The regular meeting of the Board of Education of Norris City-Omaha-Enfield Community Unit School District No. 3 was held on Wednesday, May 21, 2025, at the District Office. The meeting was called to order by President Matt McArthy at 7:00 p.m.
Roll Call: Present- Alex Ridge, Kyle Hoskins, Matt McArthy, Frank Graves, Rhonda Forston, Heath Rush, Mike Hite. Absent- None.
Others in Attendance: Matt Vollman, Superintendent; Carla Carter, Principal; David Reavis, Principal; Brad Wehlermann, Principal; Jessica Jackson, Treasurer; J.C. Tinsley; Kevin Wills; Michael Brown.
Motion to approve Regular and Closed Minutes for April 2025 by Matt McArthy. Second by Heath Rush. Unanimous vote. Motion Carried.
Motion to approve the Bills by Matt McArthy. Second by Heath Rush. Roll Call Vote- Alex Ridge, yes; Kyle Hoskins, yes; Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Mike Hite, yes. Motion Carried.
Motion to approve the Booth Trust monthly report with a balance of $49,159.06 by Matt McArthy. Second by Frank Graves. Roll Call Vote- Alex Ridge, yes; Kyle Hoskins, yes; Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Mike Hite, yes. Motion Carried.
Superintendent Report/Matt Vollman-
-1.5 million dollars in scholarships were awarded to the 2025 graduating class. This class has 35 students. Thanked the Absher Foundation as well as the NCOE Alumni for their generous scholarships. Blessed by community and the local support the students receive to continue their educations.
-Unfortunately, there is an anticipated proration of funding from the State for transportation money to the schools.
-Work begins June 1 on the high school projects of the doors, floors, and home ec room.
-Thank you to J.C. Tinsley and WRUL for broadcasting the senior honors program.
Principal Reports:
High School/Mr. Wehlermann-
-High School attendance for the year is 92.5% and is up from 90.2% last year.
-Graduation and the after party went very well and thank you to the numerous donations and community support to make this happen.
-Underclassman awards will be Tuesday at 1:30.
-May 28 and 29 are final exams.
-Site Threat Assessment was conducted at the high school and the building and procedures scored well. After the new doors and the future plans of the office the assessors said our high school would be setting a high standard for safety.
NCOE Elementary/Mr. Reavis:
-Attendance was 93.4% for April. Feels attendance has been improved due to the truancy program.
-The PTO provided many treats for teachers and staff during teacher appreciation week.
-Thank you to Logan Tharp for drawing portraits of every 8th grade graduate.
-New water heater broke but is under warranty.
NCOE Elementary/PreK/Mrs. Carter-
-Kindergarten graduation will be Friday at 9 am.
-Prek graduation is May 18th at 6:00 pm.
-Recognized Jana Johnson, Teresa Hutchinson, and Vicki Dobson on their retirements.
Kevin Wills with Bernardi Securities presented information on the resolutions for the Working Cash Bonds.

Motion to set meal prices for the Annex and Lab at $1.90 for breakfast; $3.65 for lunch and $1.45 for a la carte by Matt McArthy. Second by Mike Hite.
