Galatia Community Unit School District 1 Board of Education met May 27.

Here are the minutes provided by the board:

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, B.J. Pigg, Holly Murphy, and Amy Richey. Bryan McCabe was absent. Four (4) members present and one (1) member absent. Board President, Tim Pribble, called the meeting to order at 6:33 p.m. Also present: Superintendent, Shain Crank, HS Principal, Ashley Launius, and Recording Secretary, Michele Hankins.

President Pribble led the Board and attendees in the Pledge of Allegiance.

Bryan McCabe entered the meeting at 6:50 p.m.

VISITORS:

There were no visitors.

ADDITIONS/DELETIONS TO AGENDA:

There was no additions/deletions to the agenda.

EXECUTIVE SESSION:

1. A motion was made by Pribble and seconded by Murphy to enter Executive Session at 6:34 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity; matters of student discipline or review executive session minutes. Murphy-aye, Pribble-aye, Richey-aye, and Pigg-aye. Four (4) ayes, motion carried.

2. A motion was made by Pribble and seconded by Richey to end Executive Session at 8:29 p.m. Jackson- aye, Pigg-aye, Murphy-aye, Pribble-aye, Richey-aye, Ferrell-aye, and McCabe-aye. Five (5) ayes, motion carried.

3. A motion was made by Pribble and seconded by McCabe to approve the Executive Session minutes. Murphy-aye, Pribble-aye, Pigg-aye, Richey-aye, and McCabe-aye. Five (5) ayes, motion carried.

Board Member Appointment

4. A motion was made by Pribble and seconded by Pigg to appoint Mike Cummins as a school board member for a two-year term. Murphy-aye, McCabe-aye, Richey-aye, Pigg-aye, and Pribble-aye. Five (5) ayes, motion carried.

Board Member Appointment

5. A motion was made by McCabe and seconded by Pigg to appoint Tiffany Baird as a board member for a two-year term. McCabe-aye, Murphy-aye, Richey-aye, Pigg-aye, and Pribble-aye. Five (5) ayes, motion carried.

Resignation

6. A motion was made by McCabe and seconded by Richey to accept Denise Bourland's resignation as a special education aide at the end of the 2024/2025 school year. Richey-aye, Pribble-aye Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

JH Science/ELA Teacher

7. A motion was made by Pribble and seconded by McCabe to hire Beatrice Belford as a junior high science/ELA teacher for the 2025/2026 school year per salary schedule and background check. Richey- aye, Pribble-aye Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

HS English Teacher

8. A motion was made by Richey and seconded by Murphy to hire Samantha Davis as a high school English teacher for the 2025/2026 school year per salary schedule and background check. Richey-aye, Pribble-aye Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

Full-Time Substitute

9. A motion was made by McCabe and seconded by Richey to hire Hannah Howell as a full-time substitute teacher for the 2025/2026 school year. Richey-aye, Pribble-aye Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

Resignation

10. A motion was made by Pribble and seconded by McCabe to accept Matt Hall's resignation as junior high science teacher effective at the end of the 2024/2025 school year. Murphy-aye, McCabe-aye, Richey-aye, Pigg-aye, and Pribble-aye. Five (5) ayes, motion carried.

Assistant Coaches

11. A motion was made by McCabe and seconded by Pigg to approve the following coach assistants for the 2025/2026 school year:

• Junior high softball: Mike Leverett, Paul Whittaker, Lloyd Whittaker

• Junior high baseball: Tyler Thompson, Mike Jenkins

• Junior high cheerleading: Lindsey McClerren

• Junior high boys basketball: Chris Littler; AJ Hankins

• Junior high girls basketball: Laura Morris, Mandy Combs

• Basscats: Bryan McCabe, Ryan Ridgeway

• Trapcats: Laura McLaughlin pending background check

Junior High Volleyball Coach

12. A motion was made by McCabe and seconded by Pigg to employ Lorrae Fulkerson as the junior high volleyball coach for the 2025/2026 school year. Murphy-aye, McCabe-aye, Richey-aye, Pigg-aye, and Pribble-aye. Five (5) ayes, motion carried.

PRINCIPAL REPORT:

Master Schedule: It will be ready for the next school board meeting. The schedule is dependent upon hiring of the junior high position and what content areas they are certified in teaching.

College and Career Pathways "Opt Out": An initiative from ISBE for school districts to award College and Career Pathway Endorsements to high school graduates. Students earn endorsements by completing an individualized learning plan, a career-focused instructional sequence, and professional learning opportunities. While this is a great idea in theory, there are several reasons why this is not feasible for a school district our size. The school district currently provides a foundational structure for college and career readiness through academic counseling, career exploration, activities, and some dual credit/dual enrollment opportunities. Galatia students also have the availability to attend SIC for college classes that we cannot offer in-house. This cost of implementation outweighs the immediate benefit. Investments in curriculum development, staffing facilities, and necessary certifications would place a considerable financial strain on the district's budget. A significant barrier to full implementation is the availability of properly licensed or credentialed teachers to offer duel credit and career-specific coursework required by endorsement areas. Recruiting and retaining such educators would present an ongoing challenge, and may not be realistic without state-level incentives or additional regional partnerships.

