City of Mount Carmel City Council met March 31.
Here are the minutes provided by the council:
Mayor Judge brought the City Council meeting to order.
Present on Roll Call: Mayor Joe Judge Commissioners – Tom Meeks, Eric Ikemire, Tyson Meador, Susan Zimmerman
Also Present: City Administrative Assistant Ryan Turner
APPROVAL OF MINUTES
Mayor Judge requested a motion to approve the minutes from the council meeting on March 17, 2025.
Commissioner Meador motioned, and Commissioner Meeks seconded, to approve the March 17, 2025 meeting minutes. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

MAYOR’S COMMENTS
Mayor Judge reported that the city is currently working on the budget.
Mayor Judge reported that the 9th Street project is moving forward. They are currently patching holes. They will begin working on the sidewalks soon and then, later in the spring or summer, begin resurfacing the road.
Mayor Judge reported that the park restrooms will be opening soon.
COMMISSIONER REPORTS:
COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES, AND PARKS
Commissioner Meador reported that crews cut down a tree at the duck pond. They have been working at the ballparks, getting ready for the season. They have painted some parking stalls and cleaned out storm intakes.
COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS
Commissioner Ikemire stated that in the last two weeks, we received $172,423.74 in receipts and spent $654,841.20.
COMMISSIONER TOM MEEKS – WATER AND SEWER
Commissioner Meeks reported that the water plant is running smoothly.
Commissioner Meeks reported that the sewer plant is pricing and repairing some equipment.
Commissioner Meeks reported that the water maintenance plant has done several locates and worked on some sewer lines.
COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE
Commissioner Zimmerman reported that the big trash pickup is happening now. It will be from March 31 to April 4.
Commissioner Zimmerman reported that the electronic recycling day will be on May 3.
Commissioner Zimmerman reported that the fire department had had 15 runs. They assisted with a fire in Allendale as well.
CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER
City Administrative Assistant Turner discussed and requested a motion for Resolution 712.
City Administrative Assistant Turner discussed and asked for a motion on Ordinance 2123 on the grocery tax.
City Administrative Assistant Turner reported he is currently working on the budget and asks that each department get with him.
CITY ATTORNEY – DEREK MCCULLOUGH
City Attorney McCullough – no report.
AIRPORT MANAGER – LUIS GARCIA
Airport Manager Garica reported that he has been preparing the airport for spring. He has been repairing transformers on the runway. Bids for the new hangar project will open soon.
POLICE CHIEF – MIKE MCWILLIAMS
Police Chief McWilliams reported no damage from the recent storms. School Resource Officer Price will be getting a new vehicle.
FIRE CHIEF – FRANCIS SPETH
Fire Chief Speth – no report
PUBLIC WORKS DIRECTOR – MIKE GIDCUMB
Public Works Director Gidcumb reported that bid letting for the summer maintenance will be at 11:00 on April 14, 2025.
Public Works Director Gidcumb reported that crews have started mowing the cemeteries.
WABASH COUNTY E.M.A.
Wabash County E.M.A. is absent.
BUSINESS MOTIONS
Commissioner Meeks and Commissioner Ikemire seconded the adoption of Ordinance 2123, known as the 1% sales tax. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
Commissioner Ikemire and Commissioner Zimmerman seconded the adoption of Resolution 712, which supports Illinois America 250. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
Commissioner Meador motioned, and Commissioner Zimmerman seconded, to approve the consent agenda. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
Commissioner Ikemire motioned, and Commissioner Zimmerman seconded, to adjourn today's meeting. All present voted Aye by voice vote.
