Paul Jacobs introduced HB1342 in the Illinois House on Jan. 14, 2025, during the general assembly session 104, according to the Illinois General Assembly.

According to the Illinois General Assembly site, the legislature summarized the bill's official text as follows: "Reenacts the Invest in Kids Act and makes the Act permanent. Amends the Illinois Income Tax Act to make conforming changes. Effective immediately."

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill reenacts the Invest in Kids Act, making it permanent, and amends the Illinois Income Tax Act for consistency. The Invest in Kids Act provides educational scholarships to eligible students in Illinois to attend non-public schools through authorized contributions made by taxpayers, who in return receive tax credits. It removes the previous sunset provision that would have ended the act on Jan. 1, 2025, and validates all actions taken under the Act since its inception on Aug. 31, 2017. The bill requires scholarship granting organizations to prioritize scholarship awarding, operate transparently, and report regularly on the scholarships' usage. It imposes strict guidelines on contributions, ensuring funds are used primarily for scholarships while preserving oversight and accountability. The Act is effective immediately.

Paul Jacobs has proposed another 10 bills since the beginning of the 104th session.

Paul Jacobs is currently serving in the Illinois State House, representing the state's 118th House District. He replaced previous state representative Patrick Windhorst in 2023.

Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
