City of Mount Carmel City Council met June 9.

Here are the minutes provided by the council:

Mayor Judge brought the City Council meeting to order.

Present on Roll Call: Mayor Joe Judge, Commissioners – Eric Ikemire, Tyson Meador Susan Zimmerman Commissioner Meeks is absent.

City Administrative Assistant Ryan Turner is absent.

APPROVAL OF MINUTES

Mayor Judge requested a motion to approve the May 27, 2025, council meeting minutes.

Commissioner Ikemire motioned, and Commissioner Meador seconded, to approve the meeting minutes held on May 27, 2025. All present voted by roll call. Commissioner Meeks is absent. Commissioners Ikemire, Meador, and Zimmerman voted aye.

VISITORS

No visitors.

MAYOR’S COMMENTS

Mayor Judge stated the city is eligible to apply for an energy transition grant through the state of Illinois. This grant was mentioned in the last council meeting, as the county is applying for it. For the city to apply, we must have a letter of support from the Wabash County board chair. Rob Dean has agreed to write the letter of support for us.

Mayor Judge announced that the Fantastic Fourth festivities are approaching. He listed the following events, with more to come.

• July 3, 2025 – Fish Fry at the Senior Center

• July 4, 2025 – 4th of July Parade at 10:00 am, Fireworks at 9:00 pm

• July 5, 2025 – Touch a Truck – get with Fire Captain Mark Seaton or Police Chief McWilliams if you are interested in participating. Whiskey Throttle will perform at Merchants Park at 7:00 pm

• July 6, 2025 – Rotary Corn Day

COMMISSIONER REPORTS:

COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES AND PARKS

Commissioner Meador reported that crews have been getting the chip-and-seal route ready. Over the last two weeks, they have sprayed weeds along the levee, mowed, cleaned out storm intakes, cut down branches and limbs, and installed a radar speed limit at the city park.

COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS

Commissioner Ikemire reported that over the last two weeks, we received $49,036.85 in receipts and spent $125,527.95.

COMMISSIONER TOM MEEKS – WATER AND SEWER

Commissioner Meeks is absent.

COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Zimmerman reported that the fire department had 7 incidents in the last two weeks.

Commissioner Zimmerman reported that garbage is still being picked up.

CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER

City Administrative Assistant Ryan Turner is absent. Public Works Director Gidcumb is filling in and has no report.

CITY ATTORNEY – DEREK MCCULLOUGH

City Attorney McCullough is absent.

AIRPORT MANAGER – LUIS GARCIA

Airport Manager Garcia reported that he has been doing general maintenance and mowing at the airport.

POLICE CHIEF – MIKE MCWILLIAMS

Police Chief McWilliams is absent.

FIRE CHIEF – FRANCIS SPETH

Fire Chief Speth is absent.

PUBLIC WORKS DIRECTOR – MIKE GIDCUMB

Public Works Director Gidcumb thanked Jeff and Travis Thompson for their generous donation to the city. They gave the city a truck with a plow, as they no longer needed it.

WABASH COUNTY E.M.A.

Wabash County E.M.A. is absent.

BUSINESS MOTIONS

Commissioner Ikemire motioned, and Commissioner Zimmerman seconded, to approve the consent agenda. All present voted by roll call. Commissioner Meeks is absent. Commissioners Ikemire, Meador, and Zimmerman voted aye.

Commissioner Ikemire motioned, and Commissioner Meador seconded, to adjourn today's meeting. All present voted Aye by voice vote.

The meeting adjourned at 4:07 pm.
