The regular meeting of the Board of Education of Norris City-Omaha-Enfield Community Unit School District No. 3 was held on Wednesday, April 23, 2025, at the District Office. The meeting was called to order by Secretary Mike Hite at 7:00 p.m.
Roll Call: Present- Matt McArthy, Frank Graves, Rhonda Forston, Heath Rush, Kyle Hoskins, and Mike Hite. Absent- None.
Others in Attendance: Matt Vollman, Superintendent; Carla Carter, Principal; David Reavis, Principal; Brad Wehlermann, Principal; Jessica Jackson, Treasurer; Heather Savage; Kathy Sands; Michael Brown; J.C. Tinsley.
Motion to approve Regular and Closed Minutes for March 2025 by Matt McArthy. Second by Mike Hite. Unanimous vote. Motion Carried.
Review of elections result from April 1, 2025 proved Mike Hite; Alex Ridge; Heath Rush; and Frank Graves winners.

Motion to appoint Matt McArthy as President of the Board by Mike Hite. Second by Heath Rush. Unanimous Vote. Motion Carried.
Motion to appoint Heath Rush as Vice President of the Board by Frank Graves. Second by Mike Hite. Unanimous Vote. Motion Carried.
Motion to appoint Mike Hite as Secretary of the Board by Matt McArthy. Second by Heath Rush. Unanimous Vote. Motion Carried.
Motion to approve the Bills by Matt McArthy. Second by Frank Graves. Roll Call Vote- Alex Ridge, yes; Kyle Hoskins, yes; Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Mike Hite, yes. Motion Carried.
Heather Savage presented to the Board a new Teacher Mentoring Program. She has worked on this program as part of her Master's Degree but also with Mrs. Carter and other staff members of the district.
The program will be for first and second year teachers to have a mentor in their building to help guide them and make their transition to teaching and to the building a smoother process.
Motion to approve the Booth Trust monthly report with a balance of $49,183.70 by Matt McArthy. Second by Heath Rush. Roll Call Vote- Alex Ridge, yes; Kyle Hoskins, yes; Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Mike Hite, yes. Motion Carried.
Principal Reports:
NCOE Elementary/PreK/Mrs. Carter-
-Kindergarten registration had 31 students identified for next year.
-Prek has 8 returning and screenings are May 7 and May 8.
-Friday is a half day in-service.
NCOE Elementary/Mr. Reavis:
-Attendance is 93.7%.
-IAR and ISA state testing is finished.
-May 5-9 is teacher appreciation week.
-Prek-8th is participating in Book Blast which is a new program to the district to provide students the chance to receive free books and win prizes.
-Congratulations to Hadley Douglass for breaking the school record in track for the 800m and 1600m and to Aven Scala for breaking the school record for the high jump and the long jump in track.
High School/Mr. Wehlermann-
-Semi Formal dance is this Saturday.
-May 1st is the high school band and choir concert.
-May 3rd is the Senior Class pickleball tournament.
-May 6-10 is the senior trip to Washington DC with 24 students going.
-May 14 is Baccalaureate at 7:00 pm hosted by the Ministerial Alliance; May 15 is Senior Honors at 10 am; May 16 is Graduation at 7:00 pm followed by the Drug and Alcohol Free Party.
-The Annual Golf Scramble is Friday June 22 due to availability at the golf course.
-Congratulations to the ACES team members Landon Garrison for 3rd place State in Chemistry and Braylon Phillips for 1st place State in Chemistry.
Superintendent Report/Matt Vollman-
-Bus engine will need to be replaced in a 2020 bus and the cost will be $12,000.
-Bond Referendum Question passed on the ballet during April's election.
-Received bids for the Home Ec remodel; Door replacement at the high school; Floor replacement at the high school; and asbestos abatement at the high school. Bids came in from HE Mitchell and Zeller Construction for the home ec bid (base bid) and floor bid (alternate #1 bid) and doors (alternate #2 bid). Schemel Companies bid on the asbestos abatement. Zeller Construction had the lowest bid overall with $856,000 while HE Mitchell bid $862,820. Schemel Companies bid $70,900 for the abatement project.
Motion to accept the general contract bid from Zeller Construction for the base bid, alternative #1, and alternative #2 by Matt McArthy. Second by Heath Rush.