Safety Care Training: Mrs. Launius will be attending a training in St. Louis for 3 days. This training will give her the certification to provide our own Safety Care training to individual aides, classroom aides, teachers, and administration. We have had a very difficult time finding training for our staff working with students who have behavioral concerns. This will allow us to be flexible in how we offer this to our staff when we need it. WOVSED pays the training fees. Moving forward, I will just have to take a refresher course each year to keep my certification and those are usually offered in Norris City. Safety-Care is more than crisis management training; it provides the skills and competencies necessary to effectively prevent, minimize, and manage behavioral challenges with dignity, safety, and the possibility of change. Safety-Care delivers the tools you need to be safe when working with behavior challenging individuals using up-to-date and effective technologies from Applied Behavior Analysis (ABA) and Positive Behavior Interventions & Supports (PBIS). These strategies are appropriate for individuals experiencing developmental, neurologic, psychiatric, and other impairments, as well as individuals who have experienced psychological or sexual trauma. Safety-Care promotes a reinforcement-based approach to developing new skills, maintaining safety, and reducing or eliminating restrictive interventions such as restraint.

SUPERINTENDENT REPORT:

State and Federal Budget (projections): As of today the title grants, and IDEA grants have not opened up. Transportation reimbursement will be lower than previously. We will budget accordingly to what we have received in 2024/2025 and hopefully will receive more in state reimbursement.

Energy Transition Grant #2: Mike Ewald, Architect, and Jim Rann from H.E. Mitchell, are working on the grade school paving projects. There are concerns about the amount of water running off the new pavement towards the community center. They are working on a potential solution. I have expressed my concern that we either need it 100% done before school starts or we will delay as long as the funding source is ok with the delay.

Generators: We have received a quote for a generator for the elementary school and high school. The generator for the elementary would be useful during a storm for the community seeking shelter and for the kitchen to keep food safe from spoiling. The elementary quote was $129,784. The high school quote of $58,200 was for the kitchen to keep the freezers operating. There is a possibility that the next Energy Transition Grant will be able to provide some funding.

Teacher Supplies: Each year we ask the teachers to give us a list of their "needs" and "wants" for the next school year. The district has ordered all the teachers "needs" from their list.

Telehealth: We have sent information out several times and are putting the information in the registration packets.

CNA classes: SIC has informed us that we will no longer be offering the CNA classes at the school. Due to other schools not following proper protocols for the class. No school will be able to offer the class at a school. All classes will be offered by SIC at one of their sites.

Additional classes: We may have an opportunity to offer Spanish next year at the school and send some students to an HVAC class at Eldorado.

COMMITTEE REPORTS:

TRANSPORTATION: A couple of buses are require repairs and are in the process.

ATHLETICS:

Coop Renewals: Harrisburg has decided to not renew the soccer cooperative agreement for the 25-26 school year due to lack of interest during the 24-25 school year. We did not have any students that participated this school year.

Eldorado indicated that they would renew the golf and girls' track cooperative agreements for the 25-26 school year.

High School Baseball- has a record of 15-6 on the season. The team won the GEC Conference Championship this year when they defeated Hardin County on May 7th. This was the first conference championship for baseball in twenty years. Congratulations Eli Hankins for being named GEC MVP, Joey Sais for being named GEC Captain, and Hunter Gaither for being named all-conference. Bryson Roberts received honorable

mention.

Softball - has a current record of 15-7 as they close regular season play. Congratulations to Miley Murphy for being named all GEC and to Kailyn Kahl and Amilya Williford for receiving honorable mention.

Basscats - competed in the regional tournament on May 15th at Rend Lake. We fielded two teams with Hollyn McCabe, Karson Baird, Mace Ridgeway, and Brian Gibbs participating. Congratulations to the team of Mace Ridgeway and Brian Gibbs finished fourth and advanced to the Sectional Tournament on May 22nd. We are the hosts of this tournament on Lake of Egypt. Advancers from sectionals will compete at the state final in Lake Shelbyville on June 6-7

NEW BUSINESS:

Renew Certificate of Deposits

16. A motion was made by Pribble and seconded by Richey to reinvest Certificates of Deposit #5111($215,132.66) and #8810 ($365,138.41) for 6 months with Legence Bank with a 3.75% annual percentage yield. Murphy-aye, McCabe-aye, Richey-aye, Pigg-aye, and Pribble-aye. Five (5) ayes, motion carried.

Southern FS Contract

17. A motion was made by Pribble and seconded by McCabe to contract diesel fuel for $2.724 plus tax and unleaded fuel for $2.50 plus tax for the 2025/2026 school year. McCabe-aye, Murphy-aye, Richey-aye, Pigg-aye, and Pribble-aye. Five (5) ayes, motion carried.

Press Plus 118 Reading

18. A motion was made by McCabe and seconded by Richey to approve the Press Plus Policy reading issue 118. Pribble-aye, Pigg-aye, Richey-aye, Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried.

Local Wellness Policy Update

19. A motion was made by Murphy and seconded by McCabe to approve the Local Wellness Policy update. Murphy-aye, Pigg-aye, McCabe-aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.

Field Trip

20. A motion was made by Richey and seconded by Murphy to approve a FFA overnight field trip for State FFA Convention at Springfield, IL, June 10-12. Pigg-aye, McCabe-aye, Murphy-aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.

FY 25/26 Superintendent Conferences

21. A motion was made by McCabe and seconded by Richey to approve future IASA conferences for the 2025/2026 school year. Richey-aye, Pigg-aye, Pribble-aye, Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried.

College and Career Pathways

22. A motion was made by Murphy and seconded by Richey to opt out of the College and Career Pathways initiative by Illinois State Board of Education. Pribble-aye, Richey-aye, Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.
