutes.

Commissioner Zimmerman motioned, and Commissioner Ikemire seconded, to approve the February 18, 2025, meeting minutes. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

VISITORS

Mayor Judge announced visitor Wayne Waldon. Wayne asked the council for permission for the Kiwanis to use Southgate Industrial Park to host a two-day circus on May 3 and 4, 2025.

Mayor Judge announced visitor Bobby from Wabash Laundry, LLC. Bobby was in attendance to discuss a RDBG Grant opportunity.

MAYOR’S COMMENTS

Mayor Judge congratulated the Lady Aces and Coach McCarty on their success. Mayor Judge reported that he has been going over the state budget.

Mayor Judge reported that he has submitted the lead line service report and the state police retention grant report.

Mayor Judge reported that the airport hanger design was presented and rejected. We asked for some changes, and hopefully, it will be ready for bid sometime in April.

Mayor Judge said there is a meeting for the demo bids for the swimming pool today at 4:00.

Mayor Judge announced an open house at the new water plant on March 17, with a ribbon cutting at 12:00.

COMMISSIONER REPORTS:

COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES AND PARKS

Commissioner Meador reported that crews have been performing property and equipment maintenance. They have been assisting with clean up at the old tennis courts and filling potholes.

Mayor Judge and Commissioner Meador reminded the council that the restrooms at the city park will be open from April 15 to November 15.

COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS

Commissioner Ikemire stated that in the last two weeks, we received $255,512.32 in receipts and spent $488,824.83.

COMMISSIONER TOM MEEKS – WATER AND SEWER

Commissioner Meeks reported that the water plant is running smoothly. They have been performing maintenance on water wells.

Commissioner Meeks reported that pump two at the sewer plant had some repairs made and is now working. Parts have been priced for pump 1.

Commissioner Meeks reported that water and sewer maintenance has repaired several water leaks, jetted out several sewer lines, replaced three valves, performed 26 locates, and completed OSHA training.

COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Zimmerman reported that the fire department has had 18 calls since the last council meeting. They received mutual aid training and renewed their CPR certifications.

Commissioner Zimmerman reported that we will have a big trash pick up again the week of March 31, 2025 – April 4, 2025.

Commissioner Zimmerman said we will have another electronic recycling day on May 3, 2025.

CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER

City Administrative Assistant Turner asked the council to make a motion to proceed with the RDBG Grant for Wabash Laundry, LLC.

CITY ATTORNEY – DEREK MCCULLOUGH

City Attorney McCullough – no report.

AIRPORT MANAGER – LUIS GARCIA

Airport Manager Garica reported he has been preparing the airport for spring, had a few motion classes, and has had several calls on the new hangar.

POLICE CHIEF – MIKE MCWILLIAMS

Police Chief McWilliams is absent.

FIRE CHIEF – FRANCIS SPETH

Fire Chief Speth is absent.

PUBLIC WORKS DIRECTOR – MIKE GIDCUMB

Public Works Director Gidcumb reported that the leaf routes are finished. The equipment is put up. Public Works Director Gidcumb reported that crews have been working on the old tennis courts.

WABASH COUNTY E.M.A.

Wabash County E.M.A. is absent.

BUSINESS MOTIONS

Commissioner Meeks and Commissioner Ikemire seconded the proceeding with the RDBG Grant for Wabash Laundry, LLC. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Zimmerman motioned, and Commissioner Meador seconded, to approve the consent agenda. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Ikemire motioned, and Commissioner Zimmerman seconded, to adjourn today's meeting. All present voted Aye by voice vote.

The meeting adjourned at 2:20 pm.
