Mayor Judge brought the City Council meeting to order.
Present on Roll Call: Mayor Joe Judge, Commissioners – Tom Meeks, Eric Ikemire, Tyson Meador, Susan Zimmerman

APPROVAL OF MINUTES
Mayor Judge requested a motion to approve the minutes from the April 28, 2025, council meeting.
Commissioner Zimmerman motioned, and Commissioner Meador seconded, to approve the April 28, 2025, meeting minutes. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

MAYOR’S COMMENTS
Mayor Judge congratulated all graduates. He acknowledged and congratulated Megan Hagerty and Riyah Hall as the recipients of the Aces Scholarships.
Mayor Judge reported that the 9th Street project is moving along with the sidewalk replacement portion. He reminds the city that this is a state project. The city has no oversight of it or anything to do with it.
Mayor Judge reported that the pool project is moving forward. The building will be demolished in early June. Mayor Judge and Mr. Turner have met with the engineers and are working on pool designs.
COMMISSIONER REPORTS:
COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES, AND PARKS
Commissioner Meador reported that crews have been working to pour concrete to fix a few alleys, sidewalks, and other places. They also poured concrete for the memorial bench at the duck pond.
Commissioner Meador reported that the department has worked to clean up a lot of storm damage and has continued the normal daily maintenance.
COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS
Commissioner Ikemire reported $511,713.51 in receipts and $542,284.99 in expenditures over the last two weeks. We exceeded our budget on revenue.
COMMISSIONER TOM MEEKS – WATER AND SEWER
Commissioner Meeks reported that the water plant is running smoothly. All water samples are above the required standards.
Commissioner Meeks reported that the wastewater plant has been keeping up with mowing around it and at the levee.
Commissioner Meeks reported that the maintenance plant was located in 28 locations, assisted in reading water meters, fixed water leaks, assisted the street department with pouring concrete, and used a jet truck to clean several sewers.
COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE
Commissioner Zimmerman recognized and congratulated Lieutenant Aaron Brown. Lieutenant Brown was awarded the 2024 State Fire Marshall Prevention and Life Safety Award. He will be honored at the Medal of Honor Ceremony in Springfield, IL, on May 13, 2025.
Commissioner Zimmerman reported that the fire department had 12 events over the last two weeks.
Commissioner Zimmerman asked Mr. Turner to advise on a new plan for the mosquito spraying. It isn't easy to please everyone. To make things better, the city will try not to spray as much in some neighborhoods and spray more at the ballparks, parks, and other public areas.
CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER
City Administrative Assistant Turner asked the council to appoint Robert Clark to a three-year term on the Fire Pension Board from 5/15/2025 to 5/15/2028.
City Administrative Assistant Turner asked the council to approve Hanson's bid for the Mt. Carmel Airport expansion. The city is responsible for up to $90,000.00 of the project.
CITY ATTORNEY – DEREK MCCULLOUGH
City Attorney McCullough – no report (absent).
AIRPORT MANAGER – LUIS GARCIA
Airport Manager Garcia reported that he has been mowing and maintaining the equipment at the airport.
POLICE CHIEF – MIKE MCWILLIAMS
Police Chief McWilliams was happy to report that prom and graduation were not major events or incidents from a law enforcement perspective. He wished everyone a safe and happy summer.
FIRE CHIEF – FRANCIS SPETH
Fire Chief Speth is absent
PUBLIC WORKS DIRECTOR – MIKE GIDCUMB
Public Works Director Gidcumb is absent.
WABASH COUNTY E.M.A.
Wabash County E.M.A. is absent.
BUSINESS MOTIONS
Commissioner Zimmerman motioned, and Commissioner Meeks seconded, to appoint Robert Clark to a three-year term to serve on the Fire Pension Board from 5/15/2025 through 5/15/2028. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
Commissioner Meeks motioned, and Commissioner Meador seconded, to approve the bid recommended by Hanson for the Mt. Carmel Airport expansion. The city is responsible for up to $90,000.00 (ninety thousand dollars) of the project. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
Commissioner Meador motioned, and Commissioner Zimmerman seconded, to approve the consent agenda. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
Commissioner Meador motioned, and Commissioner Zimmerman seconded, to adjourn today's meeting. All present voted Aye by voice vote.
