Village of Smithton Committee of a Whole met Jan. 13.

Here are the minutes provided by the committee:

Mayor Mike Smallwood called the meeting to order at 6:50pm at Village Hall. Trustees Jason Becherer, Jim Elbe, Jim Mourey, Tim Hopkins and Todd Reyling. Trustee Rogers was absent. Village Administrator George Liyeos, Chief Neff, Dean Klein and Lynn Biehl were also in attendance. Chris Davis, Attorney Sinclair and members of the Smithton Fire Department, Hecker Fire Department and Millstadt EMS & Fire were also in attendance.

Haunted Trail- Last year rain forced the Smithton Commercial Club to shut down one whole night of the Haunted Trail causing them to miss out on raising a large amount of funds for the community. The Smithton Commercial Club would like to get support from the Board to have the Haunted Trail open two weekends (October 9th & 10th and October 16th & 17) instead of only one weekend this October. They plan to use extra lighting and will ask the police department for extra patrols to try to keep vandalism under control. The Board will discuss at the January 20th Board meeting.

EMS- Attorney Sinclair spoke explaining the Millstadt Ambulance Service is proposing forming an Emergency Services District made up of the Millstadt Fire Protection Area, Smithton Fire Protection Area and the areas of the Waterloo and Hecker Fire Protection District that are in St. Clair County. The referendum will be placed on the March 2026 ballot. This will be a new unit of government that will have the authority to tax at a rate up to .4%. The reason is to establish a tax base over a sufficient geographic territory to generate enough money to support the service in an adequate way to get a good response time. They are looking at a target tax rate of .25%. That rate will be decided by the board of the governing body. The board would be appointed by the County. There will be a public meeting at the Millstadt Village Hall on Tuesday, January 20th and at the Smithton Senior Center on Wednesday, January 21st.

5757 Sand Rock Road Water Line- After discussion, the Board decided the resident needs to pay the total cost.

Solicitor Ordinance- The updated ordinance will be voted on at the January 20th Board meeting.

Trustee Mourey made a motion which was seconded by Trustee Elbe to adjourn. All Trustees present were in favor. The motion was granted. The meeting adjourned at 8:58pm.
