City of Mount Carmel City Council met March 17.

Here are the minutes provided by the council:

Mayor Judge brought the City Council meeting to order.

Present on Roll Call: Mayor Joe Judge Commissioners – Tom Meeks, Eric Ikemire, Tyson Meador, Susan Zimmerman

Also Present: City Administrative Assistant Ryan Turner

APPROVAL OF MINUTES

Mayor Judge requested a motion to approve the minutes from the March 3, 2025, council meeting.

Commissioner Ikemire motioned, and Commissioner Meador seconded, to approve the minutes of the March 3, 2025, meeting. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

VISITORS

Mayor Judge announced the guest, Janice Crow. Janice is the Regional Council Manager at Birth to Five Illinois.

MAYOR’S COMMENTS

Mayor Judge congratulated the Guns on their win at the Guns and Hoses game.

Mayor Judge reported that the open house and ribbon-cutting ceremony for the new water plant took place today. He thanked the Wabash County Chamber and all who attended.

Mayor Judge reminded the city to ensure that golf carts are registered.

Mayor Judge thanked Illinois State Representative Mike Bost and his staff for the certificate they presented at the ribbon cutting for the new water plant.

COMMISSIONER REPORTS:

COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES AND PARKS

Commissioner Meador reported that crews have been performing property and equipment maintenance. They have been assisting with clean up at the old tennis courts and filling potholes.

COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS

Commissioner Ikemire stated that in the last two weeks, we received $262,199.06 in receipts and had $195,479.75 in expenditures.

COMMISSIONER TOM MEEKS – WATER AND SEWER

Commissioner Meeks reported that the water plant is running smoothly. They have been performing maintenance on water wells.

Commissioner Meeks reported that the sewer plant is pricing and repairing some equipment.

Commissioner Meeks reported that the water maintenance plant has done 12 locates and assisted with meter reads.

COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Zimmerman congratulated the Lady Aces on their 3rd place win at state. The fire department had the privilege of escorting the girls through town.

Commissioner Zimmerman reminded the council that, with the recent time change, now is a good time to check your batteries and test your smoke and carbon monoxide detectors.

Commissioner Zimmerman reported that the big trash pickup will be from March 31 to April 4. Commissioner Zimmerman reported that the electronic recycling day will be on May 3.

CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER

City Administrative Assistant Turner discussed and requested motions on the following resolutions: Resolution 709, Resolution 710, and Resolution 711.

City Administrative Assistant Turner, along with Mayor Judge, discussed Ordinance 2123 on the grocery tax.

City Administrative Assistant Turner requested motions to accept the bids for the demolition of the swimming pool.

CITY ATTORNEY – DEREK MCCULLOUGH

City Attorney McCullough reminded the city of the leash law. Please ensure that your dogs are on a leash.

AIRPORT MANAGER – LUIS GARCIA

Airport Manager Garica reported he has been preparing the airport for spring. He attended a truck show in Indianapolis to look at some snow equipment.

POLICE CHIEF – MIKE MCWILLIAMS

Police Chief McWilliams – no report

FIRE CHIEF – FRANCIS SPETH

Fire Chief Speth – no report

PUBLIC WORKS DIRECTOR – MIKE GIDCUMB

Public Works Director Gidcumb reported that crews have been working on the old tennis courts.

WABASH COUNTY E.M.A.

Wabash County E.M.A. is absent.

BUSINESS MOTIONS

Commissioner Meeks and Commissioner Ikemire seconded, to approve the community development grant to benefit Motorad. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Meador and Commissioner Zimmerman seconded, to approve the TIF agreement between the City of Mt. Carmel and the Mt. Carmel Eagles Club. A one-time grant of $14,800.00 is to be awarded to upgrade the HVAC System. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Ikemire and Commissioner Zimmerman seconded the acceptance of 2025 MFT spending. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Ikemire and Commissioner Meeks seconded the acceptance of the bid of $12,500.00 by Guisewite Excavating & Recycling, LLC for the removal of asbestos at the Mt. Carmel City Pool. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Meador and Commissioner Ikemire seconded the acceptance of the bid of $107,900.00 by Swanson Excavating for the demolition of the City Pool, the pool house, and the pool pump house, as well as the crushing of all concrete and brick. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Zimmerman motioned, and Commissioner Ikemire seconded, to approve the consent agenda. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Zimmerman motioned, and Commissioner Meador seconded, to adjourn today's meeting. All present voted Aye by voice vote.

The meeting adjourned at 4:38 pm.
