City of Mount Carmel City Council met July 7.

Here are the minutes provided by the council:

Mayor Judge brought the City Council meeting to order.

Present on Roll Call: Mayor Joe Judge, Commissioners – Tom Meeks, Eric Ikemire, Tyson Meador, Susan Zimmerman

Also Present: City Administrative Assistant Ryan Turner

APPROVAL OF MINUTES

Mayor Judge requested a motion to approve the minutes from the June 23, 2025, council meeting.

Commissioner Ikemire motioned, and Commissioner Meador seconded, to approve the June 23, 2025, meeting minutes. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

VISITORS

Landmark Aquatics representatives are in attendance.

Lady’s softball representative, Shamber, was in attendance.

MAYOR’S COMMENTS

Mayor Judge reported that we had a wonderful, Fantastic 4th weekend. The fish fry for the senior citizens went very well. He thanked Dave Easter for frying around 350 pieces of fish. Gary Arnold Jr. did a great job on the 4th of July Parade. The fireworks were great, with compliments on the traffic pattern used.

Mayor Judge stated that the Touch a Truck event on July 5th was well-attended and a great fundraiser for Shop with a Cop/Fireman. The Whiskey Throttle concert was great, and we finished out the weekend with Rotary Corn Day. He expressed his appreciation to all who helped to make this weekend a success.

Mayor Judge gave an update on the 9th Street project.

COMMISSIONER REPORTS:

COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES, AND PARKS

Commissioner Meador reported that crews have been conducting roadwork, making repairs, filling potholes, spraying weeds, mowing, and assisting with multiple digs. Crews also helped with the Touch a Truck event and assisted with Corn Day.

COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS

Commissioner Ikemire reported $221,633.21 in receipts and $506,979.91 in expenditures.

COMMISSIONER TOM MEEKS – WATER AND SEWER

Commissioner Meeks reported that water and sewer maintenance crews had fixed 27 leaks in the last month. Crews are all busy performing maintenance and keeping the departments running.

COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Zimmerman thanked those who volunteered at and those who attended the Touch a Truck event.

Commissioner Zimmerman stated that the fire department is accepting applications for volunteers. Applications can be picked up at the fire department and should be filled out and returned by July 18th.

Commissioner Zimmerman reported the fire department had 8 calls over the last 2 weeks and there were no incidents with fireworks reported.

CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER

City Administrative Assistant Turner discussed converting property across from Rural King into a TIF development area and asked the council to consider a motion to purchase property from Shannon Inglis for $80,000.00.

City Administrative Assistant Turner reported that he is in discussion with American Towers, as they have expressed interest in buying our rental rights to the towers.

City Administrative Assistant Turner and Mayor Judge announced that Landmark Aquatics was in attendance to discuss and share the new pool plan. The council was asked to consider and make a motion to enter into an agreement with Landmark Aquatics for engineering services and design of a new pool.

CITY ATTORNEY – DEREK MCCULLOUGH

City Attorney McCullough – no report (absent).

AIRPORT MANAGER – LUIS GARCIA

Airport Manager Garcia reported that he has been mowing and maintaining the airport's equipment. The airport is getting a new zero-turn mower tomorrow.

POLICE CHIEF – MIKE MCWILLIAMS

Police Chief McWilliams has no report.

FIRE CHIEF – FRANCIS SPETH

Fire Chief Speth is absent.

PUBLIC WORKS DIRECTOR – MIKE GIDCUMB

Public Works Director Gidcumb reported that the fog and seal will start tomorrow.

WABASH COUNTY E.M.A.

Wabash County E.M.A. is absent.

BUSINESS MOTIONS

Commissioner Meeks motioned, and Commissioner Ikemire seconded, to enter into an agreement with Landmark Aquatics for engineering services and design of a new pool. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Meeks motioned, and Commissioner Ikemire seconded, to purchase property from Shannon Inglis for $80,000.00. Second reading is waived. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Ikemire motioned, and Commissioner Meador seconded, to approve the consent agenda. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Zimmerman motioned, and Commissioner Ikemire seconded, to adjourn today's meeting. All present voted Aye by voice vote.

The meeting adjourned at 4:46 pm.
