City of Carmi City Council met Aug. 5.

Here are the minutes provided by the council:

The Carmi City Council held the regular monthly council meeting on August 5, 2025, at 5:30 p.m. The meeting was called to order by Mayor Stendeback.

Prior to opening the meeting, Alderperson Jack Bradshaw gave the invocation followed by the Pledge of Allegiance.

Mayor Stendeback presided with the following Alderpersons present: Greg Knight, Mark W. Blake, Tracy Nelson, Lacey Bradshaw, Mike Knight, Doug Hays, Jeremy Courson and Jack Bradshaw.

The minutes from the July 15, 2025, council meeting were presented. Motion was made by Alderperson Courson and seconded by Alderperson Hays to approve the minutes as presented. The motion carried on roll call by each Alderperson present answering “yes,”

The minutes from the July 21, 2025, special council meeting were presented for approval. Motion was made by Alderperson Hays and seconded by Alderperson Jack Bradshaw to approve the minutes as presented. The motion carried on roll call by each Alderperson present answering “yes,” except for Alderperson Greg Knight and Alderperson Courson who abstained.

For council consideration, discussion, and possible approval

A. Reappointment of Diane Healy and Cathy Seiler to the Library Board. Motion was made by Alderperson Greg Knight and seconded by Alderperson Courson to approve the reappointment of Diane Healy and Cathy Seiler to the Library Board beginning August 1, 2025 through July 31, 2028. The motion carried on roll call by each Alderperson present answering “yes.”

B. Ordinance No. 1664; An ordinance prohibiting the use of groundwater as a potable water supply by the installation or use of potable water supply wells or by any other method. Mayor Stendeback explained that this is specific to property owned by Andy Aylsworth in where an old fuel station used to be. Mr. Aylsworth needs the ordinance passed to be able to sell his property. Motion was made by Alderperson Blake and seconded by Alderperson Hays to approve Ordinance No. 1664. The motion carried on roll call by each Alderperson present answering “yes.”

C. Resolution 08.05.2025, a Resolution to close Main Cross Street for the Farm To Table Dinner on October 9, 2025. Motion was made by Alderperson Lacey Bradshaw and seconded by Alderperson Courson to approve Resolution 08.05.2025. The motion carried on roll call by each Alderperson present answering “yes.”

D. Pay request from Brown and Roberts, Inc. Invoice 24-162-6 in the amount of $2073.16 for the Saunders Project, payable from MFT. Motion was made by Alderperson Hays and seconded by Alderperson Lacey Bradshaw to approve the pay request. The motion carried on roll call by each Alderperson present answering “yes.”

Reports and/or updates from Mayor Stendeback

Mayor Stendeback stated there was a “great fly in” at the Airport on August 2, 2025. It was well attended with several planes and the Ascencion St. Vincent Medical Helicopter.

Mayor Stendeback stated that the school is helping with the cost of repairs of three tennis courts at Bradshaw Park. They should be complete, weather permitting, for tennis team use when school starts.

Mayor Stendeback told the Council that the City is on track to pay approximately $300,000 in credit card fees for utility bills being paid by credit card. Mayor Stendeback suggested the City may need to look at cash and check payments, but said he was not for sure the right thing to do in the matter. Alderperson Lacey Bradshaw asked if he could find out if there is a fee for debit card users. The Mayor advised this is something the Council needs to consider.

Mayor Stendeback told the Council the cost adjustment will be on the next meeting agenda.

Mayor Stendeback told the Council that the next electronics recycling is set for September 27, 2025.

Mayor Stendeback told the Council that the SIC Ribbon Cutting was held earlier in the day and the facility is an asset to the community.

Reports from Standing Committees

Police Chief Jason Carter said the work is expected to begin on the new roof for the Police Department on Friday. Friday will also be the water play day at Bradshaw Park including water balloon fights and free popsicles for those in attendance. He also reminded the community school will start soon and to watch speeding in school zones.

At 6:01 p.m. Alderperson Hays made a motion adjourn. The motion was seconded by Alderperson Blake. The motion carried on roll call by each Alderperson present answering “yes.”
