Norris City Omaha Enfield Community Unit School District 3 Board of Education met July 16.

The regular meeting of the Board of Education of Norris City-Omaha-Enfield Community Unit School District No. 3 was held on Wednesday, July 16, 2025, at the District Office.

The meeting was called to order by President Matt McArthy at 7:00 p.m. Rhonda Forston was appointed secretary for the meeting.

Roll Call: Present- Alex Ridge, Kyle Hoskins, Matt McArthy, Frank Graves, Rhonda Forston, Heath Rush. Absent- Mike Hite

Others in Attendance: Matt Vollman, Superintendent; Carla Carter, Principal; David Reavis, Principal; Jessica Jackson, Treasurer; J.C. Tinsley, WRUL.

Motion to approve Consent Agenda containing closed and open minutes from May 2025; bills; and Booth Trust balance of $50,043.72 by Matt McArthy. Second by Heath Rush. Unanimous vote. Motion Carried.

Public Comment: none

Superintendent Report/Matt Vollman-

-Working with Iconik Studio to digitally preserve and archive the senior class wall composites for NCOE and Booth classes.

-Softball fence is ordered.

-Flooring/Door project at the high school experiencing delays due to material delivery.

-Home ec room has a delay on the countertops and some cabinets.

-Gym floors are currently being serviced.

Principal Reports:

NCOE High School/Mr. Wehlermann:

-Registration August 5 & 6 for freshmen; August 6 seniors; August 7 sophomores and juniors.

-Updated student handbooks.

NCOE Elementary/Mr. Reavis:

-Floors are being waxed.

-Updated student handbooks.

NCOE Elementary/PreK/Mrs. Carter-

-Binders for substitutes will be provided in each classroom providing important information for substitute workers such as emergency procedures, classroom schedule, seating charts, etc.

-New math curriculum for k-5 "IXL Takeoff" and new science curriculum for K-8 “SAVVAS” this year.

-12 students have been attending summer school on Tuesdays with 4 teachers. Lunch and transportation is provided.

Motion to set ale carte Milk Prices at $0.35/carton by Matt McArthy. Second by Alex Ridge. Roll Call Vote- Alex Ridge, yes; Kyle Hoskins, yes; Matt McArthy, yes; Frank Graves, yes; Heath Rush, yes; Rhonda Forston, yes. Motion Carried.

Treasurer's bond tabled for August 13 due to not receiving it from the Insurance Carrier.

First Reading of PRESS Board Policy Updates Release #119: (update) 2:80, 2:130, 7:140, 7:300, 8:80; (review and monitor) 1:10, 1:20, 1:30, 2:10, 2:240, 3:30, 4:50, 4:90, 4:180, 5:270, 7:40, 7:90, 7:130, 7:325, 8:110. No action. Second Reading on August 13.

Motion to authorize tentative FY 26 Budget Preparation and expenditure of funds to cover costs of salaries, materials, and supplies by Matt McArthy. Second by Heath Rush.
