City of Mount Carmel City Council met July. 21.

Here are the minutes provided by the council:

Mayor Judge brought the City Council meeting to order.

Present on Roll Call: Mayor Joe Judge, Commissioners – Tom Meeks, Eric Ikemire, Tyson Meador, Susan Zimmerman

City Administrative Assistant Ryan Turner is absent.

APPROVAL OF MINUTES

Mayor Judge requested a motion to approve the minutes from the July 7, 2025, council meeting.

Commissioner Ikemire motioned, and Commissioner Meador seconded, to approve the July 7, 2025, meeting minutes. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

VISITORS

No visitors.

MAYOR’S COMMENTS

Mayor Judge thanked all first responders and emergency personnel who assisted with the weekend’s train derailment incident. He appreciated everyone in the several departments working so well together. He expressed sympathy for those injured by the railroad.

Mayor Judge stated that there will be a couple of grants coming up that the city will try to obtain. Mayor Judge stated that bids on the new airport hangar will be coming up soon.

COMMISSIONER REPORTS:

COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES, AND PARKS

Commissioner Meador reported that crews have been cleaning storm drains, filling potholes, spraying weeds, mowing, and working on a sidewalk project.

COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS

Commissioner Ikemire reported $436,483.17 in receipts and $169,832.02 in expenditures.

COMMISSIONER TOM MEEKS – WATER AND SEWER

Commissioner Meeks reported that water and sewer maintenance crews had fixed 12 leaks in the last two weeks. Crews are all busy performing maintenance and keeping the departments running.

COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Zimmerman thanked those who assisted at the train derailment.

Commissioner Zimmerman stated that the fire department is accepting applications for volunteers. Applications can be picked up at the fire department and should be filled out. They were previously due back in by July 18th. That date has been extended to July 25th.

Commissioner Zimmerman reported the fire department had 19 calls over the last 2 weeks.

Commissioner Zimmerman reported that if your trash is not picked up, please call City Hall during business hours or go to cityofmtcarmel.com and fill out a form for garbage pickup if it is after business hours.

CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER

City Administrative Assistant Turner is absent. Public Works Director Gidcumb is filling in for him. He had Mr. Dallas address the council and ask them to consider a motion to accept the bid from Howel on repaving College Drive.

CITY ATTORNEY – DEREK MCCULLOUGH

City Attorney McCullough has no report.

AIRPORT MANAGER – LUIS GARCIA

Airport Manager Garcia reported that he has been mowing and maintaining the airport's equipment.

POLICE CHIEF – MIKE MCWILLIAMS

Police Chief McWilliams has no report.

FIRE CHIEF – FRANCIS SPETH

Fire Chief Speth gave a brief report on the train derailment and operations at the fire department.

PUBLIC WORKS DIRECTOR – MIKE GIDCUMB

Public Works Director Gidcumb has no report.

WABASH COUNTY E.M.A.

Wabash County E.M.A. is absent.

BUSINESS MOTIONS

Commissioner Meeks motioned, and Commissioner Ikemire seconded, to accept the bid from Howell Paving for the repaving of College Drive. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Meador motioned, and Commissioner Zimmerman seconded, to approve the consent agenda. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Ikemire motioned, and Commissioner Meador seconded, to adjourn today's meeting. All present voted Aye by voice vote.

The meeting adjourned at 4:15 pm.
