City of Mount Carmel City Council met Sept. 15.
Here are the minutes provided by the board:
Mayor Judge brought the City Council meeting to order.
Present on Roll Call: Mayor Joe Judge, Commissioners – Tom Meeks, Eric Ikemire, Tyson Meador, Susan Zimmerman
Also Present: City Administrative Assistant Ryan Turner
APPROVAL OF MINUTES
Mayor Judge requested a motion to approve the minutes from the September 2, 2025, council meeting.
Commissioner Ikemire motioned, and Commissioner Meeks seconded, to approve the September 2, 2025, meeting minutes. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
VISITORS
Terry Beckerman was in attendance to receive permission for Christmas Uptown. The event is scheduled for December 5, 2025.
MAYOR’S COMMENTS
Mayor Judge asked that anyone wishing to reserve Merchant’s Park or the shelter house at the City Park, please call City Hall to get on the calendar.
Mayor Judge reported that we have been approved for a $522,000.00 grant for the construction of our new airport hangar. This grant will fund the majority of the project, and we are thankful to receive it. Mayor Judge specifically thanked Congressman Mike Bost, State Representative Dave Severin, and State Senator Terri Bryant for their help and support in helping the city attain this grant.
COMMISSIONER REPORTS:
COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES, AND PARKS
Commissioner Meador reported that crews have been assisting with hydrant flushes, mowing, working on sidewalks, and have put up a new gate at the city dump.
COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS
Commissioner Ikemire reported $209,600.18 in receipts and $272,753.49 in expenditures. We are at about 34% of our annual revenue budget.
COMMISSIONER TOM MEEKS – WATER AND SEWER
Commissioner Meeks reported that repair work is underway at the water/wastewater plant. Commissioner Meeks reported that the water plant seems to be running smoothly,
Commissioner Meeks reported that crews have been assisting with boring, general maintenance, and installing pressure gauges and valves to help address the water leaks.
COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL, AND CIVIL DEFENSE
Commissioner Zimmerman reported that the fire department had 16 incidents over the last two weeks. This included medical assists, brush fires, and a vehicle fire. As we consider enforcing a burn ban, she reminds us to please use designated and properly maintained fire pits.
Commissioner Zimmerman reported that big trash pickup will be the week of October 6th. Please remember to have all trash out early, before 6:00 am on October 6th, as trucks will only pass by each location once.
CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER
City Administrative Assistant Turner discussed and asked the council to consider a motion to accept the amended draft for the TIF Redevelopment Plan.
City Administrative Assistant Turner asked the council to consider a motion to place the feasibility study on file and approve sending the TIF feasibility study to all affected taxing districts.
CITY ATTORNEY – DEREK MCCULLOUGH
City Attorney McCullough has no report.
AIRPORT MANAGER – LUIS GARCIA
Airport Manager Garcia reported that he has been performing general maintenance at the airport.
POLICE CHIEF – MIKE MCWILLIAMS
Police Chief McWilliams reported that there have been several break-ins throughout the community lately. They have made a couple of juvenile arrests, but he reminds us to lock our doors and use our security cameras if we notice anything suspicious. Please report any information you have or may observe regarding these break-ins to the police department.
FIRE CHIEF – FRANCIS SPETH
Fire Chief Speth is absent.
PUBLIC WORKS DIRECTOR – MIKE GIDCUMB
Public Works Director Gidcumb has no report.
WABASH COUNTY E.M.A.
Wabash County E.M.A. is absent.
DAVE DALLAS
Dave reported that the work on College Drive is expected to be completed by the end of next week.
WATER BILLING CLERK – HEATH REED
Water Billing Clerk Reed presented the council with an overview of the benefits of the new Zenner water meters and the various technologies available through the software.
BUSINESS MOTIONS
Commissioner Ikemire motioned, and Commissioner Meador seconded, to accept the amended draft of the TIF Redevelopment Plan. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Meeks motioned, and Commissioner Ikemire seconded, to move to executive session at 4:26 pm. All present voted by roll call vote. Commissioner Meeks is absent. Commissioners Ikemire, Meador, and Zimmerman voted aye.
Commissioner Ikemire motioned, and Commissioner Zimmerman seconded, to move out of executive session at 4:51 pm. All present voted by roll call vote. Commissioner Meeks is absent. Commissioners Ikemire, Meador, and Zimmerman voted aye.
Commissioner Meador motioned, and Commissioner Zimmerman seconded, to adjourn today's meeting. All present voted Aye by voice vote.
The meeting adjourned at 4:52 pm.
