Windhorst votes against SB 25 over concerns about rising electricity costs

State Representative Patrick Windhorst (R-Metropolis) opposed SB 25, a bill passed during the final week of Illinois' fall 2025 Veto Session. The legislation introduces subsidies for battery storage energy companies that may operate in Illinois. Windhorst argued that this measure will result in higher electricity costs for consumers and businesses.

“This past summer, southern Illinoisans in particular suffered from huge spikes in their electric bills, mainly due to failed energy policies passed in previous General Assemblies,” Windhorst said. “I have heard from many families and businesses, large and small, that have seen double and triple higher bills from last year. This is largely due to the policies that have been endorsed by the supermajority and the Governor that have stifled energy production and capacity.”

Windhorst explained that SB 25 requires ratepayers to subsidize battery storage projects through rate increases estimated at $7 billion. He expressed concern that these projects would not compensate for reduced energy supply caused by the closure of coal-fired power plants and other facilities designed to meet demand during periods of extreme weather.

“”I am for an all-of-the-above approach to our energy mix that can meet demand, is reliable, and won’t place additional costs on our families and businesses,” Windhorst said. “I am not for cutting off reliable energy in favor of untested and unaffordable means of energy production. I voted NO.”

Windhorst has represented Illinois' 117th House District since being elected in 2023, succeeding Natalie Phelps Finnie.
