A special meeting of the Board of Education of Community Unit School District 200, DuPage County, Illinois, was called to order at the School Service Center, 130 Park Ave., Wheaton, IL, by Board Secretary Dave Long, on Wednesday, June 25, 2025, at 6:00 PM.

ACTION ITEMS
#1 Approval of Bids for the 2025 Middle School Capital Projects - Issuance 2B Administration, along with our partners at Perkins+Will and Nicholas & Associates, prioritized the building addition work at Edison, Franklin, and Monroe Middle Schools during the 2025-26 school year. Competitive bids for this work were structured into nine (9) separate bid packages that are identified below:
Bid Package 1 - Site Work, Plumbing & Structural
Bid Package 2 - Masonry
Bid Package 3 - General Trades
Bid Package 4 - Roofing
Bid Package 5 - Aluminum & Glazing
Bid Package 6 - Framing & Drywall, Acoustical, Flooring & Painting
Bid Package 7 - Fire Protection
Bid Package 8 - HVAC
Bid Package 9 - Electrical
The bid openings associated with Issuance 2B were held on June 17, 2025. Nine (9) bid packages were opened, with a range of two (2) to six (6) contractors responding per bid. The bid packages were designed for the building additions at all three (3) middle schools during the 2025-26 school year.
Nicholas & Associates, Inc. has affirmed the low bidder for each of the nine (9) bid packages. Ewing Doherty from Bid Package 1 and Monarch Construction from Bid Package 6 have withdrawn their respective bids under the identified Bid Package. Below is the low bid recap per bid package:

Bid Package 2 - J&E Duff, Inc. - $2,846,000
Bid Package 3 - Monarch Construction Company - $3,702,000
Bid Package 4 - Bennett & Brosseau Roofing, Inc. - $1,799,000
Bid Package 5 - Reliant Contract Glass, Inc. - $779,449
Bid Package 6 - RB Construction, Inc. - $4,137,000
Bid Package 7 - Nelson Fire Protection - $280,408
Bid Package 8 - DeKalb Mechanical, Inc. - $3,060,000
Bid Package 9 - Prospect Electric Company - $4,900,000
The total for all nine (9) bid packages is $25,438,774.00.
A copy of the letter of recommendation from Nicholas & Associates and the bid tabulation sheet for each bid were attached to the Board agenda item. The bid recommendations, similar to Project Issuance 1 and 2A, fall below the Nicholas & Associates aggregate estimate for Issuance 2B.
There was additional information/comments/questions on the following:
● The bids were highly competitive and below the estimated budget for this work.
● Issuance 3 is scheduled for October, bids are set to open in November, and they are expected to be on the December Board agenda for approval.
● Gratitude for our partners at both Nicholas & Associates and Perkins+Will.
● We are obligated to perform the work specified and stay within the scope of the referendum package, and cannot touch other buildings.
● Based on the competitive bids so far and the budget, this provides us with greater flexibility as we move into Issuance 3 for the remaining interior work and renovation plan.
● We are still in the design phase for Issuance 3, which represents roughly $100 million worth of work.
● The timing of the second bond issuance will be coordinated with the finance committee.
● Timeline for groundbreaking on the new additions - aiming for early July.
● The District is in close contact with the Park District to avoid disrupting the July Fourth festivities near Monroe.
It was recommended that the Board of Education award the nine (9) bid submissions for Project Issuance 2B as follows:
Bid Package 1 - Riemer Engineering of Pine Grove, Illinois, in the amount of $3,934,917;
Bid Package 2 - J&E Duff, Inc. of West Chicago, Illinois, in the amount of $2,846,000;
Bid Package 3 - Monarch Construction Company of Elk Grove Village, Illinois, in the amount of $3,702,000;
Bid Package 4 - Bennett & Brosseau Roofing, Inc. of Romeoville, Illinois, in the amount of $1,799,000;
Bid Package 5 - Reliant Contract Glass, Inc. of Crystal Lake, Illinois, in the amount of $779,449;
Bid Package 6 - RB Construction, Inc. of Wood Dale, Illinois, in the amount of $4,137,000;
Bid Package 7 - Nelson Fire Protection of Machesney, Illinois, in the amount of $280,408;
Bid Package 8 - DeKalb Mechanical, Inc. of DeKalb, Illinois, in the amount of $3,060,000 and
Bid Package 9 - Prospect Electric Company of Schaumburg, Illinois, in the amount of $4,900,000
MOTION
Member Rutledge moved, Member Blatner seconded that the Board award the bid submissions for Project Issuance 2B in the total amount of $25,438,774.00 as presented. Upon a roll call vote being taken, the vote was AYE 4, NAY 0. The motion carried 4-0.
#2 Approval of Final Contract for Guaranteed Energy Savings with Performance Services, Inc. for 2025-26 Middle School Capital Project Work - Project Issuance 2A & 2B
In 2012, the Board of Education entered into a performance contract with Performance Services, Inc. (PSI) to perform a series of projects based on their District-wide evaluation of all of our buildings. After nine project years, the District re-bid performance contracting services in 2021 and once again selected Performance Services. Inc. as the preferred partner of CUSD 200.
Mechanical HVAC controls are an important aspect of managing the operation of our heating, ventilation, and cooling systems. CUSD 200 has been working with PSI for more than a decade to update/upgrade our mechanical systems and controls throughout the district. Significant HVAC improvements have been incorporated into the Middle School Capital Project designs. For Project Issuance 2A & 2B, controls will be updated at Edison, Franklin, and Monroe Middle Schools. To ensure hardware and software consistency and symmetry with our existing building automation systems, the District has asked PSI to work under Nicholas & Associates and provide the required control updates that are defined in Issuances 1, 2A, 2B, and 3 bid packages. PSI has confirmed the control work identified in Project Issuance 2A & 2B and has submitted an updated agreement accordingly, which was attached to the Board agenda item. The cost for control work in Project Issuance 2A & 2B, as submitted by PSI, is $428,010, with the breakdown by school in the OBP/Improvement List that was also attached to the agenda item.
There was additional information/comments on the following:
● Like the item on the June 11 agenda, we wanted to ensure that the mechanical systems and controls installed on the additions are compatible with those in the middle school buildings.
● The scope of what is included is determined by the bid specs.
It was recommended that the Board of Education approve the Sixth Amendment to the Installation Contract in the amount of $428,010 with Performance Services, Inc., for the Middle School Capital Project Issuance 2A and 2B Controls work as presented.

Member Ebbesen moved, Member Blatner seconded that the Board of Education approve the Sixth Amendment to the Installation Contract in the amount of $428,010 with Performance Services, Inc., for the Middle School Capital Project Issuance 2A and 2B Controls work as presented. AYE 4, NAY 0. The motion carried 4-0.
