City of Mount Carmel City Council met Oct. 13.
Here are the minutes provided by the council:
Mayor Judge brought the City Council meeting to order.
Present on Roll Call: Mayor Joe Judge, Commissioners – Tom Meeks, Eric Ikemire, Tyson Meador, Susan Zimmerman
Also Present: City Administrative Assistant Ryan Turner
APPROVAL OF MINUTES
The mayor requested a motion to approve the minutes of the September 15, 2025, executive council meeting.
Commissioner Ikemire motioned, and Commissioner Meador seconded, to approve the September 15, 2025, executive meeting minutes. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
Mayor Judge requested a motion to approve the minutes from the September 29, 2025, council meeting.
Commissioner Meador motioned, and Commissioner Ikemire seconded, to approve the September 29, 2025, meeting minutes. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
Mayor Judge requested a motion to approve the minutes from the October 6, 2025, council meeting.
Commissioner Meeks motioned, and Commissioner Ikemire seconded, to approve the October 6, 2025, meeting minutes. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
VISITORS
Kyle Peach was to be in attendance to request permission for WVC to fundraise at the intersections.
Nick and Melissa Connor were in attendance. Melissa stated her concerns about the Yellow Box Data Center, as her house is 1 mile from the location. She said she wanted her concerns placed on record and thanked the council for allowing her to share them. Air quality, energy demands, water use, and potential noise were among her concerns.
MAYOR’S COMMENTS
Mayor Judge congratulated the Mt. Carmel High School Lady Aces golf team on their 5th consecutive state win.
Mayor Judge congratulated the Mt. Carmel High School marching band on the accolades that it received over the last weekend.
Mayor Judge also congratulated the Mt. Carmel High School Lady Aces softball team for a job well done.
Mayor Judge gave a detailed report on the Mt. Carmel Police Department's activities over September, stating that the department does much more than just issue tickets.
Mayor Judge stated that the council will open bids for the pool excavation in the next week or so.
COMMISSIONER REPORTS:
COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES, AND PARKS
Commissioner Meador reported crews had been tilling and planting grass, moving piles of rock and debris from the pool, performing general maintenance on trucks, continuing work on the 5th Street sidewalk project, and replacing a stop light at 3rd and Walnut.
COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS
Commissioner Ikemire reported $294,066.97 in receipts and $76,072.48 in expenditures.
COMMISSIONER TOM MEEKS – WATER AND SEWER
Commissioner Meeks reported that the waste/water plant has been performing routine maintenance and servicing all equipment.
Commissioner Meeks reported that the water/sewer maintenance plant has scheduled a meeting for Wednesday at 9:00 to discuss the service line breakages.
Commissioner Meeks reported that the water treatment plant is working out a few bugs but is otherwise operating normally.
COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL, AND CIVIL DEFENSE
Commissioner Zimmerman reported that Fire Safety Week was a success. The fire department had multiple public service opportunities. The kindergarten classes toured the facility, and most schools conducted fire drills. In addition, the department had 14 other incidents.
Commissioner Zimmerman reported that the big trash pickup was last week. A few places were missed. City Hall has been notified. Republic Services will come back around to get the locations that City Hall was notified about.
CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER
City Administrative Assistant Turner reported that he met with a provider for our Illinois Municipal League RMA Insurance. He went over the three payment options made available to us and asked the council to consider a motion. A motion was made.
CITY ATTORNEY – DEREK MCCULLOUGH
City Attorney McCullough has no report.
AIRPORT MANAGER – LUIS GARCIA
Airport Manager Garcia reported he is finishing up mowing at the airport. He said that the new hangar project is moving forward.
POLICE CHIEF – MIKE MCWILLIAMS
Police Chief McWilliams reported that on October 24th,there is an event at the Mt. Carmel Public Library. The library has asked the police department and law enforcement to come and spend some time interacting with the kids. The kids will be able to check out the squad cars and equipment. They plan to have the drone and canine there as well. He believes reservations are to be made for this event. Please call the library to make a reservation.
FIRE CHIEF – FRANCIS SPETH
Fire Chief Speth reported that the fire department is testing all hoses. This has to be done annually. PUBLIC WORKS DIRECTOR – MIKE GIDCUMB
Public Works Director Gidcumb reported they are working to get the equipment ready for leaf pickup.
WABASH COUNTY E.M.A.
Wabash County E.M.A. is absent.
BUSINESS MOTIONS
Commissioner Meeks motioned, and Commissioner Ikemire seconded, to accept the 2026 min/max premium from IMLRMA Group for $251,460.33. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
Commissioner Zimmerman motioned, and Commissioner Ikemire seconded, to approve the consent agenda. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.
Commissioner Zimmerman motioned, and Commissioner Meador seconded, to adjourn today's meeting. All present voted Aye by voice vote.
The meeting adjourned at 4:21 pm.
