City of Mount Carmel City Council met Aug. 4.

Here are the minutes provided by the council:

Mayor Judge brought the City Council meeting to order.

Present on Roll Call: Mayor Joe Judge, Commissioners – Tom Meeks, Eric Ikemire, Tyson Meador, Susan Zimmerman

Also Present: City Administrative Assistant Ryan Turner

APPROVAL OF MINUTES

Mayor Judge requested a motion to approve the minutes from the July 21, 2025, council meeting.

Commissioner Ikemire motioned, and Commissioner Meador seconded, to approve the July 21, 2025, meeting minutes. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

VISITORS

Gary Ritz is in attendance to request approval for the Knights of Columbus Tootsie Roll Drive to take place the weekend of September 26, 2025.

MAYOR’S COMMENTS

Mayor Judge reported on Chamber Days, stating that Lesley and Kelsea have addressed issues and are already working to make next year's event even better. He noted that the Senior Citizens director, Kerry, did a great job with Chamber Days Bingo.

Mayor Judge reported that Landmark Aquatics is beginning the surveying process for the new pool. Mayor Judge gave an update on the 9th Street project.

Mayor Judge recently attended the IL Municipal League meetings. He briefly talked about a few bills at the state and federal levels.

COMMISSIONER REPORTS:

COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES, AND PARKS

Commissioner Meador reported that crews have replaced pipes, poured concrete, assisted with Chamber Days setup and cleanup, fixed some drain issues, and performed routine maintenance.

COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS

Commissioner Ikemire reported $17,025.79 in receipts and $414,118.58 in expenditures.

COMMISSIONER TOM MEEKS – WATER AND SEWER

Commissioner Meeks reported that crews are performing regular maintenance at all locations. The water plant recently cleaned sand out of an old tank.

COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Zimmerman reported the fire department had 10 runs over the last 2 weeks.

Commissioner Zimmerman reported that if items are not in your trash toters, they will not be picked up.

Commissioner Zimmerman reported that the next big trash pick up will begin on October 6, 2025.

CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER

City Administrative Assistant Turner discussed the proposed subdivision of property on West 9th. Street and asked the council to consider a motion.

City Administrative Assistant Turner reported that the billing clerk has discussed the rising costs of postage and printing and mailing paper bills and is asking the council to consider charging for paper bills in the future. It was reported that 1,093 people are receiving email billing, and of those 1,093, 839 still receive paper bills as well. This will be discussed further in future meetings.

City Administrative Assistant Turner reported that an individual had approached him inquiring about purchasing an acre and a half of the city property at South Gate. Mr. Turner asked for and received permission to move forward with the subdivision of the acres we have at South Gate, as we can sell them for industrial development, subject to specific criteria.

CITY ATTORNEY – DEREK MCCULLOUGH

City Attorney McCullough has no report.

AIRPORT MANAGER – LUIS GARCIA

Airport Manager Garcia reported that he has been mowing and maintaining the airport's equipment. POLICE CHIEF – MIKE MCWILLIAMS

Police Chief McWilliams stated that as school is getting ready to start, parents should talk to their children about safety. He reminds us to be alert, watch for children, and obey the speed limits.

FIRE CHIEF – FRANCIS SPETH

Fire Chief Speth is absent.

PUBLIC WORKS DIRECTOR – MIKE GIDCUMB

Public Works Director Gidcumb reported that crews spent several hours assisting with Chamber Days, have worked on the water retention issue at 5th and Walnut, and have started on sidewalk projects.

WABASH COUNTY E.M.A.

Wabash County E.M.A. is absent.

BUSINESS MOTIONS

Commissioner Meador motioned, and Commissioner Ikemire seconded, to approve the proposed subdivision located at 202 W. 9th and 206 W. 9th. The second reading was waived. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Ikemire motioned, and Commissioner Zimmerman seconded, to approve the consent agenda. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Zimmerman motioned, and Commissioner Meador seconded, to adjourn today's meeting. All present voted Aye by voice vote.

The meeting adjourned at 4:32 pm.
